SAN DIEGO (CNS) - The San Diego City Council today approved an emergency ordinance requiring hotels, event centers and commercial property businesses to recall employees by seniority when businesses begin to recover and to retain employees if the business changes ownership after the worst of the COVID-19 pandemic abates.The local ordinance applies to hotels with more than 200 rooms, janitorial, maintenance and security companies with more than 25 employees and gives recalled employees three days to decide whether to accept an offer to return.The ordinance, which was approved on a 7-2 vote, will remain in effect for six months or until Dec. 31, depending on Gov. Gavin Newsom and whether he signs Assembly Bill 3216 into law statewide. The state legislation has a significantly lower bar, requiring hotels with 50 or more rooms and event centers with 50,000 square feet or 1,000 seats or more to employ retain and recall rules by seniority.Derrick Robinson, of the Center on Policy Initiatives, said the ordinance is a good step toward protecting older workers and Black and Latino workers.``A recall by seniority protects against discrimination and favoritism,'' he said. ``And a retention protects workers when a business changes ownership.''Robinson said more than 90,000 hospitality and food service workers had lost their jobs since March, with less than half returning to work. Councilman Chris Ward drafted the ordinance for service and hospitality workers.``Council's action to approve my Emergency Recall and Retention Ordinance will ensure the most experienced San Diegans, in our most critical sectors, are rehired first to promote efficiency and safety as we re-open and rebuild our economy,'' he said. ``For months, we've heard from San Diegans who are at risk of losing their careers after decades of service. These workers deserve fair assurances that they will be able to rebuild their lives after the pandemic and continue to work and provide for their families and loved ones.''Councilmen Scott Sherman and Chris Cate cast the dissenting votes, even after several business-friendly amendments by Councilman Mark Kersey were added.Sherman saw it as government overreach which doesn't allow businesses to be flexible or hire back on merit.``Regional hotels are facing the most serious economic crisis in the history of San Diego. Flexibility and business expertise is needed to save the industry from unprecedented declines in tourism due to COVID-19,'' Sherman said. ``Instead of supporting this vital sector, the City Council has attached a heavy bureaucratic anchor around the necks of the hotel industry. This heavy- handed ordinance drafted by union bosses could result in the closure of several hotels already struggling to survive.''Council President Georgette Gomez saw the ordinance as a win for the tourism industry, but more specifically for the workers laboring in that industry, particularly coming off Labor Day weekend.Several dozen San Diegans called in to voice thoughts and concerns about the emergency ordinance.Among them were workers, some of whom have been in the hospitality industry for decades, who urged the council to help them and their families, while multiple business organizations and hotel owners decried the ordinance as union heavy-handiness which could sink their struggling businesses. 3353

SAN DIEGO (CNS) - San Diego County public health officials have reported 306 newly confirmed cases Sunday and no additional deaths from COVID- 19, bringing the county's totals to 29,883 cases and holding the death toll at 565.No new community outbreaks of COVID-19 were identified Saturday. In the past seven days, 37 community outbreaks were confirmed.Of the 5,655 tests reported Saturday, 5% were positive. The 14-day rolling average percentage of positive cases is 5.3%. The state's target is fewer than 8% of tests returning positive.Of the total positive cases, 2,577 -- or 8.6% -- required hospitalization and 652 -- or 2.2% -- were admitted to an intensive care unit.According to county data, 57% of adult San Diego County residents have underlying medical conditions such as high blood pressure, heart and lung disease, cancer, diabetes and obesity. These conditions put such people at higher risk for serious illness should they contract COVID-19.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. The highest age group testing positive for the illness are those 20-29, and that group is also least likely to take precautionary measures to avoid spreading the illness, a county statement said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," said Dr. Wilma Wooten, the county's public health officer. "What they don't realize is that they could get infected and pass the virus to others who are vulnerable."An amendment to the county's public health order, which went into effect Wednesday morning, now requires all employers to inform employees of any COVID-19 outbreaks or cases at a place of business. Previously, the county recommended employers disclose outbreak information but did not require it."We are continually adjusting and making refinements," said county Supervisor Nathan Fletcher. "We believe most entities are acting responsibly, but this will ensure employers inform their employees."Speaking at the county's daily coronavirus briefing on Wednesday, Fletcher and county Supervisor Greg Cox said the county is rapidly attempting to recruit more Spanish-speaking contact tracers and investigators and increase testing in the South Bay, where communities are reporting the highest rates of COVID-19 in the county. The percentage of Latino contact tracers and investigators hired by the county is currently 25%.The head of the Chicano Federation of San Diego County was critical of the county's response, saying it had not taken actions to reflect its demographics in contact tracers -- an inaction that could be exacerbating cases and reporting in the county's Latino population."We were told repeatedly that the county was working diligently to hire people from the community to serve as contact tracers, and that they were being intentional about making sure contract tracers and investigators were representative of the community. They lied," Chicano Federation CEO Nancy Maldonado said in a statement Wednesday."The County of San Diego has failed Latinos at every step of this pandemic," she said. "Lives have been destroyed because of failed leadership. The response from the county has been irresponsible -- and San Diego County's Latino community is paying the price."Latinos make up 61% of those hospitalized in the county from the virus and 45% of the deaths. They compose around 35% of the county's population.Cox and Fletcher also said they would bring a plan for a safe reopening compliance team before the full Board of Supervisors. SAN DIEGO (CNS) - Researchers at the UC San Diego School of Medicine released a study Friday looking into loneliness in elderly adults, and found it can be overcome in a variety of ways.The researchers noticed what appeared to be an epidemic of loneliness among adults in senior living or retirement communities, and sought to identify why. According to the study, 85% of the interviewed residents reported moderate to severe levels of loneliness.Dr. Dilip V. Jeste, senior author of the study and senior associate dean for the Center of Healthy Aging and professor of psychiatry and neurosciences at UC San Diego School of Medicine, said loneliness can be deadly.