SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. SAN FRANCISCO (AP) — A suspect was arrested in a 1970s-era killing in California after investigators used the same advanced DNA testing that helped crack the Golden State Killer case, authorities said Thursday.John Arthur Getreu, 75, was arrested on suspicion of sexually assaulting and strangling 21-year-old Janet Ann Taylor in March 1974, the San Mateo County Sheriff's Office announced.Taylor was last seen alive attempting to hitchhike from Palo Alto to her home in nearby La Honda. Her body was found along a busy street.Getreu was already in custody in Santa Clara County after being charged last year with sexually assaulting and strangling Leslie Perlov, another 21-year-old woman, in 1973.Investigators previously believed the killings of Perlov and Taylor were connected. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. San Diego (KGTV)- We’re learning more information about the seemingly healthy political commentator who dies suddenly in San Diego over the weekend. 26-year-old Bre Payton contracted the H1N1 flu virus, also known as swine flu, and meningitis. On Friday, a friend posted on twitter she found Payton unconscious. She was rushed to the hospital where she later died. The San Diego County Health Department says the So-Cal resident contracted both illnesses before arriving in San Diego. Meningitis causes inflammation in the brain and spine. A recent outbreak was reported at San Diego State University, but it is unclear if the strain Payton had was bacterial, like the SDSU cases, or if it was viral. In a report released last week, there were over 1,300 influenza cases in San Diego County between July and December. Almost 200 of those cases were the H1N1 flu. Health officials say, young adults, like Payton, are more likely to get the flu virus than kids and older adults. Middle age adults are not regularly exposed to the virus, and they have the lowest vaccination rates. News of her death is hitting hard to her family. Her parents released a statement to ABC News saying: “Bre was a brilliant, determined and beautiful girl from day one. She could silence a room with her beauty, and at the same moment impress everyone with her articulate reasoning. We miss her dearly, and our hearts are broken." 1415

SAN FRANCISCO (AP) — Pacific Gas & Electric Co. power lines may have started two wildfires over the weekend in the San Francisco Bay Area, the utility said Monday, even though widespread blackouts were in place to prevent downed lines from starting fires during dangerously windy weather.The fires described in PG&E reports to state regulators match blazes that destroyed a tennis club and forced evacuations in Lafayette, about 20 miles (32 kilometers) east of San Francisco.The fires began in a section of town where PG&E had opted to keep the lights on. The sites were not designated as a high fire risk, the company said.Powerful winds were driving multiple fires across California and forcing power shut-offs intended to prevent blazes. More than 900,000 power customers — an estimated 2.5 million people — were in the dark Monday, nearly all of them in PG&E's territory in Northern and Central California.Southern California Edison had cut off power to 25,000 customers and warned that it was considering disconnecting about 350,000 more.PG&E is under severe financial pressure after its equipment was blamed for a series of destructive wildfires during the past three years. SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. Those locations haven't been announced.  962
