(AP) — Prosecutors say California’s system for paying unemployment benefits is so dysfunctional that the state approved more than 0 million for at least 20,000 prisoners.On Tuesday, they detailed a scheme resulting in payouts in the names of well-known convicted murderers like Scott Peterson, who was sentenced to death after being found guilty of killing his pregnant wife. His death sentence has since been overturned and a court is reviewing his conviction.Sacramento County District Attorney Anne Marie Schubert said at least 158 claims were made for 133 death-row inmates, resulting in more than 0,000 in benefits paid.“It involves rapists and child molesters, human traffickers and other violent criminals in our state prisons,” said Schubert. “Hundreds of millions of dollars that may well amount to upwards to billion, having already been paid in their names.”Schubert said the scheme will be one of the biggest frauds of taxpayer dollars in California history.“And with this fraud means that victims that have been victimized by these inmates aren’t getting the restitution that they so deservedly have been owed,” said Schubert.So far, at least 22 people have been charged in San Mateo County, The Associated Press found. More charges could be forthcoming as several other investigations continue across the state.Prosecutors say the Employment Development Department has been overwhelmed by benefit claims since the pandemic began, and in its haste to approve them, didn't check unemployment claims against a list of prisoners.Gov. The change comes amid national calls to dismantle systemic and unconscious racism, starting with public education.The bill was authored by local Assemblywoman Shirley Weber, chair of the California Legislative Black Caucus and longtime professor of Africana Studies at San Diego State University.“What we are seeing in Washington and on American streets right now demonstrates the necessity of understanding the experiences and perspectives of these historically marginalized and oppressed groups who have nonetheless contributed to the building of our country,” Weber said in a statement. “This is great day for students and for the state. I am grateful to the Governor for joining me in moving California forward.”The bill, AB 1460, requires all CSU undergraduates to take at least one three-unit course in ethnic studies. RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning.The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure.The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday.It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov.
