(KGTV) — CAL FIRE San Diego firefighters quickly knocked down a brush fire in San Marcos on Thursday, amid Santa Ana winds and dangerous fire weather conditions throughout the county.The 3-acre fire, dubbed the Sycamore Fire, ignited near Sycamore Dr. and Cox Rd. just before 12:30 p.m., according to CAL FIRE. Fire crews reported the fire began in heavy fuel and had a moderate rate of spread, but were able to halt its spread within about 30 minutes.Firefighters will remain on the scene for several hours to mop-up and further contain the fire.Thursday, dry Santa Ana winds created high fire danger throughout the county. A Red Flag Warning was in effect Thursday through 10 p.m. on Saturday for the county's valleys, foothills, and mountains. The combination of near-record low fuel moisture, strong winds, and low humidity dropping between 6 and 12% will create critical fire conditions.A High Wind Warning will be in effect for the same areas until 6 p.m. on Thursday. Northeasterly wind gusts of 30 to 60 mph are expected with isolated higher gusts in the wind-prone areas. (CNS) -- Orange County Jail inmates suing the county for a variety of issues related to their housing filed a motion Thursday demanding an improvement in their meals, a resumption of visits and access to religious services, all of which have been affected by the COVID-19 pandemic.Orange County Jail inmates recently conducted a short-lived hunger strike as they demanded a resumption of hot meals, which were restored for a short time at some jails."Presently, most prisoners except those in Theo Lacy, get soybean mystery meat (baloney) sandwiches for breakfast, lunch and dinner," the motion reads."This food is inedible and must be supplemented with snacks from the commissary. Those who cannot afford snacks go hungry."A GoFundMe campaign is raising money for inmates to buy snacks from the commissary, according to the motion.The litigation also alleges that inmates are receiving the wrong Jewish diets, including sandwiches during Passover when they are not allowed to eat bread.Visits from family have been suspended since March and the inmates demand that something to be done to provide some sort of visits that could be done under the state's social distancing guidelines.The litigation also complains of a restriction on religious visits or services.Inmate Kendall Cole, who has been in custody since 2016, said in a declaration said he used to receive Kosher meals, "but I am now served 'Halal' meals. That is a different religious diet. I am Jewish and need Kosher meals."Cole said he recently testified that jail guards gave him a weapon and was instructed to attack Joshua Waring, the son of a former "Real Housewives of Orange County" cast member, who recently was released from jail following a plea deal for attempted murder.Cole said he was sentenced to 15 days "in the hole" in connection with the attack and that legal materials he received through the law library were "confiscated" along with his "religious head covering (Kippah) and my Jewish calendar."Cole said he was "housed with Joshua Waring when the guards shot a pepper ball into our room. This caused choking and tearing to the dozen or so prisoners even though we were in our housing units. The guards threatened us and told us not to say anything to the investigators. We did not say anything because we feared these threats. SANTA ANA (CNS) - Orange County was removed from California's coronavirus monitoring list Sunday, starting the clock for all public schools in the county to potentially reopen in early September.The state mandates a county must be off the watch list for 15 days before all schools can reopen. Orange County's data on hospitalizations and other key metrics have been moving in the right direction, with the rate of county residents testing positive for COVID-19 at 5-point-4 percent, below the state's desired threshold of 8 percent.Underscoring the positive trends, county health officials reported just 153 newly confirmed cases of COVID-19 and one additional death Sunday, bringing the county's totals to 45,954 cases and 897 fatalities.The data on hospitalizations continued to move in the right direction, with 380 people hospitalized and 111 of those in intensive care. Those numbers were 392 and 110 on Saturday, 397 and 117 on Friday, and 400 and 118 on Thursday, according to the Orange County Health Care Agency.The county's case rate per 100,000 residents dropped from 92.9 to 90.2, which is still far higher than the California Department of Public Health threshold of 25 per 100,000 residents.The county has 29% of intensive care unit beds available, which is better than the state's 20% threshold. And the county's hospitals have 58% of their ventilators available, well above the state standard of 25%.The OCHCA reported that 594,082 COVID-19 tests have been conducted, including 5,163 reported Sunday. There have been 37,452 documented recoveries.Orange County could be placed back on the list should it be flagged for exceeding any one of six different metrics for three consecutive days. Those metrics are the case rate, the percentage of positive tests, the average number of tests a county is able to perform daily, changes in the number of hospitalized patients and the percentage of ventilators and intensive care beds available.The decision to reopen schools would still be left to individual districts. Orange County officials say 24 elementary schools have already been approved to reopen, including six in the Los Alamitos Unified School District.For parents still leery of returning students to classrooms, Dr. Clayton Chau, the county's interim chief health officer and director of the Orange County Health Care Agency, said the county "encourages" them to continue online learning, "especially children who are at a higher risk."The county will provide tests for staff and students and a "full medical team" that includes pediatricians, while infectious disease experts from Children's Hospital of Orange County and UC Irvine "will be standing by to assist when needed," Chau said.Wednesday was the first day the county fell below the state's monitoring thresholds, Chau said.It is possible various business sectors that are shut down for commerce indoors may be allowed to return to normal, Chau said.
