(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. (KGTV) — San Diego Sheriff's deputies say a father has been arrested months after the death of his infant child in Santee.Daniel Charles Marshall, 34, was arrested on Thursday by the U.S. Marshals Service Fugitive Task Force and booked into San Diego Central jail for murder and child abuse resulting in death, according to the Sheriff's Department (SDSO).On April 22, 2020, Santee Fire Department responded to a home in the 8600 block of Paseo Del Rey in Santee to a report of a seven-month-old infant in medical distress. Scratch and sniff stickers have gone high tech, becoming another way to test for coronavirus.Researchers at the University of Colorado and Yale University have developed a “u-Smell-it” test that works with an app.Essentially, users will use a high-tech scratch and sniff to detect whether they've lost their sense of smell.“There's five windows and they have different odors on each of them. Basically, all you have to do is take an app on your phone, and you basically scan the card. It has a QR code, and it recognizes the unique combination of odors. This is really important because you want the test to be different every time,” said Derek Toomre, professor at the Yale University School of Medicine.The user will choose the corresponding odors. And after, they're done. The app will give them a score on how well they did or didn't do.This test isn't meant to replace the PCR test or antibody tests that are approved by the FDA.“This would be a supplement. This would not be to replace. This would be a supplement so that, if you failed to smell, then you would know to go in for an antigen or PCR test, but you're more likely to be positive on those tests, so it would actually be really, really helpful. Think of it as a pretest.”Researchers behind the “u-Smell-it” test hope that it will help with the current testing shortage. Right now, they are seeking FDA approval for emergency use. (KGTV) - One of San Diego County's universities is among the safest campuses in the country, according to a new study.The North San Diego County college was named among the country's safest campuses by the National Council for Home Safety and Security, the school announced. Data used to rank schools is compiled using information by the FBI’s Uniform Crime Reporting and the Campus Safety Security Survey."Keeping our students safe is the University Police Department’s No. 1 priority," CSUSM Chief of Police Scott Ybarrondo said in a release. "There are enough stresses in college life, and worrying about your safety on campus should not be one of them.
