SAN DIEGO (KGTV) – The Valley Fire has forced many East County residents to evacuate, but one homeowner said he and his family have decided to stay in their home and ride the situation out.Leo Prado told ABC 10News, “Where are we going to go? It’s not like we just have luggage and we can go into a hotel. We have animals here.”Prado said picking up and leaving his home in the Deerhorn Valley area, near Jamul, isn’t an easy task, especially with horses and dogs on his property.Prado and his family are staying put, as their area is only under a voluntary evacuation as of Tuesday afternoon.According to Prado, his property has not had power since the Valley Fire started on Saturday. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) - The Rock ’n’ Roll marathon returns to San Diego in June, bringing hundreds of athletes and music to city streets. The 5K event is scheduled for Saturday June 1, while the half-marathon and marathon will be held Sunday, June 2. Entry fees are , 2, and 2 respectively. The marathon course starts on Sixth Avenue near Balboa Park. It extends as far east as Kensington, and north to Mission Bay Park, with a finish in Little Italy. Runners can enjoy the sounds of bands along the course, and support from San Diego cheerleading groups. For those who don’t want to run, the Rock ’n’ Roll Marathon Health and Fitness Expo will take place Friday, May 31, and Saturday, June 1 at the San Diego Convention Center. SAN DIEGO (KGTV) — The woman accused of killing another driver in a wrong-way crash while drunk on a San Diego freeway last year changed her plea Friday.Lauren Ashley Freeman pleaded guilty to gross vehicular manslaughter while intoxicated and DUI causing injury in the Feb. 26, 2018 collision that killed 35-year-old Justin Callahan.Freeman's plea dismisses a murder charge. She is scheduled to be sentenced to 11 years and 8 months in prison at a September hearing.RELATED: CHP reverses blame in fatal wrong-way crash on I-5 rampInitially, Callahan was deemed responsible for the crash. The position of his Volkswagen Jetta after the crash led CHP officers to believe he was at fault. But California Highway Patrol investigators reversed their findings after Callahan's family refuted the claim and the case was re-opened. Freeman was charged with causing the fatal crash in November.Callahan was driving to his Ocean Beach home from work in Chula Vista when the crash occurred on a transition ramp from northbound Interstate 5 and westbound I-8 just before 2 a.m.The 35-year-old died at the scene, while Freeman and a passenger in her Toyota Camry sustained major injuries. Investigators said Freeman had a blood alcohol content of .28 at the time of the crash. 1272
