(KGTV) — Two people are dead following a wrong-way collision on Interstate 15 in North San Diego County late Friday.A white Hyundai Elantra heading northbound entered southbound I-15 from Deer Springs Rd. at about 11 p.m., according to California Highway Patrol. The male driver was reportedly using the fast lane as he traveled at high speed in the wrong direction, CHP said.A CHP trooper started a traffic break near State Route 76 in an attempt to stop the Hyundai, but the vehicle failed to stop for the traffic break and continued northbound. The driver of the Hyundai, identified as a 23-year-old from Lake Elsinore, was taken to Palomar Medical Center, where he later died.Investigators believe impairment was a factor in the crash. RALEIGH, N.C. – The Associated Press has declared President Donald Trump the winner in North Carolina, though Joe Biden is still projected to win the presidency. The AP concluded Friday that there were not enough outstanding ballots remaining to be counted in the state that would allow Joe Biden to overtake Trump’s lead of 73,697 votes.Friday was the deadline for counties in North Carolina to certify their results. Following updates from most counties in the state, Trump leads Biden by 1.3 percentage points.Trump campaigned aggressively in North Carolina with in-person rallies at the height of the coronavirus pandemic, including gatherings in Fayetteville, Winston-Salem and Greenville in the weeks before the election.He was scheduled to hold the Republican National Convention in the state but pulled out after a fight with the state’s Democratic governor over coronavirus restrictions. RAMONA (KGTV)— Representative Duncan Hunter -R (CA-50) kicked off his Memorial Day weekend in Ramona, at a town hall-style meeting. He and his father, former Congressman Duncan Hunter Sr. - R were guest speakers at "The Border: Then and Now!" event, hosted by a conservative group, American Liberty Forum- Ramona. The elder Hunter remembered San Ysidro during his early years in Congress in the 1980s and 1990s. "The border was a no-man's land. And everybody knows that here, that you didn't go to the border when it was close to being dark," Hunter Sr. said. Border Patrol statistics showed in 1986, San Diego agents apprehended nearly 630,000 people attempting to cross the border illegally. But double-layer fencing dropped that number to close to 32,000 arrests in 2016. They also argued that crime numbers dipped, and the economy boomed in that time. Because of these, both Hunters said they support the President's Border Wall plan. "If you can move troops to Syria, then you can move troops to the border, and build a wall on the border, and say it is in the interest of national security," the current Congressman said. But Friday, a federal judge temporarily blocked the President's plan to transfer military funds to build more border fencing. This was something that the Congressman did not agree with. "His lawyers need to fight it. They need to do it now, and it should go up to the Supreme Court," Hunter said. Hunter also told the audience at Ramona MainStage that he is on board with the President's new merit-based immigration policy. "You get to come here, if you're worth having here," Hunter Jr. said. "I know that sounds mean, but just because you want to come here from another country, doesn't mean you get to."When asked about agricultural and construction jobs, Hunter Jr. admitted that they need to work on special provisions."We understand the needs especially in California and other agricultural states, where they need people to work here, and most Americans don't want those jobs, and they're not going to to do those jobs," Hunter said. RANCHO BERNARDO (KGTV)- A coyote with piping trapped around her neck is still suffering, much to the chagrin of neighbors and animal rescue organizations.Katie Ryan first noticed the mother coyote was in trouble April 15th. She has an outdoor camera that captures her side yard in the overnight hours and, prior to this, she's seen lots of animals travel through."We moved in a little over 3 1/2 years ago, and we had no idea that we were moving onto a pathway for all types of wildlife. We've had a raccoon on a nightly basis recently, one of my neighbors had deer, we've seen roadrunners," she said.Katie's worked tirelessly, monitoring the coyote from her window and calling organizations to get help. "[I'm] making sure she's safe and that no one's out trying to injure her more than she already is," she said.The Fund for Wildlife Animal Center, based in Ramona, brought out a large trap, filled it with bait, but the raccoons got to it before they could trap the coyote.Katie had them remove the trap last weekend after a week of no luck. Her hope is another rescue group will be able to trap the coyote Monday night."I want it humane, I don't want, I did talk with some people who... I was not happy with their trapping ideas because she's already in such bad condition," she said.Katie has grown so invested in the animal, she and her husband came up with a name for her, "because of the tubing around her neck, my husband and I were just joking around about it and we just said it reminds us, she looks like a turtle. So we called her Myrtle the Turtle."As time goes on, the situation becomes more desperate. Katie's pictures show how thin Myrtle's become over the past month and she's worried about Myrtle's pups."She's very cut up and could be septic at this point and I noticed she's starting to have problems with her hind legs and her hips," Katie said. "Just watching her try to move from A to B, is painful, it really actually gives me physical and mental pain to see her in that kind of distress."PETA has gotten involved, saying they want to help. The Fund for Wildlife Animal Center says they have room and experts ready to help once Myrtle's caught.If you find a wild animal, you are advised to not approach it, touch it or feed it, contact animal rescue personnel. 2343

Republican Rick Saccone's campaign has instructed the four counties in Pennsylvania's 18th District to preserve ballots and voting machines, a first step in preparation for a potential recount following the close special election.With election day over and absentee ballots counted, Saccone trailed Democrat Conor Lamb by 627 votes in a district where President Donald Trump won by 20 points. But Saccone had not yet conceded the race Wednesday and now appears poised to challenge the result.Automatic recounts are not mandated in Pennsylvania congressional races, according to the state law. There is a process in place, however, for Saccone's supporters to request a recount when the counties have all the provisional and overseas military ballots and they have been counted.An attorney representing Saccone's campaign notified elections offices in Westmoreland, Washington, Green and Allegheny counties Wednesday of the preservation request, setting a 2 p.m. deadline for responses, according to letters obtained by CNN.
