SAN DIEGO (KGTV) -- One man is in jail after police say he bit an officer while resisting arrest. The incident happened in the East Village at approximately 4:30 a.m. Monday morning near Market Street. Police say they received a report of a man behaving erratically and when they arrived the man was rolling around in the the middle of the street. Video shows officers approach the man attempting to resolve the situation peacefully when the man backs away and falls on the the 10News Breaking News Tracker vehicle. Police say the man bit an officer on the knuckle as they were detaining him. He was transported to a hospital where police say he vandalized hospital equipment. The unidentified man was then released by the hospital into police custody where he is facing vandalism and resisting arrest charges. 824

SAN DIEGO (KGTV) -- Police are investigating after a man was stabbed in East Village Wednesday night. According to San Diego Police, the stabbing happened on the 1500 block of Commercial just after 5 p.m. Police say a 26-year-old man was involved in a fist fight with the suspect when, during the fight, the suspect stabbed the victim in the ribs. The 26-year-old was taken to the hospital with non-life threatening injuries. The suspect fled the scene and hasn’t been located, police say. He is described as a 35-year-old black man approximately five feet, seven inches tall and clean shaven. He was last seen wearing a light-colored, short-sleeved shirt and had a scar down his abdomen. 698

(CNN) -- Drone strikes on Saudi Arabian oil facilities have disrupted about half of the kingdom's oil capacity, or 5% of the daily global oil supply, people with knowledge of Saudi's oil operations told CNN Business.Yemen's Houthi rebels on Saturday took responsibility for the attacks, saying 10 drones targeted state-owned Saudi Aramco oil facilities in Abqaiq and Khurais, according to the Houthi-run Al-Masirah news agency.Five million barrels per day of crude production have been impacted after fires raged at the sites, one of them the world's largest oil production facility, people with knowledge of the kingdom's operations said. The latest OPEC figures from August 2019 put the total Saudi production at 9.8 million barrels per day.A source told CNN Business that Aramco "hopes to have that capacity restored within days."The Saudi interior ministry confirmed the drone attacks caused fires at the two facilities. In a statement posted on Twitter, the ministry said the fires were under control and that authorities were investigating."Abqaiq is perhaps the most critical facility in the world for oil supply. Oil prices will jump on this attack," Jason Bordoff, founding director of the Center on Global Energy Policy at Columbia University, said in a statement.The development comes as Saudi Aramco takes steps to go public in what could be the world's biggest IPO. Aramco attracted huge interest with its debut international bond sale in April. It commissioned an independent audit of the kingdom's oil reserves and has started publishing earnings. Over the past two weeks, the kingdom has replaced its energy minister and the chairman of Aramco.Saudi Arabia, the world's largest oil exporter, has cut back on production of crude and other energy products as part of an OPEC effort to boost prices. Saudi Arabia produces approximately 10% of the total global supply of 100 million barrels per day.The International Energy Agency said on Saturday it was monitoring the situation in Saudi Arabia. "We are in contact with Saudi authorities as well as major producer and consumer nations.  OCEANSIDE (CNS) - An electronic device that can bring down drone aircraft, presumably as they interfere with emergency firefighting planes and police helicopters, has been obtained by Oceanside police, it was reported Saturday.Oceanside police and the Los Angeles County Sheriff's Department were among the first police agencies to acquire a "Drone Killer" from IXI Technology, a Yorba Linda company that supplies electronic equipment to the U.S. armed forces, the San Diego Union-Tribune reported Saturday. Deputies deployed the anti-drone device at the 2017 Rose Parade.IXI Technology agreed to donate the ,000 drone-incapacitating weapon to Oceanside police and made a presentation to the Oceanside City Council on March 28, the Union-Tribune reported."The purpose is primarily for emergency situations," Oceanside police Lt. Aaron Doyle told the newspaper. "It won't be used when someone complains about a neighbor flying a drone. It's pretty much for a life-or-death situation, to save lives."Drones can force authorities to ground air operations to avoid collisions. That's what happened in December during the Lilac fire, when aerial firefighting had to be called off for more than an hour due to a drone in the area.The device can be pointed at a drone in the air and will cut off communication between it and its operator, the Union-Tribune reported. A drone targeted by the device will either hover in place, return to the place it was launched or simply land, depending on its programming.The device can disable most drone models, IXI Technology's Andy Morabe told the Union-Tribune. When the drone killer encounter's a drone it can't stop, the company plans to rewrite software to remedy the problem within days, Morabe said. 1754
