SAN DIEGO (CNS) - The San Diego County Health and Human Services Agency announced today a person at Patrick Henry High School was recently diagnosed with tuberculosis and may have exposed students and staff.The dates of exposure are from August 26, 2019, to March 13, 2020. The agency is working with San Diego Unified School District officials to notify those who were potentially exposed and provide TB testing.Patrick Henry High School is currently participating in social distancing protocols and onsite TB screening will not be available at the school. Identified students who may have been exposed to TB can get tested with their primary care provider. Students who do not have a medical provider may contact agency staff to arrange for free testing by appointment only.Identified staff will be provided testing by the San Diego Unified School District.Tuberculosis is transmitted from person to person through indoor air during prolonged contact with an infectious person. Most people who are exposed do not become infected.``Testing is recommended for everyone who was determined to have been exposed to make sure they are not infected, since initial infection typically has no symptoms,'' said Dr. Wilma Wooten, county public health officer. ``Early diagnosis is important so that people can get treatment and prevent them from developing the infectious form of the disease.''Symptoms of infectious tuberculosis include persistent cough, fever, night sweats and unexplained weight loss. People with symptoms of TB, or who are immune-compromised and may not show symptoms, should consult their medical provider to be evaluated for the bacteria. SAN DIEGO (CNS) - San Diego State University reported 23 new student cases of COVID-19 Sunday, bringing the total number of cases to 621 since the fall semester began Aug. 24.University officials said they were aware of 617 confirmed cases among students and four probable cases.The university has not received any reports of faculty or staff who have tested positive since fall instruction began, SDSU health officials said.The majority of the 621 cases are students living off-campus in San Diego. SAN DIEGO (CNS) - The Center for Biological Diversity and Endangered Habitats League filed a joint petition Monday to protect Quino checkerspot butterflies -- now found only in southern San Diego County and southwestern Riverside County in the United States -- under the California Endangered Species Act.The petition, filed with the California Fish and Game Commission, notes that the Quino checkerspot was once one of the most common butterflies in Southern California. But with the rapid spread of urban sprawl, the butterfly has lost more than 75% of its historic habitat and in 1997 was listed as endangered under the federal Endangered Species Act."It's alarming that a butterfly that once filled the skies of Southern California is now only found in pockets of its former range," said Dr. Tara Cornelisse, an insect scientist at the Center for Biological Diversity. "Even more alarming is that some of those few critical patches of remaining habitat are slated to be developed. With insects declining at a frightening rate, we need to protect more habitat for endangered butterflies, not allow it to be carved up piece by piece."The Center for Biological Diversity is an Arizona-based nonprofit organization known for its work protecting endangered species through legal action and scientific petitions. The Endangered Habitats League is a similar organization focused specifically on Southern California.Despite federal protection, the Quino checkerspot butterfly remains at risk due to continued habitat destruction and fragmentation, climate change, nitrogen pollution, invasive species and lack of enforced protections, a statement from the center said.In the past decade, the butterfly has only been observed in 33 of 62 historic sites and only inhabits patches of southern San Diego and southwest Riverside counties, according to the center.It is a subspecies of the Edith's checkerspot butterfly and is distinguished by its checkerboard pattern of white and orange spots on its black wings.According to the activists, several major development projects totaling more than 6,500 acres and President Donald Trump's planned border wall could negatively impact the butterfly's remaining habitat."By first decreasing the butterfly's designated critical habitat and then allowing large-scale development projects within its few remaining strongholds, the Trump administration has failed to protect this endangered butterfly," said Dan Silver, petition coauthor and executive director of Endangered Habitats League. "To have a chance at surviving rampant development and other threats like climate change and invasive species, the Quino checkerspot butterfly urgently needs California state protection."Under the California Endangered Species Act, the California Department of Fish and Wildlife has three months to make an initial recommendation to the Fish and Game Commission, which will then vote on the petition at a public hearing. If the Quino checkerspot butterfly wins protection under the act, the state can enact its own protections. 3058

  

SAN DIEGO (CNS) - The San Diego Legion Major League Rugby team announced Tuesday that it released recently signed player Steffon Armitage in the wake of his conviction for sexually assaulting a woman in France.On Monday, a French court found Armitage guilty of groping a woman's breasts outside a bar last year in the town of Pau, where he was playing at the time of the assault. Armitage, 34, admitted he had also been drinking heavily that night.The court handed Armitage a suspended prison sentence and ordered him to compensate the victim with 5,000 euros, roughly ,500 in U.S. dollars.The Legion signed Armitage in July. Earlier in the decade, Armitage won three European Rugby Champions Cup titles with France's FC Toulannais and was named the European Rugby Cup's 2013-2014 player of the year.He had been expected to join the team at the beginning of pre-season training in December."Armitage's conduct does not reflect the values of the Legion and therefore, the team is going to go in a different direction for the 2020 season," the team said in a statement released Tuesday.The Legion launched with Major League Rugby in 2018 as one of the league's seven founding teams. SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . A person will have 120 days to pay the fine to MTS in-person or by mail-- Community service option: An option of providing three hours of community service in lieu of payment will also be included in the new policy. Community service can be done through the Jacobs & Cushman San Diego Food Bank or a Homeless Court Program Provider such as Father Joe's Villages. According to Fletcher, MTS is currently working to add more community service locations during the pilot period-- Limited appeal window: Passengers will also have the option of appealing the fare violation within 15 days of the citation if they can demonstrate they have been wrongly ticketed. An example provided is not having a fare due to a malfunctioning ticket vending machine-- Civil Process: During the pilot, only citations that are not paid within 120 days will proceed to the courts, where substantial fees may be added to the fines -- 7.50 or more, according to MTSPre-COVID-19, around 33% of the MTS annual budget, or around 0 million, relied on fare revenue.People who board MTS trolleys or buses without a fare will be given an opportunity to deboard and purchase a fare.MTS continues to operate about 95 bus routes and three trolley lines.