``Loneliness rivals smoking and obesity in its impact on shortening longevity,'' Jeste said. ``It is a growing public health concern, and it's important that we identify the underlying causes of loneliness from the seniors' own perspectives so we can help resolve it and improve the overall health, well-being and longevity of our aging population.''RELATED: Resource guide: keeping seniors protected from abuseJeste said he found few published, qualitative studies about loneliness among older adults, particularly in the independent living section of senior housing communities.He said several personal and environmental factors impacted the study subjects, all 100 of whom lived in an independent housing section of senior- living centers in San Diego.``Loneliness is subjective,'' Jeste said. ``Different people feel lonely for different reasons despite having opportunities and resources for socialization. This is not a one-size-fits-all topic.''One seemingly common factor for most older adults was loss. Losing spouses, siblings and friends can be difficult at any age, but as contacts from younger years dwindle, Jeste said he found that many residents found making new friends difficult and not as fulfilling as those with whom they grew up. I'm not afraid of it. I used to climb mountains. I want to keep moving, even if I have to crawl. I have to be realistic about getting older, but I consider and accept life as a transition,''' Jeste said. ``Another resident responded, 'I may feel alone, but that doesn't mean I'm lonely. I'm proud I can live by myself.'''According to the National Center for Health Statistics, by 2029, more than 20% of the U.S. population will be over the age of 65. SAN DIEGO (CNS) - Southwestern College President and Superintendent Kindred Murillo will retire at the end of this academic year after serving 24 years in the California Community College System, the college confirmed Wednesday.Beginning as an adjunct faculty member at Desert Community College District, Murillo has served in various roles. She spent 11 years as a chief business official and served her last nine years in the system as a college president, first at Lake Tahoe Community College District, and then at Southwestern College for more than four years."It is the commitment faculty, classified professionals and administrators have had to the success and achievement of our students that has made my career so rewarding," Murillo said. "Southwestern College has been the most remarkable community college I have had the privilege of serving during my entire academic career. We have worked together to establish a path of transformation for our students and our community."Murillo guided the college's accreditation status from warning to reaffirmation within her first year. According to a college statement, she also tackled a backlog of personnel investigations and complaints, increasing accountability at the district.Early in her tenure, she formed an Advisory Task Force on Inclusion & Race Relations that was intended to acknowledge a history of racism and inequity by design and to "develop transformative interventions designed to strengthen, enhance and support culture change," a college document said.Governing Board President Nora Vargas credits Murillo's commitment for positioning Southwestern College as a model of equity in the California Community College System."Murillo's transformative changes would have taken any other leader a decade to accomplish," Vargas said. "The work she has done will continue to benefit our students and our community for years to come. This will be her legacy."According to the college, some of her other accomplishments include:-- Implementing hiring practices, procedures and professional development that have resulted in the diversification of Southwestern College faculty, staff and administrators by almost 8%, and the leadership of the college by 14%, over a three-year span-- Moving from a 17% diverse executive leadership team to 75% diverse executive leadership-- Increasing graduation rates as measured by the College Scorecard by 10% in a little more than three years-- Entering into a partnership with San Diego State University to launch an SDSU Microsite at Southwestern College that will provide access to four-year degrees to Southwestern graduates on the Southwestern College Chula Vista campusMurillo said she is looking forward to retirement with her husband Michael and her son Vance. SAN DIEGO (CNS) - The Department of Defense announced 0 million in awards Thursday for 5G experimentation and testing at five U.S. military test sites, including Naval Base San Diego.The DOD says the projects represent the largest full-scale 5G tests for dual-use applications in the world, with officials from the military, technology industry and academic experts collaborating to advance DOD's 5G capabilities.The San Diego portion of the testing involves a project to develop a 5G-enabled smart warehouse that improves materiel and supply handling, management, storage and distribution for the Navy's Fleet Logistics Center in San Diego and creates a proving ground for testing, refining and validating emerging 5G enabled technologies.A Naval Base Coronado warehouse operated by the Naval Supply Systems Command Fleet Logistics Center will be used to prototype a smart warehouse use case and perform at-scale experimentation.AT&T, GE Research, Vectrus Mission Solutions Corp. and Deloitte Consulting LLP will take part in designing and building the 5G test bed, network enhancements and warehouse specific applications, according to the DOD.Naval Information Warfare Center Pacific will lead the technical assessment and support the implementation and execution of the experiments, performing tests and evaluation, and ensuring the deployed 5G technology and smart warehouse applications meet the expectations of the Navy and the Office of the Under Secretary of Defense for Research and Engineering.Michael Kratsios, Acting Under Secretary of Defense for Research and Engineering, said, "The Department of Defense is at the forefront of cutting- edge 5G testing and experimentation, which will strengthen our nation's warfighting capabilities as well as U.S. economic competitiveness in this critical field."Through these test sites, the department is leveraging its unique authorities to pursue bold innovation at a scale and scope unmatched anywhere else in the world.
