CLEVELAND, Ohio - Like any other case, President Donald Trump’s positive COVID-19 test will set into motion a series of events designed to determine who the president might have been in close contact with. That investigation—called contact tracing—is considered by many experts to be one of the best ways of handling new outbreaks and potential COVID-19 clusters.President Trump announced early Friday morning that he and the first lady had tested positive for the virus. The president had been in Cleveland earlier in the week for the first presidential debate. The incubation period for COVID-19 is anywhere between two to 14 days, although in many cases the period is between three to five days. It remains unclear where and how President Trump was infected with the virus.Members of the small crowd that attended the debate in person were required to be tested for the virus. Anyone with a positive test was not allowed inside.In typical cases, once a person has tested positive for the virus, contact tracers—which act almost like disease detectives—will ask the patient a series of questions about their activities prior to the positive test. Eventually, the contact tracers will work to find out who the patient might have been in close contact with.Generally, close contact is defined as another person who may have been within six feet of the patient for at least 10 minutes. The people identified as close contacts will be alerted by the contact tracers of their possible exposure and risk of infection. All parties are then asked to self-quarantine for at least 14 days.Although the close contacts are not apprised of the identity of the person who tested positive for the virus, sometimes they are not forthcoming with information to contact tracers.“When we call the contacts, you get a variety of responses. Sometimes people hang up, sometimes they cuss us out,” said Romona Brazile of the Cuyahoga County Board of Health.The contact tracers will also ask the close contacts about any possible pre-existing conditions and advise them on how to keep the virus from spreading in their homes. The goal of contact tracing is to determine who might have been exposed in order to keep the virus from spreading uncontrollably.Whether it be SARS, HIV, or Ebola, contact tracing has been used by epidemiologists and virologists for decades. It is considered by many to be one of the best ways to prevent further spread of diseaseThe Cuyahoga County Board of Health has had anywhere from 60 to 75 contact tracers and can activate more as they are needed, officials said. On the envelopes used by Fiserv, the patients' HIV status could be seen through the clear window, just above their name and address, the documents states.The letters included the patients' new benefits cards and information about a mail prescription program.The companies are being sued by three unidentified plaintiffs, according to the complaint.The first plaintiff, only identified as John Doe One of Delaware County, Ohio, says he "feels that CVS has essentially handed a weapon to anyone who handled the envelope, giving them the opportunity to attack his identity or cause other harm to him."Another plaintiff identified as John Doe Two of Defiance County says he lives in a small town and fears the stigma stemming from the disclosure of his HIV status.He is also concerned that his "friends and family run the risk of being stigmatized just by being seen with him."The third plaintiff says he also lives in a small town in Gallia County, where "everyone knows everyone" and has experienced "significant distress as a result of this disclosure."He is scared to leave his home and has "experienced complications and health issues since this disclosure, up to and including just in the past several days."The plaintiffs are seeking a class-action suit and a jury trial.The attorneys claim that CVS failed to announce the breach of privacy data and did not contact all the patients whose status was revealed.In a statement to CNN, CVS Health said the envelope window was intended to show a reference code for the assistance program and not the recipient's health status."CVS Health places the highest priority on protecting the privacy of those we serve, and we take our responsibility to safeguard confidential information very seriously," the statement said."As soon as we learned of this incident, we immediately took steps to eliminate the reference code to the plan name in any future mailings."A representative for Fiserv told CNN the company does not comment on pending litigation.The Ohio Department of Public Health did not reply to a request for comment Saturday. 2483

  

CORONADO, Calif. (KGTV) -- Navy officials say a helicopter crewman was killed last week in a fuel tank accident at Naval Air Station North Island.Officials say Aircrewman 1st Class Jonathan Clement was taken to the hospital after a fuel tank detached from an HH-60H Seahawk helicopter, striking him and a fellow officer on July 30.The 31-year-old later died at the hospital the following day, according to the Navy Times. The other sailor was treated and released from the hospital after suffering minor injuries, officials say.Both sailors were assigned to the “Firehawks” of North Island-based Helicopter Sea Combat Squadron 85, the Times reported.The Navy Safety Center reported the incident on August 6, but only indicated that the helicopter crew was conducting ‘hot seat” training when the accident happened.Hot seat training is conducted so crews can practice switching out from an aircraft without turning off the engines.Clement was an 11-year Navy veteran originally from Florida. 1003
