The uncle of a little boy who ran away from Moton Elementary School in Brooksville, Florida on Tuesday morning is furious about how the situation was handled.Nick Schillinger is shocked that his 5-year-old nephew was able to get away from Moton elementary."If it happened at anyone’s house, that parent would be charged with child neglect. The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124

The threat of a partial government shutdown looms over Washington with just five days to go before funding expires for several government agencies and no agreement yet between Democrats and Republicans over how to resolve a standoff over President Donald Trump's border wall demand.It now looks, however, that Congress will act to extend the rapidly-approaching December 7 deadline.A source briefed on the talks told CNN over the weekend that lawmakers are considering taking up a one-week spending bill to avoid a partial government shutdown by Friday, a move designed to put off a major showdown until after former President George H.W. Bush's funeral proceedings (Congress will be out of session for part of the week because of it).A stop-gap funding measure could temporarily delay a spending showdown. But Democrats and Republicans appeared to be at an impasse over the President's promise of a border wall, raising the question: which side will blink first?Trump wants billion in funding for the wall and Senate Republicans are now weighing the possibility of attempting to allocate billion over the next two years. Any spending bill would need at least some Democratic votes to pass, however, and could not be enacted without some degree of bipartisan support.Senate Democratic Leader Chuck Schumer said last week that Trump should either agree to enact an existing Department of Homeland Security funding bill that has bipartisan support in the Senate and would allocate .6 billion for border security or keep DHS funded for another year via a short-term spending measure known as a continuing resolution.Lawmakers passed a government spending package to fund much of the government prior to the 2018 midterm elections -- so if there is any kind of a shutdown, it would not affect all of the federal government. Foster's ex-girlfriend, Elissa Ennis, said Thursday on ABC's Good Morning America, or GMA. "Like, I was shocked."The interview came more than a week after Foster, 24, then a linebacker for the San Francisco 49ers, was arrested and charged with one count of first-degree misdemeanor domestic violence in Tampa, Florida. Ennis, 28, reported that Foster pushed and slapped her during an encounter on November 24 at a hotel, police said.Ennis' attorney, Adante Pointer, released photos of Ennis' injuries after the assault."After having endured this relationship and then watching her name be tarnished in the press and then watching this person, from her perspective, go unpunished, she wanted to make sure that her side of the story got out," Pointer said.Ennis told GMA it was the third time an incident like this one had happened, including a February case in Los Gatos, California, that resulted in a criminal charge against Foster that was later dismissed and another occasion in October when "neighbors called the police."CNN reached out Thursday to Foster for comment.
