SAN DIEGO (KGTV) -- The days of free parking at the Westfield UTC Mall are numbered and it could cost some employees. Come January 30, the mall will roll out its 'secured parking plan' aimed at keeping non-shoppers from parking on the property.Customers can park free for the first two hours and then pay per additional hour, with a daily maximum of . While the parking stations have been in place for months, some mall employees say they were blindsided to learn they too might have to pay for parking. Mall officials say employers have the option of purchasing parking passes for employees. If not purchased by the employer, individual employees may purchase the passes themselves.“It’s another bill to put on top of the rest," said one employee, who asked to remain anonymous for fear of being fired. His employer will not be purchasing parking passes for employees. The anonymous employee says they were told daily passes will cost and monthly passes will cost .“Personally it’s 0 out of my budget each year to go to work, and that’s on top of car payment and insurance," said the employee.He's concerned for mall employees who only make minimum wage and cannot afford the extra cost. While the mall is offering subsidized public transit passes, the concerned employee says that's not an option for everyone. He wishes there had been more transparency about the policy in the months leading up to January 30 roll-out. Mall officials referred 10News to their website regarding the parking plan and said they could not answer additional questions at this time. 1586

SAN DIEGO (KGTV) - The countdown has begun for St. Patrick's Day in San Diego. The Gaslamp District is heavily bedazzled with sparkly green decorations. Many people said they are ready to party.Niamh Thornton is a 24 year old Irish student, now living in San Diego. “Niamh is pronounced like “Christmas Eve,” but with an “N” like “Neev”… It’s Irish,” Thornton said.She has been working at the Field Irish Pub in the Gaslamp District since last June."It's called an Irish Mule… It's lovely,” she said, pointing at a popular drink at the pub.The Irish native was getting ready for a 10-hour shift at the Field Saturday. "It's going to be crazy, I'd say,” Thornton said. Crazy may be an understatement.Saturday, many blocks downtown will be closed from sunrise to sunset-- for the morning Shamrock Run, the daytime parade, and shamROCK, the evening concert. Plus, many will be staring at the television screens, screaming for their favorite Irish teams. “England vs. Ireland in the rugby,” she said. ”And six nations. That’s insane. So this place is going to be packed.”But some people just could not wait to pre-party. Many people we saw in Downtown were showcasing their green accessories and outfits. Some were fully dressed up as lucky leprechauns. Kristin Ventura was showing off her Irish American pride with her co-workers at the Field Irish Pub. She said it is the one day of the year that anyone can be an honorary Irishman."Everyone is a little bit Irish,” Ventura said. “Deep down inside, there is that little spunk in you."Thornton said that spunk comes from St. Patrick himself, who legend said, saved the island from a slithery invasion."He got rid of snakes in Ireland,” Thornton said. “So that's why there are no snakes in Ireland."That was the start of the St. Patrick’s Day celebration for everyone — even for those on the other side of the planet. SAN DIEGO (KGTV) - The doctor responsible for one third of vaccine exemptions in the San Diego Unified School District fired back Thursday at critics who say her science isn’t sound. Dr. Tara Zandvliet has a refrigerator full of vaccines at her office in South Park. She administers them to her young patients, but she also writes medical exemptions for some children. “It’s the kids that are sensitive that you need to just take a little bit different tack with,” said Zandvliet. Zandvliet wrote exemptions for 162 of the 487 children who provided SDUSD with a medical reason to avoid the vaccines required for entry. Despite the number, Zandvliet says she does not consider herself anti-vaccine. “I’m not gonna write a medical exemption just cause someone wants it. I’m not gonna write it or not write it just because the school says ‘hey we have too many of them’,” she said. Since California became one of three states to ban personal belief exemptions for vaccines, the number of medical exemptions has risen. So has the number of children being vaccinated. San Diego Unified officials issued a statement about the situation, saying in part the district "has noticed some physicians issuing exemptions that appear to be excessively frequent and based on criteria that are not aligned with guidelines from the Centers for Disease Control and Prevention.” Zandvliet’s website says she will grant an exemption based on factors like family history of allergies or autoimmune disease, neither of which are recognized by the Centers for Disease Control as valid reasons for exemption. “I refuse 7 out of ten; the three that come in they've convinced me they have proof they've given me medical records from family members and it’s there,” Zandvliet said. Other doctors disagree with Zandvliet’s reasoning, including State Senator Richard Pan, who is also a physician. He was behind the law to get rid of the personal belief exemption and is now trying to make it harder for parents to get a medical exemption. SDUSD officials say they are working with Dr. Pan and other medical organizations to address concerns about the increase of medical vaccine exemptions. 2168

  

SAN DIEGO (KGTV) -- The man accused of shooting two people outside a Metallica concert in the Gaslamp, including an off-duty sheriff’s deputy was back in court Tuesday.In July Ray Pitoau had his first trial. He was found guilty of three firearm charges, including felon in possession of a gun.The jury deadlocked when charging him with three counts of assault with a deadly weapon. The District Attorney’s Office refiled for a retrial.RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffA few months later that retrial is in session and Pitoau now faces potential life in prison for allegedly shooting sheriff’s deputy Jason Philpot three times, aiming the gun at his brother, Joshua Philpot and shooting and hitting a third person walking by.During his testimony Tuesday, Pitoau tells the jury he didn’t intent on actually firing the gun. "When I see the gun it was like okay you know what I mean, just show it to these guys. It be like okay split parts, I run this way they run that way. It be cool," Pitoau said.Pitoau was asked by the defense attorney and prosecutor to recollect the night of August 7, 2017. The night he got into an altercation with the Philpot brothers and it ended in shots fired.RELATED: Suspect in Gaslamp shooting that injured off-duty deputy arrested in MexicoWhen Pitoau grabbed the gun from his friend that night he tells the jurors he didn’t think Jason Philpot in law enforcement and would know how to remove a gun from a shooter.“I had it in my right hand his left hand cam over my hand and his right hand came under my hand,” Pitoau continued. “So he grabbed the whole thing like he close don it so he started twisting my wrist." Pitoau went over the entire night and even included details of fleeing the country after he saw the shooting on the news the next morning. “I took off to Mexico, well I cut my hair, shaved my beard and then I walked to the trolley station and went to Mexico."After a month in Tijuana he was brought back to the United States and immediately handed over to U.S. Marshals. The retrial will continue Wednesday. 2143
