SAN DIEGO (KGTV) -- Facing an alarming increase of COVID-19 cases, Governor Gavin Newsom is requiring every county in California to close indoor operations. The roll back targets restaurants, wineries, movie theaters, family entertainment, zoos, museums, and cardrooms."We are moving back into a modification mode of our stay-at-home order," Newsom said.San Diego County and 29 other counties on the state's monitoring lists are being directed to close indoor operations at fitness centers, worship services, offices for non-critical sections, personal care services, hair salons and barber shops and malls.State officials confirmed 8,358 new COVID-19 cases on Sunday. Hospitalizations have increased 28% over the past two weeks.6,485 Californians were hospitalized with coronavirus, according to Newsom.Three Northern California counties reported diminished ICU capacity -- Placer, Butte, and Lake."This virus is not going away anytime soon," Newsom said. "I hope all of us recognize that if we were still connected to some notion that somehow when it gets warm it's going to go away or somehow it's going to take summer months or weekends off, this virus has done neither. You've seen parts of the country with very hot ... weather where you're seeing an increase in positivity rates, an increase in hospitalizations and ICUs. Here in the state of California as we're seeing triple-digit weather in many parts of our state, we're still seeing an increase in the positivity rate, the community transmission. We're seeing an increase in the spread of the virus." 1569

SAN DIEGO (KGTV) - Hundreds are getting tested for coronavirus before Thanksgiving hoping to keep their family safe. Medical experts say it's not necessarily going to work. The lines were hours long in front of a Linda Vista testing site, just as long at sites around the county Sunday."There's a worrisome reason for that, people are planning to go visit their older relatives and they think they're going to be 100% safe," Dr. Davey Smith, Chief of Infectious Diseases at UC San Diego said getting tested Sunday or any day leading up to Thanksgiving could give you a false negative."If I get tested now, it doesn't mean that I'm not infected, it just means that I'm not actively shedding the virus," Smith said.According to the CDC the incubation period for the virus is 2-14 days."I thought Halloween was going to be the scary part of the year but November, December, January are just going to be really tough I think. We've got Thanksgiving coming up, then we have Christmas coming up and then New Year's and everybody is tired of being on lock down, it breaks my heart," Dr. Smith said leaning back in his chair.Data shows after each holiday this year, we've seen a spike in cases. The CDC and Dr. Smith urge everyone to gather virtually, or in small groups outside, socially distance and wash your hands often. We all know 2020 has been the year of sacrifices and Dr. Smith feels it too, "I'm really grateful for my niece who I have not met yet, because of the pandemic, I am so excited, I get pictures every day, so I'm pretty happy."All of us hopeful next year we can all be with our loved ones."If we can just get through the winter, I promise these vaccines and treatments are really going to change everything and that just means there will be more of us to celebrate next year," Dr. Smith said. 1811

SAN DIEGO (KGTV) — Democrats' 5-4 majority on the technically nonpartisan San Diego City Council will increase to 6-3, a majority immune to Mayor Kevin Faulconer's veto.Democrat physician Jennifer Campbell defeated Republican incumbent District 2 City Councilwoman Lorie Zapf, winning 56 percent to 44 percent.  The subtraction of one Republican could have a major impact in terms of the balance of power. Campbell believes it could have a constructive impact.RELATED: How San Diego County — unofficially — during the 2018?midterms "We'll all become collegial.  I think the other side will be more willing to work with us and listen to our points of view, and we'll listen to theirs. We'll be able to work together and get consensus," said Campbell.Political expert John Dadian says a different result is possible. He draws parallels to the Democrats taking control of the U.S. House of Representatives, in terms of the situation."Congress is going to stymie President Trump for then next two years. I think the Democrats are going to stymie anything Mayor Falcouner wants to do," said Dadian.RELATED: Democrats eye path to San Diego City Council supermajorityMayoral vetoes are fairly rare, but there was one in 2014 over a minimum wage hike and, most recently, a veto was used over funding for a special election for the SoccerCity plan.Experts tell 10News some upcoming issues could be shaped by the new supermajority include budget issues like worker wages and benefits, and land use issues like the future of the San Diego Convention Center.  Another example of an impact? Sources tell 10News groups against the recent ban on polystyrene foam were hoping to appeal for a mayoral veto if the Democrats had not secured a supermajority. The Mayor's office released the following statement regarding the new power balance: 1870
