SAN DIEGO (KGTV) — The man accused of driving into a bicyclist and taking off will have to face a jury. The Oct. 2 crash on State route 67 in Ramona left the victim, Michelle Scott, on life support. Police say the man behind the wheel was Chase Richards, who allegedly kept driving for two miles with the bike lodged in his car. Prosecutors say he dismantled and disguised parts of his car to conceal the evidence. "Her condition has not really improved greatly in any way. However, its very, very small changes and we’re continuing to be hopeful and provide the best care that we can." Richards faces up to nine years in prison if convicted. His trial is set to begin in January 2020. 1143

SAN DIEGO (KGTV) -- The future of SDCCU Stadium, formerly Qualcomm, will be in the hands of voters in 2018.The SoccerCity San Diego proposal has already earned its spot on the ballot and now SDSU West is hoping to do the same.If SDSU West can win the votes, it plans to put a university research center, stadium and river park on the stadium site.As for SoccerCity, planners hope to create a mixed-use stadium for MLS Soccer and college football, parks, housing, and entertainment.This week some SoccerCity supporters noticed "likes" on the SDSU West Facebook page increased significantly, from just under 500 to nearly 50,000 in a few days.Confusion turned to frustration when they noticed they too "liked" the page when in fact they hadn't."I went to investigate myself to see if that was true, and sure enough when I went on the page I had liked and followed it, without ever having liked or followed it," said Dory Freiberg, an SDSU alum.Freiberg says he's been open to learning more about the SDSU West plan but currently believes SoccerCity will be better for the city."I want to make sure that if it is defeated it's defeated legitimately because it's not the best plan for the city and not any kind of underhandedness," said Freiberg.James Stroud, a longtime San Diego resident, says he too noticed he "liked" the page when in fact he never clicked the 'like' button."It's something that makes them appear more popular than they are, gives them an aura of importance or trustworthiness when it wasn't deserved," Stroud believes.Stroud believes that's problematic as SDSU West tries to garner signatures to get on the November ballot.A quick search of Facebook community forums shows it's not a new issue. A San Diego Police flyer indicated he was prepared to meet friends and never arrived.Billingsly earned a degree in business administration and marketing from SDSU. He traveled to his native Sacramento and earned money for his return to San Diego, his mother Christel told 10News.Christel Billingsley said her son was looking for a job and wanted to save on rent. After June 1, he did not have a permanent address and started couch-surfing at friends’ homes in Pacific Beach.Wesley and his Ford Expedition disappeared June 12. “It’s completely out of character,” said his mother.Christel paid her son’s phone bill and described him as a social media junkie. About two months ago, the phone stopped showing activity.“Everything stopped on June 12. He just vanished off the face of this earth,” Christel said.Christel is employed as a school officer manager in Sacramento and recently returned to her job after summer break. She plans to take time off to search for her son.“Somebody knows something and I need somebody to tell me where my son is,” she said.Wesley Billingsly is 5’8”, 130 pounds with brown hair and brown eyes. SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison.While 21 people face charges, six of them are still wanted in this case. 2334

  

SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances while 13 have approved agreements to leave the Marines rather than go through court martials or waiving separation board processes. Four remaining Marines are currently in the adjudication process. 1237
