So why are we still springing forward and falling back an hour?Specifically, Proposition 7 was passed to allow the state legislature to vote to adopt Daylight Saving Time year-round with congressional approval. There lies the answer: congressional approval.Though California has yet to hold a vote, the change to year-round Daylight Saving Time would require Congress' backing. The bill, as written, would set California's standard time to year-round Daylight Saving Time — after the government authorizes the state to do so.If that approval were to come, California would apply year-round Daylight Saving Time beginning the second Sunday of March at 2 a.m.Chu said Friday he plans to introduce a resolution in Congress to authorize the change come in January.RELATED: Daylight Saving Time is here: Remember to set your clocks forward this weekend“I am committed to ending the harmful practice of switching our clocks twice a year and delivering on the voter’s decision at the ballot box in support of Proposition 7,” said Chu. “I share voters’ frustration that we will be shifting back to standard time on Sunday. Unfortunately, California and other states cannot move forward with permanent daylight saving time without authorization from the federal government."In January, I will introduce an Assembly Joint Resolution urging Congress to authorize states to practice permanent daylight saving time and continue my work to pass Assembly Bill 7 so California is ready for when Congress decides to take action."California is one of 14 states this year to introduce legislation for permanent Daylight Saving Time. There are also four bills waiting in Congress that could allow California and other states to make the time shift: H.R. 1556, S. 670, H.R. 1601, and H.R. 2389. SAN DIEGO (KGTV) - Less than two weeks before Halloween, people across the county are getting creative and building candy chutes in hopes of a safer version of door-to-door trick-or-treating.In the yard of the Witthoft home in Lakeside, a large display stands in testament to a four-decade old family tradition of Halloween fright."We love Halloween. It's a fun holiday, a scary holiday. Seeing people dressed up. It's a lot of fun," said Chris Witthoft.Witthoft says part of that fun is handing out candy. That tradition, like so many things this year, is wrapped in uncertainty because of the pandemic."We've done it for so long. Just don't want to let the kids down," said Witthoft.So Witthoft and her family decided to build their own solution: two candy chutes created from PVC pipes and then painted. Witthoft and other family members will push the candy down the chute, staying six feet from the kids."All of us will have gloves and masks on, with social distancing circles along our fence," said Witthoft.Witthoft says the line to get to the candy will be socially distanced, while the chute and nearby areas will be constantly wiped down.To the west, in Rolando Village, Amberosia Vivar has designs on her own candy slide."Will make it out of PVC pipe ... It brings a little excitement for families stuck inside for months. I know my kids have been looking forward to Halloween for months," said Vivar.Across social media, ABC 10news has seen countless examples of San Diegans creating similar candy chutes, but is it safe? County guidelines recommend against any door-to-door trick-or-treating, a chief concern is kids congregating to get the candy. That 'congregating' is also a potential issue with the candy chutes. It's something the Witthofts and Vivar say they'll be watching out for."We can remind the kids, remind the families, maintain your distance," said Vivar."We want to be as safe as possible but still want to carry on our tradition for the kids," said Witthoft. 1995

According to AAA of Southern California, 3.5 million SoCal residents plan to travel for the holiday, marking an all-time travel record for the holiday for the third year in a row. 79 percent of travelers in California are expected to travel by car, while 13 percent are planning to fly. Eight percent will travel by other means. SAN DIEGO (KGTV) — In what's being hailed by organizers as the greatest gathering of surf legends San Diego has ever seen, the first members of San Diego's Surfing Hall of Fame will be inducted Tuesday night.The ceremony set for Belly Up Tavern in Solana Beach will celebrate 14 individuals who have made pioneering contributions to San Diego's surfing culture. "These innovators and pioneers have emerged everywhere that waves break. In this regard, San Diego has been particularly blessed," organizers write. "Our 70 miles of coastline have produced some of the most innovative shapers and wave stylists in the sport.
