SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

Families had different plans of attack to tackle their lists. Some shopped online and picked up curbside, while others braved the crowds inside."NRF defines the holiday season as November 1 through December 31 and has forecast that sales will total between 7.9 and 0.7 billion. Consumers expect to spend an average ,047.83 – including purchases made earlier – for an increase of 4 percent over last year, according to an earlier NRF survey.Today’s survey of 7,779 adult consumers was conducted November 27 through December 5 and has a margin of error of plus or minus 1.2 percentage points." 1543

It's about making learning a fun, family affair.In a classroom at Rosa Parks Elementary School in City Heights, 7-year-old students Melody and Isabella are getting some one-on-one attention with their lessons. The teachers in this case are Melody's grandmother and Isabella's mom."Everyday they have to read. Everyday they have homework to do," said Anna Gonzalez. She and Maria Theresa Jaume are among a growing number of parents and guardians getting more involved with their kid's education through the "Family Engagement Department" at San Diego Unified."So, I now know how to ask her questions," says Gonzalez, "How to engage her with the reading and things like that.""It solidifies the bond right," says Family Engagement Program manager Pamela King, "It shows kids that education is important." King says the program was established in 2016, inviting families to become partners in their kid's education with tips on how to do it."You're reading a fiction book. You're learning about the characters but what are characters thinking? What's motivating the character? So, going a little deeper."Organizers say it's about connecting with a child's curious nature. SAN DIEGO (KGTV) — Temperatures are forecasted to climb in Southern California and surrounding areas through the next week and as this heat persists, there are other factors in play as well. Moisture entering the region will increase humidity, and humidity overnight will lead to overnight lows staying warmer, which means an extended period of heat with less overnight relief can be expected.This is a trend that is becoming more and more common. Climate researchers from Scripps Institution of Oceanography studied the history of these warmer, prolonged and humid stretches in the San Diego area, and found that periods similar to this are on the rise.“What we found is that heatwaves in Southern California, and I would say California more broadly, have been increasing over time in their frequency and tendency,” said researcher Dan Cayan.The lack of overnight cooling means no break from the heat at night, so the long stretch of days of increased temperatures combined with a lack of overnight relief could lead to dangerous conditions.“It’s a lot easier to contend with a heatwave that lasts a day or two than one that lasts four days,” said Cayan.Cayan said this is part of a larger picture of climate change impact, and this trend will likely continue in the years to come.Humidity can make temperatures feel worse. SAN DIEGO (KGTV) -- The city of San Diego has turned to two community leaders to assist with gang prevention and improve communication between police and the community.Mayor Kevin Faulconer on Tuesday announced the hiring of Rev. Gerald Brown to oversee police-community relations, and Pastor Jesus Sandoval to lead its commission on gang prevention."At age 16 I had been shot and stabbed, didn't think I would make it to 18," said Sandoval, once in a gang himself. "Since then I've been dedicating my life to helping other people."Brown will take over the Citizens Advisory Board on Police-Community relations, which meets monthly at various locations in the city. He said he is already working on arranging for clergy to spend 10 hours a month with police.Brown also wants to make himself accessible to the community and says he will bring concerns directly to the chief of police. "Really focus on how do we bring communities together? How do we bridge that gap, especially when working with African American community and law enforcement, find ways we can seek peace," he said. But some say the city needs to do more. Kate Yavenditti is a member of Women Occupy San Diego, which is seeking more police oversight. She said she has been attending the police-community relations meetings for about two years and hasn't seen many results.She said she would like the groups to be more than just advisory."So they can send recommendations up to the mayor and the mayor doesn't have to make any changes, and that's pretty much what's been happening," she said.The police-community relations board next meets 6 p.m. Monday at the Taylor Branch Library in Pacific Beach.    1706
