SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to do both jewelry and clothing," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. SAN DIEGO (KGTV) -- The fight over short-term rentals in San Diego is about to get even worse. Less than a week after the city council added new regulations to those rentals, Airbnb, and two other companies are fighting back. Airbnb is teaming up with Share San Diego and HomeAway to collect signatures for a referendum to put the issue on the ballot for voters to decide. The group has 30 days to collect roughly 35,000 signatures and crews are already on the ground gathering signatures. The three companies have already donated 0,000 for these efforts. If all of the signatures are collected, the issue would go on the 2020 ballot. SAN DIEGO (KGTV) — The latest surge in coronavirus cases has led Girl Scouts San Diego to cancel all in-person gatherings, meetings, and events for the rest of 2020. The decision comes just three weeks after the resumption of in-person troop meetings had been approved.Christa Sherman, Troop Support Manager for Girl Scouts San Diego, told ABC 10News the decision is the responsible one and is widely supported by troops across the county. "Our Girl Scouts are so resourceful and they really want to do what’s best for their communities, for their schools, for their troops," Sherman said.Both the national and local organizations have been building up their ability to support virtual meetings since the beginning of the pandemic. Troop leaders have access to lesson plans and videos. They can bring necessary materials to drop off at scout's homes before the meetings."We’ve had better attendance at meetings, which is crazy, virtually then sometimes when we were meeting in person," said Elise Hilliard, a troop leader in the South Bay.Even camp-outs are now being done virtually. Kids set up tents in the yard or build forts inside. They set up their mobile device so they can share the experience with their friends. Hilliard said the experiences may be different, but that hasn't changed the Girl Scouts mission. SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks.The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. "People used to just littler the boardwalk with them, so it's a good decision."Officers will issue warnings for the first 30 days, with citations starting after that. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer.
