But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector.The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. It calls for a prudent approach to financial liberalization that would yield a productive outcome as evidenced over the past three decades of gradual financial reform whereby more market competition has been encouraged and distressed loans have been effectively curbed. Such a policy has shielded China from being hit as severely by the current financial crisis and enabled it to rebound quicker than other advanced nations.

BEIJING, April 29 (Xinhua) -- China's parliament on Thursday adopted the Law on Guarding State Secrets and the amended State Compensation Law at the closing session.Wu Bangguo，chairman of the Standing Committee of the National People' s Congress, or the top legislature, presided over the closing of the four-day bimonthly session.Wu said, the amendment to the State Compensation Law will regulate the use of public power, protect legitimate rights and interests of citizens, legal persons and social organizations. The 14th session of the Standing Committee of the 11th National People's Congress (NPC) concludes in Beijing, capital of China, on April 29, 2010. Wu Bangguo, chairman of the NPC Standing Committee, presided over the concluding meeting.Wu said, the Law on Guarding State Secrets has made clear legal liability in guarding state secrets, which will help safeguard the state security and interests.The legislature also reviewed the report on migrant workers which stressed protecting the rights and interests of this group and improving social services for them. BEIJING, May 19 (Xinhua) -- China's centrally-administered state-owned enterprises (SOEs) raked in a combined profit of 325.99 billion yuan (47.7 billion U.S. dollars) in the first four months of the year, the industry authorities announced here Wednesday.The profit figure in the January-April period represents 81.7 percent growth year on year, the State-Owned Assets Supervision and Administration Commission (SASAC) said in a statement on its website.Centrally controlled SOE's combined operating revenue hit 4.89 trillion yuan in the period, up 50.4 percent year on year, the statement said.While the statement did not specify the reasons for the profit and revenue increases, experts from the SASAC research center attributed the surge to last year's low comparison basis when Chinese firms were hit hard by the global economic downturn.There are currently 126 centrally-administered SOEs under the SASAC.
