SAN DIEGO (KGTV) — Navy Region Southwest has a brand new, state of the art headquarters on land that was recently a barren lot, and they didn’t have to pay for it.The 15-acre plot sits on Pacific Highway near the USS Midway and has been owned by the Navy for about a hundred years. Navy Region Southwest Executive Director Joe Stuyvesant said it was once a hub for ships.“Ships would come in and refuel, replenish, resupply so it was mostly supply warehousing and things that were here,” he said.RELATED: Massive biotech hub planned for San Diego's waterfrontEventually, ships stopped coming to the area and instead stopped at other nearby bases. The warehouses that were built remained, and the Navy turned those into office buildings. Now, just one warehouse stands. This is the old building for Navy offices and will soon be torn down now that the new headquarters opened in October.Stuyvesant estimated the cost of their new building at around 5,000,000, explaining the deal they made so the Navy did not have to pay for the facility.“In return for leasing that land to the developer, they would build the Navy a new headquarters building,” he said.Manchester Financial Group signed a lease on the land in 2006, agreeing to fund the 17-story, 373,000-square-foot building. The inside of the building features historic Navy photos, offices, conference space, a gym for employees, and the oceanfront view. A restaurant for the public will also be added to the first floor.Construction on the new Navy facility started in 2018 and ended in 2020. Now, the last remaining warehouse that once housed the Navy offices is set to be torn down.“It really as underutilized and frankly not an attractive parcel to be really on the front doorstep of San Diego,” said Stuyvesant.Earlier in 2020, Manchester sold part of the lot to IQHQ, which is currently building a science hub. Manchester still holds part of the property and plans to build a hotel and plaza on that space.Stuyvesant said this deal is a win-win because the Navy got a new facility that they would not otherwise be able to fund, and the city will benefit from a nicer view and the taxes that come from the property.“The money that we have for facilities really needs to be focused on building piers, building electrical infrastructure, building hangars for the aircrafts, repairing runways,” said Stuyvesant. 2377
SAN DIEGO (KGTV) — One person is dead and another person is facing life-threatening injuries after a pair of separate crashes involving Bird scooters Friday and Saturday.The first incident happened just before 9 p.m. Friday in Hillcrest. San Diego Police said a 42-year-old woman had been riding westbound in the 1200 block of University Ave. in a bike lane when, for unknown reasons, she overturned while on her Bird scooter and hit her head.The woman was taken to a nearby hospital with life-threatening injuries. Police say the woman was not wearing a helmet and had been drinking.In the second incident, a man was riding on a Bird scooter southbound in the 1400 block of Third Ave. when he was hit from behind by a vehicle just before 4 a.m., Chula Vista Police said.26-year-old Esteban Antonio Ramon Galindo died shortly after being transported to the UC San Diego Medical Center, according to police. It's not clear whether Ramon Galindo was wearing a helmet when he was hit.Police said the driver remained at the scene and has been cooperating with police. The cause of the crash was still under investigation Saturday. Investigators did not believe drugs or alcohol were factors in the crash. 1208

But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. After that, Landscaping (43%), Windows (31%), Fencing (28%), Roofing (27%) and Decks (26%) were the most popular.But Cantor says smaller, aesthetic-based upgrades can make your home more appealing to buyers. SAN DIEGO (KGTV) -- North County leaders, including city mayors and Supervisor Jim Desmond, joined Legoland officials Friday morning in a press conference demanding answers from the state as to when and how they can reopen.They said a letter was sent last week to Gov. Gavin Newsom requesting that the state implement protocols to abide by to reopen, similar to what they established with schools.Legoland's park is mainly outdoors and has been closed since March. Their hotel opened in July and hotel guests can access the main promenade but the park wants to open its doors to the public. The park's president, Kurt Stocks, said Legoland has implemented safety guidelines for the attraction to operate outdoors with sanitizer stations, distance markers and temperature checks upon entering. Stocks said he and city leaders believe the state needs to implement guidelines for all businesses across San Diego county, indoor and outdoor, so employees who were furloughed or laid off can get back to work. At Friday's press conference, leaders also stated they constantly receive calls from residents with questions as to when they can open their businesses back up and hope to provide them with answers sooner than later. "We've heard very little and I recognize the state has to make decisions for businesses across California. but what we're doing today is calling on the state to recognize that San Diego attractions are safe to open." 1445
SAN DIEGO (KGTV) — Neighbors are expressing their collective frustration after a vandal tagged a new community mural in South Park."Pretty awful and disrespectful. A lot of time, energy and love into this piece," said Heather Johnson.At 30th and Juniper Street and 30th Street, the community mural sponsored by several neighborhood businesses was targeted by a vandal over the weekend."I think it's disgusting to be honest with you," said Brian Padgett.The phrase "#Neighborhood" was spray-painted over, replaced with the phrase "ETHNIC CLEANSING." At the bottom of the mural, the phrase "#Hipster Pacifism" was tagged in purple."Disheartening, frustrating and an act of cowardice," added Ezekiel Morphis.Neighbors believe the spray-painted messages are sounding off against the gentrification of South Park. The tagged wall is a part of a building which will soon be home to a non-profit restaurant benefiting local schools. It was once home to long-time coffeehouse priced out of the area almost two years ago."It happens in every neighborhood. As a city grows, there is change. This is not the way to handle it," said Johnson.Some paint was quickly put on the tagging, but the creators of the mural — which cost about ,000 — say it may cost another ,000 to repair.
