SAN FRANCISCO (AP) — California Gov. Gavin Newsom’s opposition to Pacific Gas & Electric’s restructuring plan just a week after it struck a .5 billion settlement with fire victims is forcing the nation’s largest utility to go back to the negotiating table and come up with a solution fairly quickly.The San Francisco-based company needs to pull a deal off to meet a June 30 deadline to emerge from bankruptcy protection and regain its financial footing.Missing the deadline would prevent PG&E from being able to draw from a special fund created by the Democratic governor and state lawmakers to help insulate California utilities from future fires that many people believe are bound to erupt as a changing climate continues to create hazardous conditions. Utilities are at risk because their aging electric transmission lines are expected to take years to upgrade.On Thursday, PG&E filed an amended reorganization plan with the U.S. Bankruptcy Court after reaching a settlement on Dec. 6 with thousands of people who lost homes, businesses and family members in a series of devastating fires.In his letter on Friday, Newsom said the plan does not comply with state law and does not achieve the goal of addressing what he considers its most important elements: providing safe and reliable power to PG&E customers.“In my judgment, the amended plan and the restructuring transactions do not result in a reorganized company positioned to provide safe, reliable, and affordable service,” he said.The governor said PG&E’s plan did not go far enough in improving safety, corporate governance and the company’s financial position. The company has until Tuesday to appease Newsom and get him to sign off on the plan.“We’ve welcomed feedback from all stakeholders throughout these proceedings and will continue to work diligently in the coming days to resolve any issues that may arise,” PG&E said in a statement.Without the added protection of the California wildfire fund, PG&E would likely find it more difficult to borrow money to pay for the necessary upgrades and perhaps even fund its ongoing operations if it remains mired in bankruptcy proceedings beyond June 30.If PG&E can’t get a revised deal with the fire victims approved, it also will face the specter of navigating through two other legal gauntlets early next year that would be used as an alternative way to estimate how much the company owes for the catastrophic wildfires in 2017 and 2018 that killed nearly 130 people and destroyed about 28,000 structures in its sprawling service territory.One, a California state trial to be held in January, will determine whether PG&E is liable for a 2017 fire in Sonoma County that the company hasn’t accepted full responsibility for. The trial would also award damages to the victims if PG&E is blamed. A subsequent proceeding, known as an estimation hearing, is scheduled in February before a federal judge to determine PG&E’s total bill for all the fires that could have been covered in the settlement that had been worked out with the victims.Attorneys for the fire victims so far have collectively lodged claims of about billion against PG&E, according to court documents. But that figure could rise even higher after the state trial and estimation hearing, and it if does would likely leave PG&E unable to meet its financial obligations — a development that could lead U.S. Bankruptcy Judge Dennis Montali to declare the company insolvent.If that were to happen, it would automatically void a separate billion settlement deal PG&E has reached with insurers who say they are owed billion for the fire insurance claims they expect to pay their policyholders in the wildfires blamed on the utility. SAN DIEGO (KGTV)— Rady Children’s Hospital announced their partnership with Children's Specialized Hospital in New Jersey, to expand its opioid-free Pain Management Program.10News met 17-year-old Jasper Neale at Rady Children's Hospital. Neale said in the summer of 2014, he was at a junior lifeguards camp at Moonlight State Beach in Encinitas. When he was running on the sand, he fractured his heel. His family thought it was a straight forward injury. But the pain started to spread everywhere, making him immobile.“It went up my calf, and my whole leg and calf were getting really swollen,” Neale said. “It started with like a three out of ten, but it became a ten out of ten for my whole body.”His x-rays showed recovery, but his pain was not going away. The injury puzzled locals doctors. "They kind of just said, ‘We're not sure.’ This is the weirdest thing I've ever seen,” Neale said. Their last hope was the Children's Specialized Hospital in New Jersey, where they had an advanced chronic pain management program. There, the specialists told him his diagnosis: complex regional pain syndrome."You never take any drugs. You literally have nothing but yourself,” Neale said. Unlike traditional methods of pain relief, this program does not use any opioids.“People want a quick fix. The magic pill. The magic surgery to make everything get better, but most of the time, that's not available,” Andrew Skalsky, Division Chief of Rehabilitation Medicine at Rady Children’s Hospital, said. They have a tough love approach, combined with alternative therapies."I came in being unable to walk, and the very next day, they forced you to run. They forced you to swim."“Unfortunately with a lot of chronic pain patients, they actually have to somewhat create more pain to make themselves better, but then also giving them the emotional and psychological tool kit to cope with that pain,” Skalsky said.Today, Rady Children’s Hospital announced they too will be adopting this program, so in the future, patients like Neale can get the treatment they need closer to home. For Neale, it was a seven-week treatment in New Jersey that fixed his chronic nerve pain. He came back to Encinitas, not hooked on drugs. There were no side effects. "From the day I left to now, I can do everything I want to do,” Neale said. Neale’s recovery led to the discovery of a new passion. The 6’8” senior at San Dieguito Academy is now a star volleyball player. In the fall, he will play for the University of Toronto."Going from being completely dysfunctional, to being a fully functioning human, with only doing it through physical therapy and natural ways is amazing,” Neale said. Students at Grossmont High School need guitars for class."We'll have 80 students plus taking guitar this year," says teacher Jeremy Cooke. "It is vital for them to be able to play a guitar at home."The high school is not able to provide an instrument for each student."We're a Title I school. So over half of our students get free or reduced lunch, and many can't afford their own guitar."Cooke made a post on Facebook asking for the community to donate any used or new guitars. He says the response has been amazing. As of Monday afternoon, Cooke has received over 30 guitars. Many others are pledging to donate."I've been driving around the county picking up guitars, meeting the people who are donating, and its really neat to see, especially during these tough times."As part of his distance learning plan, Cook has compiled multiple videos recorded over the years to help students learn to play the guitar.Once the class is finished, the students will return the donated guitars to the school for others to use the following year.Grossmont High School is still in need of more guitars. (KGTV) -- Mexican authorities are investigating the discovery of a tunnel near the Otay Mesa border in San Diego, U.S. officials said.Department of Homeland Security officials confirmed the discovery Thursday morning but did not provide any further details.“At this time, U.S. authorities are aware of a tunnel discovered by Mexican law enforcement officials near the Otay Mesa border. However, we have not yet determined whether the tunnel entered into the U.S.," said Lauren Mack, a spokeswoman with the DHS.All that is known at this time is that the tunnel is in Mexican territory, south of Otay Mesa which stretches east of 805 and south of the 905 freeways.10News station partner Televisa reports that the tunnel does cross the border.
