BEIJING, April 19 (Xinhua) -- He Guoqiang, a senior anti-corruption official of China, has called for strengthened supervision of relief fund and materials in northwest China's quake zone, vowing harsh punishments for dereliction of duty and embezzlement."We should learn from experiences after the Wenchuan earthquake (on May 12, 2008) and strengthen the supervision of quake relief work in Yushu," he said Monday at a meeting on supervising the relief fund and materials after a 7.1-magnitude quake hit Yushu in Qinghai Province on Wednesday.He, head of the Central Commission for Discipline Inspection of the Communist Party of China, urged local Party and government organizations in the disaster-hit areas to fully supervise every aspect and stage of the relief work to uncover any behavior violating laws and disciplines.He vowed harsh punishment for anyone caught committing offenses, especially dereliction of duty and embezzlement of public funds.He also called for transparent and fair use of all funds and materials, and promised timely publication of the latest relief information.The 7.1-magnitude quake has claimed 1,944 lives, injured 12,135 and left 216 people missing in Yushu Tibetan Autonomous Prefecture.
BEIJING, April 22 (Xinhua) -- China's top food safety authority issued new regulations Thursday, setting more stringent requirements on the use and the approval of food additives.The Ministry of Health's "Regulations of New Food Additives," published on its website, set six new restrictions on the use of food additives.The new regulations forbid the use of food additives to mislead consumers about the content and quality of food or to fake food content.Using food additives to disguise decaying and bad quality food is also forbidden.Under the new regulations, food producers are required to use the minimum amount of necessary food additives, and are not allowed to use those that would reduce the nutritional value of food.The ministry would approve new food additives, only if they are proved to be necessary in food production and safe for humans in tests organized by the ministry, the new regulations stipulate.The ministry must conduct reassessments of the safety of its approved food additives, when their necessity and safety are questioned by new research results.The new regulations takes effective Thursday.Food quality in China has been a major concern after a series of scandals.In 2004, at least 13 babies died from malnutrition in the east China's Anhui Province and another 171 were hospitalized, after consuming infant milk powder that contained too little protein.In November 2006, the country's food safety authorities found seven companies producing salted red-yolk eggs with cancer-causing red Sudan dyes to make their eggs look redder and fresher.And in 2008, six babies died and 300,000 others fell ill after being fed with baby formula made from milk contaminated with the industrial chemical melamine.
YUSHU, Qinghai, May 20 (Xinhua) -- A mental health facility was established in Yushu, northwest China's Qinghai Province, Thursday to provide psychological counseling for the victims of last month's massive earthquake.The facility will ease the quake-victims' psychological trauma.The April 14 quake took the lives of at least 2,200, injured another 12,135 and left countless emotionally scared and reeling from the loss of family members and friends."It may take five to ten years for victims to recover from their psychological trauma. It is hard to heal such trauma without professional help," said Shi Zhanbiao, an expert with the Psychological Research Institute under the Chinese Academy of Social Sciences (CASS).The facility was established by the institute and the Qinghai Academy of Social Sciences.It will help restore quake-victims' mental health, he said.China's central government has allocated 9 billion yuan (1.32 billion U.S. dollars) for reconstruction in quake-devastated Yushu this year, according to a statement issued after a regular State Council meeting Wednesday.The meeting also established a three-year target for rebuilding homes, schools and roads in the county.The Ministry of Finance will allocate more money in the second and third years.
URUMQI, May 14 (Xinhua) -- Internet services were resumed in northwest China's Xinjiang Uygur Autonomous Region Friday, 10 months after a riot in Urumqi on July 5, the regional government said.In a document released by its press office, Xinjiang's regional government said Internet services were "fully resumed" in line with the region's needs for maintaining stability and boosting social and economic development.The move was also aimed at meeting the Xinjiang residents' requests for information, it said.Xinjiang has 7 million Internet users.The government expressed appreciation for the netizens' understanding and support when Internet connection, international long-distance calls and mobile phone text messages were cut in some areas of Xinjiang after the July 5 riot.Disruption of communication was aimed at cracking down on the riot quickly and prevent violence from happening again, as the riot was believed to have been orchestrated by separatists via the Internet, text message and long-distance telephone calls.Resumption of Internet services in Xinjiang has been a gradual process. Access to two leading news websites, xinhuanet.com and people.com.cn, was restored in December, followed by access to another two portal websites, sina.com.cn and sohu.com, on Jan. 10.Email services were resumed in March. International long-distance calls and mobile texting services have also been resumed gradually.
