SAN FRANCISCO (AP) — San Francisco became the first major U.S. city to ban the sale of electronic cigarettes after supervisors gave the measure its second and final vote Tuesday.Backers say they hope the legislation will curb underage use of e-cigarettes, but critics say the ban will make it harder for adults to purchase an alternative to regular cigarettes.San Francisco is a city that celebrates its marijuana culture, but it appears deeply opposed to other vices. SAN MARCOS, Calif. (KGTV) — City officials in San Marcos held a ground-breaking ceremony Wednesday for a 0-million infrastructure project, designed to mitigate flooding.The project will help manage flooding along the San Marcos Creek using two new bridges and channelize parts of the creek. One bridge will be on Brent Avenue and the other will be on Via Vera Cruz. Both bridges will also include bike and pedestrian paths. SANA DIEGO, Calif. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

SANDY SPRINGS, Ga. – A babysitter in Georgia has been charged with the murder of a 2-year-old girl who was under her care.The Sandy Springs Police Department said in a statement Tuesday that it began investigating on Dec. 9, when it received a report of an unresponsive child inside an apartment.First responders rushed the girl to an Atlanta-area hospital, where police say she was pronounced dead by medical personnel.Detectives say the child had been in the care of her babysitter at the time, 29-year-old Kirstie Flood.Later, police say an autopsy performed on the child revealed she suffered severe injuries that resulted in her death while under the care of Flood.Flood has since been arrested and charged with two counts of felony murder, one count of malice murder, one count of aggravated battery, and one count of cruelty to children.The police department didn’t release the identity of the victim. However, loved ones have told news outlets in the Atlanta area that the girl’s name was Fallon Fridley.Fallon’s parents told WSB-TV that Flood had been their full-time babysitter since August and they never suspected she would be capable of something like this.According to a warrant obtained by WSB-TV, police allegedly discovered Flood had been searching things on her phone, like “what type of people enjoy abusing other people’s children” and “what does it mean to have a sudden urge to beat a child that’s not yours.”Authorities are continuing to investigate.
