President Donald Trump tweeted Friday morning that he plans to re-submit a plan to end the Deferred Action for Childhood Arrivals (DACA) program, which offers more than 500,000 young immigrants the chance to remain in the U.S.The Supreme Court ruled against Trump's 2017 efforts to end the program in a landmark decision on Thursday. RANCHO BERNARDO (KGTV)- A coyote with piping trapped around her neck is still suffering, much to the chagrin of neighbors and animal rescue organizations.Katie Ryan first noticed the mother coyote was in trouble April 15th. She has an outdoor camera that captures her side yard in the overnight hours and, prior to this, she's seen lots of animals travel through."We moved in a little over 3 1/2 years ago, and we had no idea that we were moving onto a pathway for all types of wildlife. We've had a raccoon on a nightly basis recently, one of my neighbors had deer, we've seen roadrunners," she said.Katie's worked tirelessly, monitoring the coyote from her window and calling organizations to get help. "[I'm] making sure she's safe and that no one's out trying to injure her more than she already is," she said.The Fund for Wildlife Animal Center, based in Ramona, brought out a large trap, filled it with bait, but the raccoons got to it before they could trap the coyote.Katie had them remove the trap last weekend after a week of no luck. Her hope is another rescue group will be able to trap the coyote Monday night."I want it humane, I don't want, I did talk with some people who... I was not happy with their trapping ideas because she's already in such bad condition," she said.Katie has grown so invested in the animal, she and her husband came up with a name for her, "because of the tubing around her neck, my husband and I were just joking around about it and we just said it reminds us, she looks like a turtle. So we called her Myrtle the Turtle."As time goes on, the situation becomes more desperate. Katie's pictures show how thin Myrtle's become over the past month and she's worried about Myrtle's pups."She's very cut up and could be septic at this point and I noticed she's starting to have problems with her hind legs and her hips," Katie said. "Just watching her try to move from A to B, is painful, it really actually gives me physical and mental pain to see her in that kind of distress."PETA has gotten involved, saying they want to help. The Fund for Wildlife Animal Center says they have room and experts ready to help once Myrtle's caught.If you find a wild animal, you are advised to not approach it, touch it or feed it, contact animal rescue personnel. 2343

(KGTV) - Forest service officials are alerting San Diegans to keep their eyes out for rattlesnakes around property and on local trails as spring sets in.Cleveland National Forest officials found a young rattlesnake hiding in the shade under a drainage pipe at the department's Palomar district office in Ramona this week.The snake was captured and released unharmed, officials said, though "still angry."RELATED: What to do in the event of a rattlesnake biteDespite last year's trends, San Diego has been enjoying a lull in rattlesnake calls. The county has recorded a total of 82 calls since the beginning of 2018, according to Daniel DeSousa, director at the county Department of Animal Services.Last year, San Diego saw a surge in rattlesnake calls to the county. Most of those calls occurred in April but continued well into June. Between January 2017 and March 2017, the county saw 177 calls for rattlesnakes. That number rose to 232 the next month.Traditionally as San Diego heats up, sightings could increase."Due to our very temperate climate, rattlesnakes can be found year round in our County, in communities ranging from the coast to the deserts," DeSousa said during last year's spike. "But snake sightings may spike during hot spells."When encountering a rattlesnake, residents should keep a safe distance away and call county animal services. Animal control officers will be sent out to impound the snake and place it in an area where it doesn't pose a threat to humans.Residents in San Diego County's unincorporated areas or in Carlsbad, Del Mar, Encinitas, San Diego, Santee or Solana Beach can call Animal Services at 619-236-2341. Remember when we used to make plans? It was so long ago now you may not remember, but we actually used to start booking our holiday travel in the summer before prices rose to unaffordable levels. That’s right: We could predict what the world would be like months in advance back then.Times have certainly changed; now, some travelers are starting to wonder whether and how to plan for the holidays. Does it make sense to buy plane tickets? What about using points and miles? And what are the chances of a second (or is it