BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province. The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide. Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said. The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.

XIANGNING, Shanxi, April 8 (Xinhua) -- The death toll at the flooded Wangjialing Coal Mine in north China's Shanxi Province had risen to 20 as of 8:20 p.m. Thursday while 18 miners are still unaccounted for, rescue authorities said.Three more bodies were recovered late Thursday after five were found earlier in the day.As of late Thursday, about 240,000 cubic meters of water had been pumped out, much more than the presumed 130,000 cubic meters, said Liu Dezheng, spokesman of the rescue operation, late Thursday.Seven of nine working sections had been ruled out for the existence of survivors and the targeted areas were narrowed to two sections, he said.Rescue operations were resumed after a short suspension because suspected leakage from an adjacent abandoned mine prompted flooding fears and an evacuation of the rescuers.Hundreds of rescuers evacuated when the shaft ceiling began to leak Thursday morning, said Liu Dezheng. The leakage had stopped by Thursday afternoon. Some survivors telephoned their family Thursday morning, and the family members would been organized to visit them, said Hong Yu, deputy manager of China National Coal Group Corp., who owns the flooded mine. All victims would be compensated, Hong added.A total of 261 miners were working below ground when the mine flooded on March 28. Some 108 miners escaped unharmed while 153 were trapped underground. On Monday, 115 miners were brought out of the mine alive after being trapped for more than a week.

BEIJING, June 2 (Xinhua) -- China's disaster relief authorities Wednesday launched an emergency response plan to help victims of the rainstorms and flooding in south China's Guangxi Zhuang Autonomous Region, which has left at least 30 dead. The China National Committee for Disaster Reduction and the Ministry of Civil Affairs initiated a level IV emergency response plan and dispatched a working team to help guide relief work in the flood-hit zone.Heavy rains began pounding many places in Guangxi Monday and triggered landslides early Wednesday. The disaster has left 30 dead and 18 missing, according to latest official figures.Villagers carry their belongings in the flood at Shanglang Village of Gupeng Township in Xincheng County in south China's Guangxi Zhuang Autonomous Region, June 2, 2010.More than 80,000 local people had been evacuated from their homes as of 7 p.m. Wednesday, said a notice on the ministry website.More than 2.1 million people in Guangxi were affected by the disaster and more than 4,200 homes had been damaged, the notice said. The ministry had allocated a batch of relief materials, including 2,000 tents, the notice said.Guangxi's regional civil affairs department also initiated a level-IV emergency response plan Wednesday noon, allocating 1,200 tents and 1,000 cotton quilts to help settle victims.Under a level IV plan, the lowest of the four responses, the committee and the ministry should send a working team within 24 hours to the disaster zone and allocate relief materials within 48 hours.According to the ministry's working regulation on emergency response issued last year, emergency response plans should be initiated to help with relief work in natural disasters across the country. The level depends on damages and losses as well as the number of affected people.

BEIJING, March 28 (Xinhua) -- China will step up efforts to crack major corruption cases, especially those with collusion between leading officials and business people, according to the full text of a speech delivered by Premier Wen Jiabao. The document was released on Sunday. Wen delivered the speech at a State Council meeting on this year's anti-corruption work on Tuesday. In the speech, Wen said efforts should be made to investigate those who trade power for money, and those who take advantage of power to do illegal things in areas including urban planning, approving construction programs, mineral resources exploration and bidding and tendering.Negligence and misconduct behind major work safety incidents and food safety scandals would also be probed. In the speech, Wen outlined key areas of the government's anti-corruption fight this year, including government funded projects, state-owned enterprises and financial institutions. He called for intensified efforts to trace the fugitives and their illicit money and property, and vowed "not to let those who commit corruption to go unpunished or get a penny out of their illicit gain."Government officials should strictly follow a code of ethics issued earlier this year by the Communist Party of China (CPC) to ensure clean practice in their work and to prevent corruptionThe guidelines specify 52 unacceptable practices, including officials accepting cash or financial instruments as gifts, or officials using their influence to benefit their spouses and children with regards to their employment, stock trading or business. And leaders of the State Council or central government departments should refrain from attending ceremonies or forums sponsored by companies, he added.Expenses on central government organs would be cut by 5 percent this year and government funded overseas trips, vehicle purchase, and reception expenditure should be reduced consequently, he said.
