RAINBOW (CNS) - A 51-year-old man was arrested on suspicion of attempting to abduct a 61-year-old woman while she was walking in a senior mobile home community in northern San Diego County, authorities said.At 1:10 p.m. Sunday, a 61-year-old woman called 911 and reported that a man, later identified as Francisco Gutierrez, had attempted to kidnap her in the 4700 block of Oak Crest Road, in a senior mobile home park in Rainbow, Sheriff's Lt. Arnold Aldana.The woman reported that Gutierrez had allegedly crept up behind her, grabbed her and attempted to drag her away, Aldana said. She was able to fight him off and run to a nearby neighbor to call 911.Deputies responded to the area and were flagged down by a witness who directed them to Gutierrez, who was sitting in a vehicle he had allegedly broken into, the lieutenant said.Deputies gave Gutierrez multiple commands to surrender, but he refused and a sheriff's K-9 was deployed, Aldana said. Gutierrez was taken into custody and transported to Tri-City Medical Center in Oceanside for treatment of unknown injuries he suffered during the arrest.Upon release from the hospital, Gutierrez was expected to be booked into the Vista Detention Facility on suspicion of kidnapping, assault with intent to commit rape, resisting arrest and attempted auto theft, Aldana said. 1333

President Donald Trump's administration plans to propose a new rule Friday that would bar abortions at facilities receiving federal family planning funds, according to two people familiar with the plans -- a move aimed squarely at Planned Parenthood, which accepts some federal money for non-abortion services.Long sought by conservatives, the step would take the administration's push to curtail abortions further. There are already laws in place that prevent federal money from directly funding abortions, but groups like Planned Parenthood still accept federal dollars for services like annual screenings and checkups."This proposal does not necessarily defund Planned Parenthood, as long as they're willing to disentangle taxpayer funds from abortion as a method of family planning, which is required by the Title X law," said a Trump administration official. President Donald Trump tweeted on Friday that he has signed an executive order calling for stiff punishment against those who damage statues and monuments.The order comes days after protesters attempted to topple a statue of President Andrew Jackson from Lafayette Park near the White House. Dozens of officers moved in to push the protesters back.In recent weeks, there have been calls from supporters of the Black Lives Matter movement to remove statues and monuments of those tied to slavery and the Confederacy. Those calls have been met with swift opposition from Trump and fellow Republican leaders.But the movement has found support from House Speaker Nancy Pelosi, D-Califfornia, who has asked for 11 statues in the Capitol of Confederate leaders being removed from the complex. “We are looking at long-term jail sentences for these vandals and these hoodlums and these anarchists and agitators,” Trump said earlier this week.Trump later added in an interview with Fox News, “We should learn from the history.
