Enrollment in public schools nationwide has gone down during the pandemic. According to data obtained by Chalkbeat and The Associated Press, enrollment dipped by about 2% since last year.Experts say several factors are to blame. Many students struggled to attend classes online, so they have been expelled from school for missing too many days. Also, kindergarten isn't required in some states.Surprisingly though, remote learning is more popular among parents than originally thought, according to a Pew survey. That's not to say all parents are on-board with virtual learning. In the grand scope, more parents prefer in-person instruction.Educators are more dissatisfied with virtual learning. About two thirds of teachers said students weren't prepared for grade-level work because of distanced learning. They also said students who were fully remote were completing less of their assignments and were absent more often. Teachers also reported high levels of stress and burnout. In a separate study by RAND Corporation, a nonprofit research organization, superintendents said they'd like to keep virtual schooling as an option after the pandemic.“The reasons the superintendents said they wanted to keep online schools after the pandemic really related to parental demand, so they cited reasons like retaining student enrollment in their district. Enrollment is the way that districts get funding and also the benefits of offering more choices to students and parents,” said Heather Schwartz, PK-12 Program Director and Senior Policy Researcher at RAND Corporation. The survey also found lower-income students are suffering the most during this time.“Low-income students are likely to attend schools that are fully remote during the pandemic than upper- and middle-income students. And it's the lower income parents on the surveys who are more concerned about their children falling behind academically during the pandemic,” said Schwartz.Lower income students are less likely to have the devices and internet access necessary for online learning. While there are some resources to help lower income families, researchers at RAND Corporation are making a recommendation. They want to see the federal government develop open-source curriculum materials that are of high quality and specifically for online instruction. 2323

ENCINITAS, Calif., (KGTV) -- A day after a giant rock formation fell and killed three locals at Grandview Beach, geologist Dr. Pat Abbott assessed the damage. Shes off and wading in high tide, he explained the cause of the Friday's tragedy. "The waves come up and beat against the cliffs, and the gravity pulls on those cliffs day after day and year after year," Dr. Abbott said. "It just gradually weakens, and one day it can't take it anymore and just falls down."The waves nibble away the rock at the bottom, and the water for the ice plants on the top, brown, softer sediment weaken the formation. "All that does really is add weight to the cliff," Dr. Abbott said. " And of course, the more weight that is there, the stronger the gravity."But as we walked along the beach, we found many more problem spots. Just feet north of Friday's fallen rock, there is a formation of what looks to be a small cave. With no bottom support, the top will eventually break off. "When that falls, that's the same thing as having a cement wall fall on you," Dr. Abbott said. We walked a few more feet north and saw what he called another visible sign of danger. "This strong cliff here and this rock mass now is now detached from the main rock," Dr. Abbott pointed. The vertical fracture separated the front rock formation from the rest of the bluff. This is a sign that it is ready to form. Exactly when it falls, only Mother Nature will know. So the next time you decide on where o put down your beach towel, remember to study the rock behind you. "Look for fractures or overhanging rock masses, and don't go near those," Dr. Abbott warned. Dr. Abbott also said the visible fractures at the bottom of the bluffs are far away enough from the homes atop, that they should not pose any danger. 1787

FALLBROOK (CNS) - Authorities Saturday were continuing to seek a driver who was involved in a crash with another car in Fallbrook early Friday then fled, was pursued by the other car's driver and escaped when the other driver was involved in a second crash.Officers said the driver of the Mustang was in critical condition at a hospital as a result of the crash. The dangerous chain of events began shortly before 9:40 a.m. when a brown SUV, possibly a GMC Envoy, and a Ford Mustang collided on southbound South Mission Road at Stage Coach Lane, just west of Fallbrook High School, according to information from CHP Officer Mark Latulippe. The "involved vehicles began to chase each other," Latulippe said, and the two cars initially headed south, but later turned around and continued north on South Mission Road.As the cars approached the intersection with Stage Coach Lane -- the same area where the first collision occurred -- a Honda CRV was also nearing the signal, heading west on Stage Coach. The SUV made it through the intersection, but the Mustang was struck by the CRV, which was heading into the intersection with a green light, Latulippe said.Another two cars, a Toyota Tundra and a Volvo V60, were also struck by the Mustang after the impact with the CRV.The driver of the Mustang, a 19-year-old Fallbrook man, suffered "major injuries" and was taken to Palomar Medical Center, where he was listed in critical condition Friday night, Latulippe said.A female passenger in the Mustang, also 19, was being treated at Sharp Memorial Hospital for injuries described as minor.Drivers and passengers in the other cars involved in the second crash had complaints of pain, but no other injuries, according to Latulippe. It is believed the car involved in the initial crash is possibly an early 2000s GMC Envoy driven my a man. Its driver continued north on South Mission Road after the collision, and was last seen near Rocky Crest Road. The intersection of South Mission Road and Stage Coach Lane was closed for about an hour-and-a-half on Friday while officers investigated. 2085
