The man suspected of killing 20 people and injuring 26 others in El Paso on Saturday may face hate crime and capital murder charges, officials said.Police say a document they believe was written by the 21-year-old white male suspect has a "nexus to a potential hate crime."The four-page document posted online espouses white nationalist and racist views. "There is potential for a number of different other violations, and we're reviewing all the evidence to make a determination as to what potentially else is out there, in addition to the violations that have been stated that the local authorities are pursuing."The suspect has been identified as Patrick Crusius of Allen, just outside Dallas, three sources told CNN. Two federal law enforcement sources and one state government source confirmed the suspect's identity.The suspect surrendered to police "without incident," police spokesman Sgt. Robert Gomez told reporters.The document police believe the suspect wrote was posted on 8chan, an online messaging board full of racist, bigoted and anti-Semitic content. A CNN analysis of the document reveals it was posted less than 20 minutes before police received the first calls about the shootings."This is disgusting, intolerable. It's not Texan," Abbott told reporters who asked about the document. "We are going to aggressively prosecute it both as capital murder, but also as a hate crime, which is what it appears to be, without having seen all the evidence yet."The FBI has opened a domestic terrorism investigation, to be worked concurrently to the state investigation into the shooting, with Texas authorities taking the lead, a source familiar with the investigative process told CNN.The FBI, the source indicated, is bringing resources from neighboring satellite offices and assets are on standby to assist should the state request.President Donald Trump called the mass shooting an "act of cowardice," and said there "are no reasons or excuses that will ever justify killing people."In his messages on Twitter, Trump said he and the first lady sent "heartfelt thoughts and prayers to the great people of Texas." 2677

Americans have always worked odd jobs, but the number of people participating in them has gone up, due in part to advanced technology and wages not increasing. For most people, jobs like app-based deliveries or ride-sharing have been a little extra income on the side. But for a growing number of others, it's work that pays the bills without the commitment that comes with a traditional 9-to-5. "Going to work, clocking in, and working for the man… if I can do a gig where I can spend more time with my family and more time renovating my house and doing the things that I love, then yeah, that's more beneficial to me," Snell said says. Certain gig workers don't just stick to one job. Behailu Fitzjames spends his days working as many gigs as he can, turning everyday into a different adventure. Grubhub, Postmates, Uber Eats and Lyft are the main ones he’s a part of."Even some time I have left, I'll go on Craigslist gigs and look up who needs help, what's something new I could do," Fitzjames says. For Behailu it's been a steady source of income giving him freedom and flexibility to control his own schedule. "If you're driving around you can make 0 an hour with Lyft and Uber," Fitzjames says. "It's also varying, so that's kind of cool versus being at a fixed income."But it comes without the work protections many of us are used to having. The Trump Administration's labor department recently said it considers gig workers to be independent contractors. Not only are these workers allowed to control their hours, but they can also work for competing companies. However, the term "independent contractor" leaves them ineligible for things like overtime pay, workers compensation, and benefits. Most gig workers agree they'd like to see that change. "I think it should be offered, and I think it should be offered at a fair rate," Snell says. "I don't see why you should be punished for doing gig work."But some, like Behailu, are concerned that money for benefits would come out of their paycheck. "Being a contractor means you get to set everything up for yourself," Fitzjames says. "Having them offer insurance and all the benefits, I suppose, you wouldn't be making as much money, because more money would be trying to fund that."We partnered with Newsy and the polling firm Ipsos to further understand what people really think. We found most Americans believe gig workers should be afforded the same labor protections as full-time employees. Support for that among gig workers themselves is even higher. That could be because more people are working gigs full-time. The most recent data from the Fed shows that 18 percent of American gig workers rely on their gigs for their primary source of income. "Whether it's unemployment insurance, whether it's minimum wage protections, whether it's the ability to earn overtime - there's been a series of benefits and protections that built up over the course of the 21st century that you only can access if you're an employee," Al Fitzpayne, with Future of Work Initiative, explains. "And so, that is why the employee distinction is so significant relative to that of an independent contractor is a very important consideration." Gig workers are fully responsible for their own healthcare, retirement, and sick time, which can be a struggle, considering the money they're making may not be as much as some people think. For example, Uber once claimed its drivers in major U.S. cities were making between ,000 to ,000 a year. But recent data shows average hourly wages for ride-share drivers are much lower, and companies are taking a bigger cut. "All these companies are making lots of money, and it's time to spread that money around. The federal agency that oversees the financial condition of U.S. banks says it will offer voluntary early retirement to about 20% of its 5,800 employees.Agency officials say the early retirements could create a more highly skilled workforce with the goal of attracting employees with a new set of skills.The Federal Deposit Insurance Corp. announced the move Thursday, saying it isn’t designed to reduce its budget or the total size of the workforce. About 42% of the current workforce is eligible for retirement within five years, the FDIC says. A wave of potential retirements could sap the agency’s institutional knowledge, especially during a crisis, the FDIC’s inspector general said in a recent report.In addition, the FDIC plans to close a handful of field offices, and to relocate and consolidate others. No staff involved in examining banks will be affected, the agency says.“This program will enhance our agility, preparedness and technological transformation,” FDIC Chair Jelena McWilliams said in a statement. It’s part of the agency’s strategy to “further reduce layers of management and acquire new skill sets,” she said.Sen. Sherrod Brown of Ohio, the senior Democrat on the Senate Banking Committee, questioned the approach of phasing out veteran employees and said it could hurt the FDIC’s ability to deal with another financial crisis. “If the FDIC chair were interested in increasing the agency’s capability to respond to a crisis, she would be focused on hiring and training a new generation of workers, not encouraging experienced and senior staff to rush to the exit,” Brown said. “Let’s be clear –- no matter how Chair McWilliams tries to spin it, reducing FDIC’s workforce will make us less prepared for a financial downturn.”During the 2008-09 financial crisis and the following years, the FDIC closed hundreds of failed U.S. banks and transferred their loans and deposits to other, healthy banks. With the new plan, the FDIC is looking build up its staff engaged in inspecting banks, and in specialized information technology, computer science and data management. Officials declined to estimate what portion of the employees being offered early retirement is expected to take it. They include executive managers as well as administrative staff at FDIC headquarters in Washington and in the field. The union representing FDIC employees said it’s concerned about employees having enough time to adequately assess their options and make informed decisions. Employees who accept the offer must leave by June 6. Under terms of the offer, most of the employees who choose to leave or retire will receive six months of salary.The union, the National Treasury Employees Union, said it will negotiate with the agency on the office closures and consolidations to prevent involuntary relocations of employees to another FDIC office and allow them to continue to inspect banks in their areas.“We also intend to closely examine the FDIC’s justification for these decisions, and our union will raise concerns if we feel the moves are unwarranted or harmful to FDIC’s ability to accomplish its mission,” NTEU President Tony Reardon said in a statement.In addition to monitoring the banks’ condition, the FDIC was established during the Great Depression to insure deposits of banks that fail.
