SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) -- Crews Thursday rescued a woman they say broke her leg while hiking above Blacks Beach.According to authorities, the incident happened around 2 p.m. in the Box Canyon area. Lifeguards say a woman in her 20s fell while hiking in the area and broke her leg.A helicopter could be seen lifting the woman from the canyon and taking her to a nearby hospital.Her condition is unknown at this time. 417

SAN DIEGO (KGTV) - Chelsea Manning, a former Army intelligence analyst who provided classified information to Wikileaks, spoke Monday at San Diego State University.Manning was convicted in 2013 of stealing 750,000 pages of documents and videos relating to the wars in Iraq and Afghanistan.A judge convicted Manning - then known as Bradley Manning - on 20 counts, including violations of the Espionage Act.After the 2013 sentencing, the ex-intelligence agent changed her name to Chelsea Manning and became a transgender woman.During one of his final acts in office, President Barack Obama commuted Manning's 35-year sentence, giving her an early release date.RELATED: Chelsea Manning released after 7 years in prisonManning has since joined the lecture circuit. SAN DIEGO (KGTV) - Crews battled flames from two house fires that sprang up overnight in San Diego.The first fire was reported in City Heights at about 3 a.m. Crews responded to a home in the 4000 block of 42nd Street engulfed in flames.One person made it out of the home safely and surrounding neighbors were temporarily evacuated as a precaution. Neighbors say the homeowner was not inside when the fire broke out. It took about 30 minutes to knock the fire down and no injuries were reported.San Diego Fire Department said Metro Arson Strike Team determined the fire was intentionally set. The blaze caused an estimated 0,000 in total damages.No arrests have been made.Fire crews also doused a fire in Encanto at an abandoned home near 66th St. and Madera St. The home's doors and windows were boarded up and transients frequented the property, according to fire crews.No injuries were reported in that fire as well. 955

SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment.
