SAN DIEGO (KGTV) - California's stay at home order may be in effect, but you can still hear the sounds of heavy machinery and hammers banging across San Diego County.Construction was deemed essential, allowing builders to continue working."Not only have we been able to pull permits, but we can call our inspections," said Gregg Cantor with Murray Lampert Design, Build, Remodel.Companies like Cantor's business have changed, but it keeps moving.He said employees who can are working from home, client calls are happening remotely, and inspections are taking place at a distance or in some cases through videos and pictures."We're conscious of social distancing as well as making sure we don't have more than five or six people at any given time on the job site," Cantor said.Local companies aren't the only ones changing how they operate.The City of San Diego's Development Services Department (DSD) laid out a series of changes to protect city staff and customers."The city is taking necessary preventative safety measures while being responsive to the business needs of our customers," said DSD Director Elyse W. Lowe. "DSD employees will continue to work with customers to limit delays to project approvals and keep the city moving forward. We are quickly leveraging available technology to increase our options and continuously implementing new safety measures in response to this unprecedented global pandemic."Changes include revamping the residential inspection process by now allowing for photos to be submitted instead of in-person physical inspections for qualified residential project, granting all qualifying building permit applications and issued building permits an automatic 180-day extension, and establishing an unstaffed document drop-off area for customers to submit project files and documents in the first floor of the Development Services Center."We're still very grateful that we are able to send our crews out every day," said Borre Winckel, president and chief executive officer of the Building Industry Association of San Diego County.Winckel said there were some early hiccups with building inspections across the county, but things have smoothed out."We were promised they would send the inspectors out as long as the conditions were safe," he said. "So it was very important for us since we're an outdoor activity that we created this safe and healthy environment for our workforce and the inspectors."Winckel said right now building is a business and plans are getting reviewed, but he pointed to New York and Washington where some construction is either blocked or building is only approved for projects deemed essential.Winckel said in California some have asked the governor to stop in office reviewing of plans."If we don't go beyond current construction and can't be processing plans anymore, that would just create a disaster for us and housing in the future," he said. "So there's a bit of tension there."For now, the show goes on."Most of the people want to keep moving forward," Cantor said. "There are some people that just want to pause for a second, but they are not canceling out on doing the work." 3152

SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) — Chris Cate may soon feel like the loneliest politician in San Diego.Come December, he'll likely be the only Republican on the otherwise Democratic San Diego City Council. That’s because it appears Democrats will secure an 8-1 advantage on the City Council, based on returns from Tuesday’s election.“We'll have to figure out a new path going into election two years from now and another election two years after that,” Cate said.Cate is a San Diego native who represents the city's North Central areas. The jobs are technically nonpartisan, but divides do show when it comes to key votes on housing development, city contracting, and public safety. Cate says he won't be shy.“And really try to ensure that we as a government are mindful of the fact that we rely on taxpayer dollars to provide those resources, and not try to go back to the well multiple times to increase fees or taxes,” Cate said.Cate describes himself as a fiscal conservative and social moderate. He joined the council in 2014, when Democrats had a 5-4 advantage over Republicans. Democrat registration has exploded since then, with some politicians abandoning the Republican Party.Termed out Councilman Mark Kersey is now an independent, and State Assemblyman Brian Maienschein flipped to a democrat.But Cate says he'll never leave the party.“Absolutely not… 100%, no,” he said.Being the lone Republican on the council could also raise Cate’s political profile. For instance, many times he'd be the only alternative viewpoint for journalists to ask for comment. Cate said, however, that he's not seeking higher office. He terms out in 2022.Cate said more than 90% of the issues the council takes up are nonpartisan. SAN DIEGO (KGTV) -- At least four people were stabbed in a brawl that erupted following a car show in Kearny Mesa early Thursday morning.San Diego police said the incident happened at a Chevron gas station in the 7700 block of Copley Park Place just after 12 a.m.According to police, about 50 people appeared at the gas station following a car show at a nearby park. During the gathering, a fight broke out, and a male pulled out a handgun and fired several gunshots.At the same time, another male used a knife to slash the tires of several vehicles and then tried to stab another male.When officers arrived at the gas station, those involved in the reported incident fled the area. Police discovered shell casings and blood at the scene.A short time later, police learned two people with stab wounds arrived at a Kaiser Permanente facility on Clairemont Mesa Boulevard. Both victims were then transferred to Sharp Memorial Hospital for treatment.Police learned two more people with stab wounds showed up at Scripps Memorial Hospital in La Jolla.According to police, the victims were between age 16-21. The victims described the suspect as a Hispanic male.No arrests have been made. 1190

SAN DIEGO (KGTV) -- Crews responded Wednesday afternoon to two brush fires that scorched an area near Mission Trails Regional Park. According to firefighters, the fire broke out near Hemingway Drive and Jackson Drive around 1:40 p.m. At this time, it's unclear if any homes are being evacuated.Once crews arrived, they discovered that two spot fires were burning in the same area. Firefighters were able to stop the forward progress of the blazes around 2 p.m. RELATED: Gusty Santa Ana winds, dry conditions prompt Red Flag Warning for San Diego CountyThe first fire burned about an acre while the second scorched roughly half an acre. No one was injured and no structures were damaged. Sky10 was over the fire shortly after it started.
