BEIJING, Aug. 24 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Tuesday expressed their condolences to the families of the eight Hong Kong tourists killed in a hostage crisis in the Philippines. In a joint letter to Donald Tsang Yam-kuen, chief executive of Hong Kong Special Administrative Region (SAR), Hu and Wen expressed their deep sorrow for the families of those killed and consolation for the injured."We are in grave shock and grief on hearing that eight Hong Kong compatriots fell and many others were injured in the Manila hostage incident," the letter said."We hereby express our grave condolences and our deep sympathy to the families of the Hong Kong compatriots, and we hope the injured will recover soon," the letter said.Vice President Xi Jinping on Tuesday also expressed his condolences in a letter to Tsang.Eight Hong Kong tourists were confirmed dead and seven injured, two seriously, in Monday's incident in Manila, an official of Chinese Embassy in the Philippines said Tuesday. The coachload of Hong Kong tourists were held hostage for more than 10 hours by a former policeman who was protesting his dismissal before police commandos stormed the vehicle.

HANGZHOU, June 26 (Xinhua) -- Accompanied by lively Chinese folk tunes, a group of men were playing the tambourine at a party on Saturday evening in Hangzhou, capital of east China's Zhejiang Province. Those watching could hardly have imagined that the energetic performers, all dressed in red and white costumes, were drug addicts who were also infected with HIV, even if the duplicate short crew cuts they wore somehow provided a hint of their unusual condition. One of the performers, surnamed Yue, said the group had practiced for more than a month to stage the best possible performance at the annual party of the drug rehab center, which fell on June 26, the International Day Against Drug Abuse and Illicit Trafficking. As China's first drug rehab agency to offer centralized treatment of HIV-infected addicts, the center has helped some 200 addicts beat their drug habits since 2003.Among 2,200 drug users receiving compulsory treatment in the center, 65 have tested positive for HIV.Now, they must obey a regular daily schedule, including three meals, physical exercise, entertainment and skill training that will enable them to earn a living after returning to their regular lives."I've adapted well to the regular life in the center. My physical and mental conditions are getting better,"said Yue, 34, who contracted HIV after sharing syringes with other drug users.Yue began using drugs in his hometown in southwestern Guizhou Province. After seeking a job in Zhejiang, he tried to kick the habit, but failed."The infection of HIV doubled my misery. Fortunately, I've gone through the hardest time in my life following the one-year free treatment here. Now I just want to live," he said.Unlike other drug addicts, many of those who are infected with HIV were forced into being admitted to the rehab center against their wills. Further, some even exhibited their intentions of taking revenge on society, said Ni Zhanwen, a police officer in charge of the center's management of HIV-infected inmates. In November 2008, a newcomer scratched the face of Ni's predecessor, Wang Jianxin, causing him to bleed.Wang was taken to the provincial center for disease control and prevention. He was asked to take medicine and be tested for HIV, which could be transmitted through blood. But Wang came back to work three hours later. "If I quit the job, the inmates would've felt discriminated. That would have just added more difficulty to the center's work in the future," he said.In the past, police in the center wore protective clothing, gloves and gauze masks to prevent infection, due to a poor understanding of HIV, thus losing the trust of some inmates."We took off the protective outfits immediately after realizing the problem. But I've been concerned that the management staff could contract the virus in a bleeding fight or other accidents. Luckily, it has never occurred," Ni said.Besides potential health hazards, the center's police officers also suffered discrimination from others.A 27-year-old police officer, surnamed Meng, said his girlfriend left him after the girl's parents learned he worked in the drug rehab center.Last year, some 173,000 drug addicts were forced into treatment in China while 68,000 former addicts had stayed drug-free for more than three years, according to figures released in March in the 12th annual report on controlling drugs by the National Narcotics Control Commission.Statistics from a national database showed the county had about 1.33 million registered drug addicts by the end of 2009.

NONG'AN, Jilin, Aug. 4 (Xinhua) -- With the approach of a new round of torrential rains, the country roads in flood-ravaged Nong'an County in northeast China were packed with villagers fleeing their homes Wednesday.Traveling aboard tractors, trucks, mini-buses, and motorcycles, and carrying belongings such as quilts and chicken, thousands of people set off on a journey of exodus.Up to 27,000 villagers living downstream from the Songhua River in Jilin Province need to be evacuated as downpours are expected to batter Nong'an from Wednesday evening until Friday, said Wang Wei, deputy Communist Party chief of the county."Fresh downpours may lead to the breach of riverbanks and two reservoirs upstream would have to open sluices to discharge water, which would threaten the lives of residents downstream," Wang said."The mass evacuation began in the early morning today. By now, 18,000 people have moved to safety. There are still 9,000 young villagers who were asked to stay and help fortify the riverbanks," he said in the late evening.Torrential rains pounded the county one week ago, swelling the Songhua River and inundating almost 50,000 hectares of cropland, or about half of the total farming area."I really don't want to leave my home. But the village officials told me: so long as you are still alive, you will have your home again," said Yu Shutao from Liansankeng Village."I will bring my family to go to my elder brother's home in the town. As soon as the floods recede, I will come home to attend my cropland," he said.Thirty-two-year-old villager Sun Lianhua sat in a mini-bus with her dog."The dog is like a member of my family. I will bring it everywhere I go," she said.

BEIJING, July 11 (Xinhua) -- Growth of China's foreign exchange reserves are slowing as the total reached 2.4543 trillion U.S. dollars by the end of June, up 15.1 percent year on year, the People's Bank of China (PBOC), the central bank, announced on Sunday.Statistics from the central bank show China's foreign exchange reserves increased by 7.2 billion U.S. dollars in the second quarter, a drastic decrease compared to the last quarter in 2009, when reserves grew by 126.5 billion U.S. dollars.Reserves in the first quarter increased by 47.9 billion U.S. dollars. The PBOC also said the declining euro was the major reason behind the slowing growth in foreign exchange reserves. The exchange rate between the euro and U.S. dollar had fallen by nearly 20 percent between the end of 2009 and May this year, according to the PBOC.China's basket of foreign exchange reserves include the U.S. dollar, euro, Japanese yen and others. On a monthly basis, reserves increased by 43.4 billion U.S. dollars in April followed by a reduction of 51 billion U.S. dollars in May, while June saw reserves increase by 14.8 billion U.S. dollars.China's gold reserves stood at 33.89 million ounces at the end of June, according to PBOC figures.

JINAN, Aug. 7 (Xinhua) -- China concludes a five-day air defense exercise on Saturday with a live-fire drill and precision attacks on air targets by ground-to-air missiles. The live-fire drill, in Shandong Province, was part of the exercise code-named "Vanguard-2010," which began Tuesday in seven cities across Henan and Shandong provinces, involving more than 12,000 personnel.Seven types of ground-to-air weaponry, including a new type of ground-to-air missile and another state-of-the-art anti-aircraft gun, were used in intercepting and concentrating fire on air targets.Nearly 200 military aircraft, including drones, reconnaissance aircraft, fighter jets and helicopters, were involved in the five-day military drill, said Feng Zhaoju, deputy commander of the People's Liberation Army (PLA) Jinan Military Command. The annual drill, consisting of two phases, focused on an emergency evacuation, strategy, reconnaissance, early warning, ground-to-air attacks and evacuation of command posts during the first phase which ended Thursday. Its second phase included testing of air defense abilities in a "complicated electromagnetic environment."A "Vanguard-2009A" exercise last year involved 5,000 troops from the army and air force."Vanguard-2008" included a 2,200-strong armored brigade from the People's Liberation Army (PLA) Jinan Military Area Command.
