(AP) — Pacific Gas & Electric's key lenders on Tuesday offered a billion plan to pull the utility out of bankruptcy and give the tarnished company a new name.The proposal filed in U.S. Bankruptcy Court would set aside up to billion of that billion to pay claims on the 2017 and 2018 wildfires caused by PG&E equipment, the Sacramento Bee reported.The plan offered by PG&E's leading bondholders would compete with an alternative that the newspaper says is being drafted by PG&E. Normally the company in bankruptcy has first crack at proposing an exit plan, but the bondholders said in a court filing that they filed their plan because PG&E has "wasted crucial time needlessly."The bondholders also want to rebrand PG&E as Golden State Power Light & Gas Company.Asked about the bondholders' plan, the utility said in a statement that it was considering all options as it navigates the bankruptcy process.The new proposal came four days after Gov. Gavin Newsom, a Democrat, floated the idea of a billion package to deal with the costs of future wildfires, paid for by ratepayers and shareholders of PG&E and the other two big electric utilities in California.Newsom's plan does not offer any cash for PG&E's existing liabilities but would revise state law to give utilities more certainty about recovering costs from ratepayers — enough stability that Newsom believes will allow PG&E to borrow the money it needs to pay existing claims, according to the Bee.The bondholders include some of the biggest investors on Wall Street, including Elliott Management, Pimco and Apollo Global Management. They have been quietly promoting a PG&E restructuring plan for weeks in conversations with legislators, Newsom's aides and others. Tuesday's court filing marks the first time they have taken the proposal public."Substantial new capital must be infused into the company," the bondholders said in their court filing.The governor's office had no immediate comment on the bondholders' proposal.Like Newsom's plan, the proposal is "ratepayer neutral" — meaning, customer rates would not go up to pay the costs of getting PG&E out of bankruptcy.But ratepayers would pay: The plan calls for a .50 monthly charge, a feature of PG&E bills since the 2001 energy crisis, to be extended for several years to help raise dollars for a wildfire insurance fund proposed by Newsom last week. He provided no details on the allegations. Campos said he doesn't know if Larimore-Hall's letter relates to the alleged incident on the bus or something else, but he said he was not aware of any allegations of sexual assault on the bus."We did not hear anything about possible sexual assault," he said.Larimore-Hall did not respond to multiple emails and a phone message from The Associated Press Tuesday. Jorge Aguilar, executive director of Pelosi's campaign, and Bauman did not immediately respond to emails seeking comment.In a statement Monday announcing Bauman's leave, party spokesman Mike Roth said "Bauman believes this decision is the best way to ensure the independence and integrity of the process. Roseanne Barr apologized after a bizarre, racist Twitter rant Tuesday morning, and then announced she's "now leaving Twitter." Following the rant, one of the show's consulting producers, Wanda Sykes, said she's done with the show."I will not be returning to @RoseanneOnABC," Sykes tweeted.Her announcement came just minutes before ABC announced that it is canceling "Roseanne."Earlier on Tuesday, Bar tweeted an apology to Valerie Jarrett and "all Americans.""I am truly sorry for making a bad joke about her politics and her looks,"Barr tweeted. "I should have known better. Forgive me-my joke was in bad taste." Barr then said she's leaving Twitter.The star of ABC's hit reboot of "Roseanne" wrote early Tuesday morning, "Muslim brotherhood & planet of the apes had a baby=vj." Barr was responding to a comment about Jarrett, a top former aide to president Obama. She later deleted the tweet.CNN reporter Andrew Kaczynski responded to Roseanne on Twitter about the Jarrett comment, which she replied was "a joke."Social media immediately lit up with criticism of both Barr and ABC, with some demanding a response from the broadcast network. SACRAMENTO, Calif. (AP) — A rookie Sacramento police officer was shot during a domestic violence call and lay wounded for about 45 minutes as the gunman kept officers at bay with bursts of fire, authorities said Thursday. She was finally rescued with an armored vehicle but died at a hospital."We are devastated," Deputy Chief Dave Peletta said. "There are no words to convey the depth of sadness we feel or how heartbroken we are for the family of our young, brave officer."Officer Tara O'Sullivan, 26, was shot Wednesday evening while helping a woman collect her belongings to leave her home. As officers swarmed the area, the gunman continued firing in a standoff that lasted about eight hours before he surrendered.Stephen Nasta, a professor at the John Jay College of Criminal Justice and a former inspector with the New York Police Department, said taking 45 minutes to reach a wounded officer is "unacceptable."If officers couldn't immediately get an armored police vehicle to the scene, he said, they should have commandeered an armored bank vehicle, bus or heavy construction equipment."If there's somebody shot, lying on the ground, you have to do everything you can," Nasta said.If no such vehicle was available, he said he would expect police to use a diversionary tactic such as firing at the home, setting off smoke grenades or breaking a door or window in another part of the home to distract the gunman as other officers rescued the wounded comrade. Police said five other officers fired their weapons during the incident.Police identified the suspect as Adel Sambrano Ramos, 45, of Sacramento.His younger brother, Orlando Ramos, told The Associated Press that Adel Ramos is estranged from his family and has a long record that includes convictions for driving under the influence, drug use and domestic violence."It's the drugs, it's always been the drugs," Orlando Ramos said. "If he goes to prison for the rest of his life, I could care less."I'm a lot more heartbroken for seeing the pain in my mother and for the police officer and her family than I am for him going to prison," he said.He said he was sorry the shooting occurred and sent his condolences to the officer's family.O'Sullivan graduated from the police academy in December and was working with a training officer. She was expected to be on her own in a couple of weeks, Peletta said.She and other officers arrived at the home at 5:41 p.m. A half-hour later the first shots were fired, and O'Sullivan was hit, authorities said. The gunman continued firing a rifle-type weapon. At 6:54 p.m., additional officers responded with an armored vehicle to rescue O'Sullivan."Our officers maintained cover in safe positions until we were able to get an armored vehicle in the area," Sgt. Vance Chandler said.Five minutes later, O'Sullivan was taken to UC Davis Medical Center, where she died.The woman she was helping was not hurt. Orlando Ramos said she was Adel Ramos' girlfriend.O'Sullivan grew up in the San Francisco Bay Area and graduated last year from Sacramento State University with a degree in child development.Mayor Darrell Steinberg said on Facebook that O'Sullivan was in the first graduating class of a groundbreaking program at Sacramento State that "emphasizes the importance of inclusion and cultural competence for future law enforcement leaders — of which Tara undoubtedly would have been."___Rodriguez reported from San Francisco.