third?) wave of the pandemic?I’ve spent the last few months wading through COVID-19 travel policies, spreadsheets full of airfare and hotel data and other boring industry effluvia so you don’t have to. And I’ve got a few nuggets of advice for anyone thinking about booking holiday travel.For starters: Why rush?Should I book now?Years of conditioning have taught us all the perils of waiting until the last minute. But if you haven’t noticed, this year is not like the others, and travel demand is unlikely to reach normal no matter what happens in the next few months.In other words: You shouldn’t feel any rush to book travel until you’re ready.In fact, you might end up paying more if you book in advance rather than closer to your travel dates. Recently, I analyzed a bunch of hotel price data and found that the cost of booking the same room dropped dramatically when booking 15 days in advance, compared to booking four months in advance.That is, the same rooms cost an average of 7 when booked within 15 days compared to 2 when booked four months in advance. And while this trend might not hold into the winter or through the holidays, it’s certainly a good indication that you’re unlikely to save money by booking hotel rooms now.The trend isn’t quite as dramatic for airfare, though it’s possibly more remarkable, since booking within 15 days has historically been a recipe for getting fleeced.Which airline should I fly?This one’s easier: Delta.We performed a big analysis of airline policies in response to COVID-19 and found that Delta had the best overall rating, with Southwest and Alaska hot on its heels.I won’t bore you with all the details here, but some of the factors we took into consideration include:Mask policy enforcement.Blocking seats and limiting capacity.Offering flexible change and cancellation policies.This last bit is especially important when booking holiday travel this year: Make sure the tickets you purchase can be changed or canceled without incurring a fee. This has gotten significantly easier with various COVID-19 waivers and four major airlines, including Delta, all announcing the elimination of most change fees. Be aware of restrictions that remain around basic economy fares.What about points and miles?Hotel points and airline miles can usually offer good workarounds for sky-high holiday prices. Notice that pesky “usually.” Since cash prices are so low, using points and miles is unlikely to offer better than average value this year.That doesn’t mean you shouldn’t use miles, just that you won’t get especially good bang for your buck from them right now.Will it be safe?That’s the trillion-dollar question, isn’t it? I’m no epidemiologist, so I’m reluctant to wade into these waters, but there is something important to keep in mind: Where are you planning to travel in December?The Institute for Health Metrics and Evaluation at the University of Washington offers public projections for the pandemic broken down by country and state. These reveal some pretty startlingly different scenarios for different parts of the country.For example, the daily per capita infection rate in California is projected to rise from 42.6 per 100,000 today to 155 per 100,000 by December. New York state in December is projected at 30 per 100,000, up from the current 4.4. Utah’s rate is expected to skyrocket to 179 per 100,000 from today’s 13.5.Of course, these are only projections, and nobody knows what will actually happen by December, but it’s good to keep in mind when planning travel. President Donald Trump tweeted early Friday morning he and first lady Melania Trump have tested positive for the coronavirus. "Tonight, @FLOTUS and I tested positive for COVID-19," Trump tweeted. "We will begin our quarantine and recovery process immediately. We will get through this TOGETHER!"The president confirmed late Thursday that Hope Hicks, a senior White House staffer who serves as counselor to the president, was infected with the coronavirus."The White House medical team and I will maintain a vigilant watch and appreciate the support provided by some of our country’s greatest medical professionals and institutions," Dr. Sean Conley, physician to the president, said. "Rest assured, I expect the President to continue carrying out his duties without disruption while recovering and I will keep you updated on any future developments."While Conley is optimistic for the president's recovery, according to CDC guidance, given Trump's weight and age, he is at an enhanced risk of complications from the coronavirus. "Hope Hicks, who has been working so hard without even taking a small break, has just tested positive for Covid 19. Terrible! The First Lady and I are waiting for our test results. In the meantime, we will begin our quarantine process!"
