SAN DIEGO (KGTV) -- A San Diego Police Sergeant accused of soliciting sex with a minor was found dead after failing to show up for court Monday. Joseph Ruvido, 49, was absent from his arraignment Monday, forcing a judge to issue a bench warrant and revoking his bail of 0,000. According to police, Ruvido was found dead around 4:25 p.m. as officers conducted a welfare check at his Carmel Valley home. Ruvido was charged Monday with two felony counts of arranging a meeting with a minor with sexual intent and one count of attempted lewd acts on a minor between the ages of 14 and 15.The prosecutor won't provide details citing the ongoing investigation, but says the acts were committed July 6th. Police arrested Ruvido at his home in Carmel Valley on July 26th, two days after getting a Crime Stoppers tip. SAN DIEGO (KGTV) - Amid rising health care costs, some San Diegans are turning to telehealth appointments. On a Monday afternoon, young Josephine sits in an exam room. She's come down with cold-like symptoms after recovering from enlarged tonsils. So her mom, Josie Ruiz, brought her to their neighborhood clinic, La Maestra Community Health Center in City Heights. For this appointment, one doctor is waiting in the exam room, and another is on a computer screen.Dr. Anthony Magit is an Ear, Nose and Throat specialist and pediatrician at Rady Children's Hospital. As he watches from his office, the clinic's Chief Medical Officer, Dr. Javier Rodriguez, conducts an exam. Cameras and camera-equipped scopes feed real-time data to the specialist, who then asks questions. The exam is part of La Maestra's telehealth program, which offers virtual appointments to underserved patients."Before telehealth, my previous appointments ... some of them I had to cancel or reschedule," said Ruiz.Ruiz is a single mom who works full time."This is great because in my case I don't have to request a day off to take her to the hospital, which I can't afford to do," said Ruiz.Most of the patients at this clinic don't own cars. For them, getting to Rady Children's Hospital means hours on buses, which can lead to major issues related to work and child care.Six years ago, doctors at the clinic discovered many referrals to Rady Children's Hospital weren't showing up. That has changed. No-show rates went from about 50% to 13% within two years. Across the county, other hospitals are tuning in to telemedicine, from home appointments for rural patients to consultations with specialists across the country. SAN DIEGO (KGTV) -- An hours-long SWAT standoff involving a domestic violence suspect in Point Loma came to an end Thursday night. Police were called to the 2200 block of Caminito Pescado around 4:45 p.m. after receiving a call from a neighbor. Police say a woman who lives in the home ran to the neighbor’s house reporting that she and her 71-year-old husband got into a fight. Police and SWAT responded and found the man on the second floor balcony of the condo. After trying to get the 71-year-old down from the balcony, police say he ran inside before a gunshot could be heard coming from the home. Neighbor Jenny Taylor spoke with 10News on FaceTime, saying she could see officers lined up with their weapons drawn from her patio. She said she was ready for the worst, "let me move it so we can at least duck down really quick and hit the floor and run inside the house, so we left the screen door open and moved all the chairs out of the way."It was hours before police and SWAT packed up.Authorities later found the man dead inside. According to police, records show authorities had never been previously called to the home. An investigation into the incident is currently underway. SAN DIEGO (KGTV) — A small stretch of Old Town's main road will be closed to cars from Thursdays through Sundays for the rest of 2020 to help area restaurants serve outdoors safely.The move is meant to help the region survive as it enters the purple tier of coronavirus restrictions, which outlaws indoor dining.San Diego Avenue, from Arista to Linwood, will no longer be available to vehicle traffic in the afternoons and evenings on Thursdays through Sundays until Dec. 27. While most of Old Town has been able to offer outdoor dining with adequate social distancing, the restaurants on the southernmost portion of the historic park have not had as much space to work with.Pietro Busalacchi, who opened Trattoria Don Pietro in August, said cars sometimes speed down the street, near outdoor diners. Additionally, the sidewalk near the tables is narrow and large groups without masks walk too close to diners. It turns him from restaurateur to security officer. "Once they've walked halfway through the restaurant if they're not wearing a mask I'm like, 'hey you know, can you throw a mask on?' It's too late at that point and also some people look at you like, 'don't tell me what to do,'" Busalacchi said. The Old Town Chamber of Commerce arranged with the city for the closure, which it experimented with earlier this year. After two months back to normal, it decided the closure was the right way to go. "The pandemic really changed a lot for our businesses, so we had to give each request a shot and we decided to close the street again," said Sunny Lee, the chamber's executive director.Lee said if the coronavirus restrictions persist into 2021, Old Town would seek to extend its closure with the city. SAN DIEGO (KGTV) - A San Diego researcher is looking into whether social media affects the teenage brain the same way as marijuana.Dr. Kara Bagot, a child psychiatrist and assistant professor at the University of California San Diego, believes her findings could change how medical professionals view adolescents' usage of various social media. “Kids keep using social media even in the face of negative consequences,” said Dr. Bagot, “and that’s what we see with drug usage as well.” Bagot’s team will scan 60 teens’ brains as they look at images from social media and then pictures of marijuana. “No one will be smoking for this study,” added Bagot, “we’re not that progressive.” They are still compiling results and recruiting more teenagers for the study, but anticipate having it complete by summer. The study is a part of the Adolescent Brain Cognitive Development (ABCD) initiative, a nationwide effort tracking more than 12,000 children across a decade. 969
