Other high-risk groups that the county is focused on testing include:Healthcare workers, first responders, other social service employees, and people in essential jobsOlder adultsPeople with chronic medical conditionsPeople living in a residential or group setting, such as a long-term care facility or shelterPeople exposed to infected individuals in places where COVID-19 risk is highThose with an existing test appointment will still be able to receive a test.Sunday, the county reported 558 new coronavirus cases, bringing the region's total to 19,929 cases. No new deaths were reported Sunday, keeping the region's death toll at 422. 923

SAN DIEGO (KGTV) -- New numbers show San Diego housing costs are taking up more than a third of people’s income. 57 percent of renters spend more than a third on housing and so do 40 percent of homeowners. That's the result of the annual Equinox Project released Thursday by the Center for Sustainable Energy in San Diego.Mikaella Bolling, the project’s manager says it boils down to supply and demand.“A lot of people say well we don't want development in my neighborhood or we don't want infill development in our neighborhood, but this is actually the solution that's going to allow us to have more affordable units,” she said.She points to the need for more partnerships to bridge the gaps and educate the public.   “We need to have a better conversation between our residents, between our policymakers, and between our developers,” she said.The cost of a median single-family home in the county jumped 6.5 percent from 2016 to 2017. It’s now upwards of 5,000.“We're seeing that increase every year.  Great for homeowners...but not great for buyers,” Bolling added. Krysta Cordill is a certified financial planner with D’Arcy Capital in Carmel Valley.“There's really no magic to it,” she said. “You have to make saving for a home a priority.” Cordill is a past president of the San Diego Financial Planners Association and has seen more clients worry about whether they can afford the high cost of living. “If you have a Roth Ira or traditional IRA, they allow you to take ,000 of that penalty-free for first-time home-buyers," Cordill said.  She says people should consider starting in a condo or townhouse. “Just know that that's part of the process of home ownership,” Cordill said. As for saving, she offered up some simple tricks. “I've never talked to anyone who cannot pair down their expenses,” she said. First, she suggests cutting out easy online spending.  Instead, say to yourself, ‘If I really need it, I'm going to go to the store.’”Cordill also suggests that you make your morning cup of coffee at home. The pass is 9 per person (plus service fees) and available for 29 different locations, including Chula Vista's North Island Credit Union Amphitheater.Last season, local pass holders were granted access to more than 20 shows. SAN DIEGO (KGTV) — President Trump's pardon of former Congressman Duncan Hunter came as no shock to the man who successfully prosecuted the case.“While I am appalled as a citizen, I am not surprised given the prior conduct of the president,” said Phil Halpern, who left the Justice Department after the case concluded.Halpern was one of the Assistant U.S. Attorneys who prosecuted Duncan Hunter and his wife Margaret in 2019. They were accused of misusing 0,000 of campaign contributions on everything from basic living expenses to lavish vacations, then falsifying reports.RELATED: President Trump grants full pardon to former Congressman Duncan HunterHunter called the charges a political hit job, but in December 2019 pleaded guilty to one felony count, ultimately resigning. His 11-month prison term was set to start in January, but President Trump pardoned him Tuesday.Halpern said seeing the case through was still worth it to demonstrate that the people who write the laws are not above them.“It was important not only that he be convicted, but he admit his wrongdoing. He spent too much time claiming that his prosecution was political,” Halpern said.RELATED: Margaret Hunter granted full pardon by White House, one day after former CongressmanOn Wednesday, Hunter's father, former Congressman Duncan Lee Hunter, maintained the charges were political and that the issue should have been handled civilly by the Federal Election Commission, as spelled out in a letter of support from former FEC commissioner Bradley Smith.“At the end of the line you've got one last receptacle of justice, and that's the President of the United States,” Duncan Lee Hunter said. “And he looked at this, a Marine Corps marathon, First Lady’s luncheon. They’re going to try to put this guy in jail for that? SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution.
