SAN DIEGO (KGTV) — Birch Aquarium has opened a new exhibit showcasing one of the sea's most beautiful creatures in one of the world's largest habitats for the animal.The aquarium's new permanent exhibition "Seadragons and Seahorses" featuring Weedy and Leafy seadragons and several species of seahorses and pipefish.At the center of the exhibit will sit one of the world's largest seadragon habitats in the world, measuring 18 feet wide, 9 feet tall and containing 5,375 gallons of water, according to the aquarium.The exhibit takes guests into the lives of seadragons and seahorses, showcasing the sea life in a habitat designed to create the ideal environment for them to breed. Guests will learn how to observe the animals like scientists, catch distinguishing features, and identify courting and mating behaviors.The exhibit also gives visitors a peek into the Birch Aquariums Husbandry Team working to ensure the species thrives. SAN DIEGO (KGTV) — City Council leaders Wednesday approved a plan for an emergency moratorium on evictions during the coronavirus pandemic.The emergency law halts evictions within the City of San Diego until May 31, 2020, but tenants must show a substantial decrease in income or medical expenses caused by COVID-19 in order to qualify.RELATED: White House, Congress agree on trillion virus rescue billIf a tenant is not able to demonstrate they've been financially hit by COVID-19 within a specified time frame, a landlord can pursue an eviction. SAN DIEGO (KGTV) - Crime Stoppers released photos Wednesday to find a man and woman suspected of two armed robberies in Otay Mesa and Pacific Beach. The first robbery happened the afternoon of Sunday, July 28 at Tepito Club, a clothing store at 2364 Roll Drive. Police said the pair selected merchandise and approached the clerk, then the woman pulled a gun and demanded cash. The couple took the money and drove off in a blue Toyota Corolla. One day later, police said the two suspects gathered items at the Chevron gas station at 1575 Garnet Ave., eventually demanding cash from the clerk. The man and woman walked away from the area with the money, police said. The suspects are both white, according to Crime Stoppers. The woman is 5’6”, thin, and was wearing a black tank top and grey leggings. The man has a medium build, and is about 30 years old with tattoos. SAN DIEGO (KGTV) - Candalee Carbonel remembers the panic she felt Tuesday when her son's principal called about an incident involving her 7-year-old. "This is a horrible situation, I pray no other family has to go through this," said Carbonel. Her son Cole has autism and managed to walk off the Miller Elementary campus in Tierrasanta without staff noticing. He walked about half a mile to his house. "It broke my heart, knowing I drop off my child every day at school in their hands. They are now responsible to be his safety, to keep him out of danger. This really breaks my heart," said Carbonel. Carbonel says panic turned to frustration when she learned how the school handled the situation. "They should've called 911, called the police, then called me, and I could've helped. I could've been somewhere; I could've come home, I could've been here for my son when he was looking for me," said Carbonel. But instead, the principal went to look for Cole herself, driving to the family's home. She found Cole inside the house, watching television on the couch, and proceeded to take him back to the school and call Carbonel. "It broke my heart that a little kid could be running the streets, and no one called his mom," said Carbonel. She's grateful he made it home safe, but Carbonel says she can't help but wonder what could have happened to him on the walk home. The military family is new to the district, and Carbonel says she's been advocating for her son to have a one-on-one aide as he did in his last school district. She was pushing for more support for her son so that an incident like this wouldn't happen. SDUSD says as a result of this incident, they are going to add an additional staff member to provide above-and-beyond support to Cole's classroom. SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment.
