Cigarette boxes sold across the United States soon will display a new court-ordered accessory.Starting Wednesday, tobacco brands have been ordered to put "corrective statements" on product packaging that clearly state the harmful health effects of smoking, according to court documents.The order follows a long and rocky road of litigation against the tobacco industry.It comes as a result of a 1999 lawsuit that the US Department of Justice filed against the country's largest cigarette manufacturers and tobacco trade organizations, claiming civil fraud and racketeering violations over the course of more than 50 years.In 2006, federal Judge Gladys Kessler ruled that the tobacco industry had violated civil racketeering laws and ordered companies to issue "corrective statements" on their packaging, on company websites, and in print and television ads. 865

CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. CHULA VISTA, Calif (KGTV) -- More than 20 people showed up to a town hall meeting hosted by the Baldwin and Sons regarding their development in Otay Ranch.Right now, the massive project includes 292 condos, 300 apartments, a 2-acre park and 15,000 square feet of commercial and retail space, as well as two hotels.  One of the hotels opened in 2017, and condos are under construction.The developer now wants to add 300 more apartments to their plan.  They say the plan will not require any additional space but instead will require a different building and site design.RELATED: Developer wants to add 300 apartments to Chula Vista propertyMany in the community raised concerns about traffic and the overcrowding in schools at the open house. Developers were there to address those concerns.According to Nick Lee, a study of the area says the roads it can accommodate nearly 12,000 trips a day. Even with the additional 300 units, it would push those numbers to around 8,000 trips a day.They also said they’ve spoken with the Elementary and High School districts, and both have told them they should be able to accommodate the students with their existing facilities.The developers expect to bring the new plans to planning commission next month. 1268

(KGTV) - A vandal that struck overnight in a Chula Vista neighborhood was apparently targeting high-end vehicles.The Jovel family first noticed something was wrong Sunday morning in front of their home along Via Escalante."Upsetting and bizarre," said Jesse Jovel.His sister saw a flat tire on his Mercedes SUV parked in the driveway and ran inside to tell him about it. Jovel came outside, saw the flat, but then found much more: scratches across the body and tires of the Mercedes."I thought it was not happening, that it was a joke," said Jovel.They ran to the street, where his sister's Mercedes was parked. "Her car was the same way, and the car behind it and the car behind it," said Jovel.One of those cars was Jovel's other vehicle, a Maserati Ghibli. It was also keyed all over. Two of its tires were sliced and flattened."Sad. Very sad that people are willing to do this just for the heck of it," said Jovel.Jovel says a total of at least six other vehicles were targeted. He barely looked at the others but remembers them being new and high-end vehicles.
