SAN DIEGO (KGTV) - A thief struck an ugly chord with residents in a Del Cerro neighborhood, after zeroing in on a porch and warming up his pipes.    Just off College Avenue, Katherine - who asked us not to reveal her full name - says the first feeling was confusion when she and her husband returned home from Julian on Saturday night.  On their porch, the couple says they found an opened letter addressed to a man in El Cajon. When they looked at the surveillance video, they saw him:  a casually dressed man pulls up in a pickup truck.            "He is holding the letter so he has a plan, a story if anybody stops him," said Katherine.On the video, the man heads right for the package at the front door and swipes it.  He throws the package in the truck, tosses the letter and as gets back into the truck, he appears to belt out a note.  As he backs out of the driveway, he keeps on singing."The singing clearly shows he's completely comfortable, really cocky...just going to his next gig.  I think it's his weekend job," said Katherine.Katherine can't help but smile about the likely sour note he experienced once he looked inside and found - a dog brush and mug.  Now she's hoping the video will lead to an arrest."He's clearly done this before.  No doubt he's out doing this again," said Katherine. 1414

SAN DIEGO (KGTV) — An unfounded "security threat" prompted Naval Base San Diego to initiate a lockdown Thursday afternoon, authorities said.The lockdown went into effect just before 11:30 a.m. over a reported "security threat," according to a Naval Base San Diego public information officer. According to San Diego Harbor Police, the threat was unfounded.Base officials lifted the lockdown and resumed normal operations just before 12 p.m., but didn't comment on the lockdown. 484

SAN DIEGO (KGTV) — A scary looking fish with dagger-like teeth was discovered Wednesday on the shores of Dog Beach in Ocean Beach. The four-foot-long fish isn't something people usually find while fishing off a local pier or even walking along the coast. And before imaginations run wild, it isn't a monster — well, not quite.The fish is a lancetfish, which typically call the dark depths of the ocean home. And despite their place in the ocean's depths, fisherman may sometimes catch more lancetfish than tuna or mahi. NOAA says the fish is actually the most common bycatch in their fisheries, besides blue sharks.You may not want to try grilling up the fish either. NOAA says lancetfish are, "not very tasty and their gelatinous flesh is unsuited for local cuisine." 1329

  

SAN DIEGO (KGTV) — An explosion of COVID-19 cases across California has many businesses once again changing how they operate.But not by choice. The changes come after most counties find themselves in the state's most restrictive purple tier.San Diego County's move to the purple tier means back to takeout and outdoor only dining."I see red … Not in the black right now," says Terryl Gavre, owner of Café 222 in San Diego. "I've been here 29 years, this restaurant opened in 1992 … and I am doing less in sales than I was doing in 1992."Gavre's other spot, Bankers Hill Bar and Restaurant, is in what she describes as a hibernation period. Hunkering down and trying not to lose money.Those business decisions come with a cost."If we stay open, every month you watch the savings account go down, down, down," Gavre said. "We had 15 employees here pre-COVID we're now down to 5. So 10 of my staff members have been laid off. At Bankers Hill Bar and Restaurant, we had 40 people on staff."This week, 28 other California counties across the states moved back into the purple tier."My first thought was that's very frustrating. My second thought was immediately what I've been doing for the last eight months which is lying in bed awake thinking how are we going to pull this off," said Ryan Joiner, who owns Athlon Fitness & Performance in San Luis Obispo.The rules say fitness facilities located in purple tier counties can only operate outdoors.While some businesses have spent the last nine months treading water, the most recent frustration comes with the governor's Monday press conference and changes to the tier system, allowing counties to move back a tier after one week, not two.It drastically changed the makeup of the state and how many businesses across the state can operate."Counties can move back after one week, not just two weeks," Gov. Gavin Newsom said, describing the state hitting the emergency brake. "I'll go back so you can get a sense of where we were just a week ago and now again the purple throughout the state of California.""It's really frustrating for a lot of people and ya it does seem like he's moving toward a backdoor shut down order again," James Gallagher is a state assembly member in Northern California.Gallagher says the governor keeps changing the rules just as people are finding their footing from the last set of guidelines."I just think that this approach is the wrong one," Gallagher said.Gavre says the tighter the restrictions get and the longer they go on the harder for small businesses to keep going."A lot of people out of work right now going into the holidays and I don't know what they are going to do," Gavre said.The state has said the spread of COVID-19, if left unchecked, could quickly overwhelm our health care system and lead to catastrophic outcomes. 2824

  

SAN DIEGO (KGTV) -- A San Diego State University study abroad student and a University of San Diego graduate student have both tested positive for the coronavirus, the universities announced Friday.The SDSU student was studying abroad in Italy and recently returned home to the United States. The student is self-isolating at his home outside of San Diego County, the university said in a release.They added that the student visited two off campus offices for a brief period of time, and did not attend any classes."Due to the student's limited contact with the campus, we consider that the risk to the greater SDSU campus community is low," said Wilma Wooten, M.D., M.P.H., County public health officer.A graduate student at the University of San Diego also tested positive for the virus, the university said Friday in a tweet. They say the student lives off-campus. 875
