BEIJING, April 23 (Xinhua) -- China's trade surplus this year will see a decline from the 2009 level despite a recovery in foreign trade, the People's Bank of China, the central bank, said here Friday.An increase in orders would push up export growth to more than 20 percent in the second quarter, while import growth would also stay high due to surging domestic demand and rising import prices, said the bank in a report released on its website."Exports have returned to pre-crisis levels and imports have hit all-time highs after seasonal adjustments," it said.The report said China still faced deteriorating trade conditions with rising trade protectionism and the unstable global economic recovery.China's trade surplus stood at 196 billion U.S. dollars last year. March saw its first monthly trade deficit in six years, with exports at 112.11 billion U.S. dollars and imports surging 66 percent to 119.35 billion U.S. dollars.The country's macro-economy would continue to improve after a better-than-expected 11.9 percent economic growth in the first quarter, said the report, adding, "The Chinese economy has had a good start this year."Companies are more willing to invest, while the people are showing stronger consumption demand," it said.Investment structure had been improved in the first quarter, with private investment rising 30.4 percent year on year, exceeding the 21.1-percent growth of government or state-owned enterprise investment, said the bank.China's retail sales surged 17.9 percent year on year in the first quarter, and fixed assets investment rose 25.6 percent, data from the National Bureau of Statistics showed.The bank also noted that "credit controls have seen initial results", as new yuan-denominated loans fell to 2.6 trillion yuan in the first quarter, 1.98 trillion yuan less than the corresponding period last year.The government has stated that the proactive fiscal policy and relatively easy monetary policy would continue this year, while repeatedly warning of assets bubbles, inflation risks and overheating industries.Soaring commodity prices were one of the government's major concerns, as the consumer price index, the main gauge of inflation, rose 2.4 percent year on year in March, nearing the government's upper limit of 3 percent inflation this year.The bank said it would continue to strengthen liquidity management and keep an "appropriate" growth of money supply, so as to maintain stable prices and strike a balance between maintaining economic growth, adjusting the economic development model and avoiding inflation risks.

BEIJING, June 2 (Xinhua) -- China opposes the U.S. decision to set final duties of up to more than 200 percent on imports of steel gratings from China, the Ministry of Commerce (MOC) said in a statement Wednesday.This came after the U.S. Commerce Department Tuesday announced final anti-dumping duties of 136.76 to 145.18 percent on the gratings to "offset below-market pricing." It also set a countervailing duty of 62.46 percent.MOC said the United States had acted "discriminatorily" in the anti-dumping and anti-subsidy investigation and made the wrong conclusion, and China is dissatisfied and is opposed to this.Such move could hurt the interests of China, which both Chinese government and enterprises would not accept, the ministry said.China urged the U.S. to take effective measures to correct the mistake, it said.According to the U.S. trade remedy procedure, the U.S. International Trade Commission (ITC) will also make its final injury determination about the product soon.If the ITC makes affirmative final determinations that imports of steel gratings from China materially injure, or threaten material injury to, the domestic industry, the Commerce Department will issue anti-dumping duties and countervailing duties orders.In 2009, the United States imposed a series of trade remedy measures on Chinese products, and the value involved was eight times more than that in 2008, the MOC statement said."Such action not only hurts the interests of China, but also has an adverse impact on bilateral economic and trade ties," it said.China hoped the United States could show restraint in using trade remedy measures and act to fight trade protectionism, it said.

HONG KONG, April 16 (Xinhua) -- A volunteer from Hong Kong who lost his life on Wednesday when rescuing others in the earthquake- hit Qinghai province of China, has been recommended for a gold medal for bravery at home, local authority said on Friday.Wong Fu-wing, a 46-year-old volunteer, escaped from the earthquake on Wednesday morning but returned to rescue the trapped orphans and teachers in the orphanage where he worked in Yushu county of Qinghai province. He was critically injured by falling debris in a powerful aftershock.Tsang Tak-sing, Secretary for Home Affairs Bureau of Hong Kong Special Administrative Region (HKSAR) government, said on Friday that Wong has been recommended for the Medal for Bravery of Hong Kong.The Medal for Bravery (Gold), created in 1997, is the first rank in the Order of the Medal for Bravery, awarded for acts of gallantry of the greatest possible heroism or of the most conspicuous courage in circumstances of extreme danger.Chief Secretary Hengry Tang Ying-yen said Thursday that Wong's selfless sacrifice deserved the highest respect and expressed condolences to his family.Wong's family members departed from Hong Kong to the disaster zone of Qinghai province on Thursday to collect his remains. An officer from Hong Kong's Beijing Office was heading to Qinghai on Friday to meet Wong's family and assist local authorities.
