SAN DIEGO (CNS) - As part of its reopening plan amid the coronavirus pandemic, the San Diego Unified School District allowed some students facing severe challenges to return to in-person learning today, but a timeline for the district to reopen fully remains unclear.Phase 1 of the district's plan to reopen is to allow elementary school students ``who have been uniquely identified by their teachers as experiencing learning loss'' to have limited in-person appointments.Participation is voluntary and students who participate in the sessions will continue to receive online learning.On Tuesday, Lafayette Elementary School in the Clairemont Mesa neighborhood invited back 25 of the 27 students who were asked to return to in- person instruction -- many of whom are part of a deaf and hard-of-hearing program at the school.The district's Phase 1 includes a mandate for less than 20% capacity for rooms and for schools, half days to avoid groups eating at schools and a six-foot distancing everywhere on school grounds -- barriers or no barriers.This summer, San Diego Unified adopted standards developed in consultation with experts from UC San Diego. As a result, conditions for the district's reopening local schools are considerably stricter than state standards, and much stricter than various other school districts in the region that have opened for in-person learning.According to the district, all California Department of Public Health criteria has been met to a level where limited in-person classes are possible.The next stage will be when both state and county data fit the district's stricter metrics. Even then, it's not a guarantee school will head back as soon as the numbers fit.In the Chula Vista Elementary School District, a push from Superintendent Francisco Escobedo to reopen the state's largest elementary school district for in person instruction on Oct. 26 was met with significant backlash from the Chula Vista Educators union.Susan Skala, the union representative, said collective action and possibly even a strike was on the table unless Escobedo and the administration backed down. SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint.In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer. Edwards, 40, the founder of Social Savvy Marketing, admitted to submitting fake tax records and payroll information to receive a loan through the Paycheck Protection Program.The U.S. Attorney's Office said that in April and May, she applied for "tens of thousands of dollars of PPP loans" with three financial institutions, claiming in applications that Social Savvy Marketing had two employees who earned annual salaries of ,000 and ,000, when the company actually had no employees.Edwards provided fake addresses, Social Security numbers and W-2 forms for the nonexistent employees, according to prosecutors, who said that upon being rejected for a loan, she claimed, "This is a lifeline for my employees and my business and we won't survive without it."She was able to obtain a ,583 PPP loan, but will have to repay the entire amount as part of the plea agreement.Edwards entered her plea Tuesday in San Diego federal court and is slated to be sentenced Nov. 18. SAN DIEGO (CNS) - A man convicted of sex crimes against children in Northern California who was recommended for conditional release to a Pauma Valley home will no longer be considered for placement in San Diego County, prosecutors said Friday.Joshua Cooley, 40, is classified as a Sexually Violent Predator, a designation for those convicted of sexually violent offenses and diagnosed with a mental disorder that makes them likely to re-offend.According to the San Diego County District Attorney's Office, Cooley was convicted in Humboldt County of sex crimes against underage girls.The Department of State Hospitals recently recommended placing Cooley at 15077 Adams Drive after attempts to find a suitable Humboldt County location were unsuccessful, according to the DA's Office.The address is the same location where another Sexually Violent Predator, Joseph Bocklett, was recently recommended for release. San Diego County Superior Court Judge Howard Shore ultimately decided against the placement, ruling that it would bring the 76-year-old Bocklett too close to areas frequented by families.San Diego County District Attorney Summer Stephan lodged a strong objection to Cooley's proposed placement, citing Shore's ruling and the potential risks to the public."Ignoring and overlooking Judge Shore's thorough, thoughtful and well- reasoned conclusions and continuing to consider this location for placement of an SVP is reckless and irresponsible," Stephan wrote in a letter to Liberty Healthcare and the California Department of State Hospitals, which are tasked with locating suitable post-release housing for sexual predators.Stephan wrote that if the placement was considered inappropriate for Bocklett, a senior citizen, the much younger Cooley represented an even greater risk.According to the DA's Office, Liberty Healthcare has stated that the recommendation was made in error, and the Department of State Hospitals no longer feels the Pauma Valley address is a suitable location for Cooley. An Oct. 9 virtual court hearing was scheduled in Humboldt County Superior Court to discuss the proposed placement, but that hearing has since been vacated."This placement would have put children and families at risk, so we went to battle alongside our community, and we prevailed," Stephan said. "I want to acknowledge that the system worked in that the State Department of Hospitals gave serious consideration to our concerns and spared us from an extended legal battle in court.
