SAN DIEGO (CNS) -- San Diego County's recommended .4 billion budget for fiscal year 2020-21, which was released Monday, includes 0 million dedicated to testing, medical supplies, food distribution and other needs related to the COVID-19 public health crisis.Calling COVID-19 "the county's top budgetary priority," county leaders released a statement announcing the Health and Human Services Agency will see an increase of 0 million to support the county's Testing, Tracing and Treatment Strategy, personal protective equipment, and other resources and efforts in its pandemic response.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment and retention.The COVID-19-related economic downturn also affected other sectors of the budget, with county officials expected to dip into reserves and slow or stop "non-essential services and projects" in order to address revenue shortfalls.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Budget increases include an additional .7 million to address homelessness in unincorporated county areas and 0,000 to develop a Flexible Housing Subsidy Pool to help homeless individuals move into permanent housing. SAN DIEGO (CNS) - The aircraft carrier USS Nimitz and elements of the Nimitz Carrier Strike Group deployed from San Diego Monday in support of global maritime security operations, Navy officials announced.Prior to departing, the strike group completed a composite training unit exercise called COMPTUEX, which is designed to fully integrate units of a carrier strike group while testing its ability as a whole to carry out sustained combat operations from the sea.Ships, squadrons and staffs have been tested across every core warfare area within their mission sets through a variety of simulated and live events, including air warfare, strait transits, and responses to surface and subsurface contacts and electronic attacks, according to U.S. Third Fleet public affairs."The carrier strike group team is trained and ready," said Rear Adm. Jim Kirk, commander of the strike group. "The men and women of Carrier Strike Group 11 have demonstrated exceptional tactical and technical expertise, teamwork and toughness. SAN DIEGO (CNS) - The first of more than a dozen truckloads of sand for an international sand-sculpting competition started arriving at the Broadway Pier and Pavilion in downtown San Diego Monday morning.A total of 15 trucks hauled and dumped 300 tons of specialized sand on the pier for the seventh annual US Sand Sculpting Challenge.Event organizers said top competitors from countries around the world, including the US, Russia, Australia, Italy and others, will attend the event over the Labor Day weekend from Friday, Aug. 31, to Monday, Sept. 3.When completed, sand sculptures will stretch nearly 1000 feet over San Diego Bay, organizers said.The first four truckloads of sand arrived between 8:15 a.m. and 8:45 a.m. Monday, Aug. 27, and subsequent loads will arrive in waves throughout the day, according to event organizers. 845

SAN DIEGO (CNS) -- The first woman to assume command of a U.S. nuclear-powered aircraft carrier has been assigned command of the San Diego-based USS Abraham Lincoln, the Navy announced Wednesday.Capt. Amy Bauernschmidt will lead one of the Navy's 11 nuclear-powered aircraft carriers, after previously serving as the ship's executive officer from September 2016 to January 2019.That post was also historic, as she was the first woman to serve as second-in-command aboard an aircraft carrier, according to the Navy.Bauernschmidt is slated to take command of USS Abraham Lincoln this summer."I am incredibly honored and humbled to be selected," she said of her assignment. ``I love leading sailors and I take that responsibility extremely seriously."The Milwaukee native was part of the first graduating class in which women were allowed to serve aboard combatant ships and aircraft when she graduated from the United States Naval Academy in May 1994.She was designated as a naval aviator in 1996 and has served with several helicopter squadrons throughout her career. 1074
