OTAY MESA, (KGTV) -- Construction for President Trump's border wall is set to begin the end of the month, but law enforcement is already prepping for protests.There are not too many visitors at the end of the only road that goes into the border project. Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days.The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. In the same week as the one-year anniversary of the Standing Rock protests over the Dakota Pipeline, law enforcement is guarding this patch near the border as it could become ground zero for the immigration debate. 1248

OCEANSIDE, Calif. (KGTV) - A state-wide program to help community college students transfer to 4-year schools has found increased success at Mira Costa College.The Puente Program helps educationally disadvantaged students navigate the complicated process of applying to 4-year schools, while also bringing them up to speed with other students who start their college careers at universities."They would transfer, but they were not ready," says Mira Costa Puente Counseling Coordinator Sinar Lomeli. "They didn't have the reading or writing comprehension skills. So they couldn't compete with students who were already there."The Puente Program began in 1981 at Chabot College in Hayward. It's now in 64 community colleges around the state. The students take two semesters of English reading and writing classes, and also get mentoring and counseling to guide them towards a 4-year degree."When I got to school, I was like a dog chasing a car," says Mira Costa Sophomore Manny Ramirez. "Getting into the Puente program gave me a sense of belonging. I could say I belong at college, and I can do whatever I set my mind to."Mira Costa's Puente Program is celebrating its 30th anniversary in 2019. This year they're expanding to let current Puente students volunteer at elementary schools around Oceanside and Vista. That helps them get public service hours they can put on a college application. It also helps inspire the next generation to see college as a possibility."It gives us hope that we're leaving behind something for them to build on," says Ramirez.Results of the Puente Program have been well documented. Between 2013 and 2016, Puente student enrollment at UC schools has increased by 59%. O'FALLON, Mo. — Teachers in at least three states have died after bouts with the coronavirus since the dawn of the new school year.A teachers’ union leader worries that the return to in-person classes will have a deadly impact across the U.S. if proper precautions aren’t taken.AshLee DeMarinis was just 34 when she died Sunday. She taught social skills and special education in in eastern Missouri's Potosi School District.DeMarinis battled COVID-19 in the hospital for three weeks before her death. She became ill last month before kids returned to class, but had been to her classroom preparing for the school year, he sister said.A third- grade teacher named Demetria Bannister also died from the virus in South Carolina on Monday, after being diagnosed on Friday. She was just 28 years old.Bannister had taught at Windsor Elementary School in Columbia for five years, CNN reports. The school district says she was last seen at her school on August 28. She began the school year three days later, teaching her students virtually from home.And two other educators died recently in Mississippi. Tom Slade was one of the teachers who passed away. He died Sunday, according to Vancleave High School, where he taught.“He was a true representation of a Vancleave Bulldog and we will forever miss his wisdom, wittiness, love for all students, and love for his school family,” the school wrote in a Facebook post. “We love you, Mr. Slade, and are so thankful for your impact on our school and community.”It’s unclear how many teachers in the U.S. have become ill with the coronavirus since the new school year began.As for the children these educators are teaching, around 500,000 kids have contracted the coronavirus since the start of the pandemic, according to a recent report from the American Academy of Pediatrics. 1824

(KGTV) — One person was injured after a confrontation following a South Bay party ended in gunfire.San Diego Police said a 38-year-old man had attended a party on Beyer Blvd. in Otay Mesa West before confronting an "old acquaintance" in a parking lot just before 6 a.m.The two got into an argument and the suspect pulled out a gun and shot the man in the legs, police said.The victim suffered non-life threatening injuries.Police only described the suspect as a 26-year-old Hispanic man.Anyone with information is asked to call San Diego Police at 619-531-2000 or 858-484-3154, or Crime Stoppers at 888-580-8477. 643

OCEANSIDE, Calif. (KGTV) - Loved ones are mourning the COVID-related death of an Oceanside grandfather who worked security on the Sprinter train.Matthys Kemp, 67, first became sick around mid-September."A cough and fever. Just thought he was coming down with a bug," said daughter Rinali HillNot long after, his symptoms got worse. Hill says on September 20th, he ended up in the ER."They admitted him. He had double pneumonia and COVID," said Hill.After two weeks on oxygen, Kemp was placed on a ventilator and sedated. He developed a blood clot in his leg and kidney issues.On November 1, Kemp, a father of two and grandfather of three, passed away."Just glad he's not in pain anymore," said a tearful Hill.Hill says her father was kind, generous and well-liked."He definitely had a huge smile and huge heart for everybody," said Hill.Hill says Kemp worked with the North County Transit District for the past decade, including the last five years for the contractor that provides security on the Sprinter train."He loved his job. Felt like he had a purpose, showing up every day in his vest. Felt like it was his Superman cape. Took pride in getting people to their destinations," said Hill.Hill isn't sure where her father contracted the virus, but says he was diligent about wearing a mask at work.His long-held wish, known to his family for years, was to have his body donated to science. Hill says when she reached out to local research facilities, they say it wouldn't be possible because of his COVID-19 diagnosis."That’s what he wanted and unfortunately we couldn’t do that for him," said Hill.Hill is now sharing her father's story, urging others to take precautions."Please wear a mask ... This virus can leave behind a family that can’t say goodbye in person, couldn't get hold their hand.
