(KGTV) - One person is dead after a car crash left a vehicle nearly split in the North County at 1:50 a.m. Saturday morning.The crash occurred on Old Castle Road at Gordon Hill Rd. Police found the vehicle nearly split by a tree. The teenage driver was taken to a nearby hospital but died.Police did not name the driver but said he was 20-years-old from Oceanside.A teen passenger in the vehicle also suffered minor injuries but is expected to recover.Investigators said they believe speed played a factor in the crash and the vehicle may have been racing. 616

Two influential staffers at the Environmental Protection Agency are leaving the agency, CNN has learned.The security chief for EPA Administrator Scott Pruitt and the leader of the agency's Superfund cleanup program are both departing, according to an internal email and an agency statement, respectively.The exits come just days after Pruitt's management of the agency, including substantial spending on his personal security, travel, and office, came under scrutiny at back-to-back congressional hearings.Pasquale "Nino" Perrotta, the special agent in charge of the Pruitt security detail, announced his departure in a one-sentence email to colleagues on Tuesday morning."It has been a tremendous honor to serve as a special agent for the past 23 years and I wish you all a safe journey ahead as you move forward in both your professional and personal lives," Perrotta wrote.The security team overseen by Perrotta, a former Secret Service agent, has ballooned under Pruitt. Expensive and elaborate practices, such as flying in first class airplane seats, have drawn the attention of watchdogs like the EPA's own inspector general.Rep. Trey Gowdy, a South Carolina Republican, has indicated the House Oversight Committee, which he chairs, is interested in interviewing Perrotta about Pruitt's security and travel. Perrotta's predecessor was pushed aside after refusing to drive Pruitt around Washington using police lights and siren, three sources familiar with the situation told CNN.The EPA has repeatedly defended the spending and security practices as necessary given an increased level of threats against Pruitt. But Senate Democrats say a whistleblower and internal documents cast doubt on the severity of the threats.The EPA did not respond to CNN's request for comment on Perrotta's departure.The other staffer leaving the EPA is Albert "Kell" Kelly, an Oklahoma business associate of Pruitt who was appointed to lead the Superfund cleanup program."Kell Kelly's service at EPA will be sorely missed," Pruitt said in a statement to CNN confirming the departure.Kelly was a senior adviser to Pruitt whose role at EPA involved managing the program that cleans contaminated sites, such as dumping grounds and former industrial or mining facilities.Pruitt appointed Kelly to the position after the Federal Deposit Insurance Corporation, an arm of the federal government that oversees the banking industry, ended Kelly's banking career with a lifetime ban from the industry. The exact nature of his violations were not disclosed.Kelly's former bank, Spiritbank, handled the mortgage for Pruitt's 2004 home purchase in a suburb of Tulsa, Oklahoma. The bank was also involved in the purchase of a minor league baseball team by Pruitt and business partners.The New York Times reported that Kelly's bank also handled the mortgage on an Oklahoma City house Pruitt purchased through a shell company from a lobbyist. Thank you to everyone who engaged with us upon learning he was in our community," the Riverside County Sheriff's Lake Elsinore station posted on Facebook.The San Diego Sheriff's Department said Sunday on Twitter that Smith was staying at a North County motel and that the department is monitoring his whereabouts.SDSD added that Smith is not wanted for any crime, not on parole or probation, and can move without restrictions. The department warned that nobody should contact, confront, or attempt to apprehend him."We're concerned for the people of San Diego County and we want them to know he's here and we're keeping an eye on him," Undersheriff Mike Barnett said the SAFE Task Force is monitoring Smith 24/7 until he leaves San Diego County.The 59-year-old Smith was released from Coalinga State Hospital on Tuesday after spending 21 years there for openly fantasizing about raping and killing children.He stayed in Los Angeles for one night before making his way to Orange, where he checked into a halfway home on Thursday, said Sgt. Phil McMullin of the Orange Police Department.On Saturday morning, Corona police said Smith had relocated to a motel in that city, where he was being surveilled by law enforcement."Mr. Smith is not on any form of supervised release or required to register as a sex offender. Ken August of the Department of State Hospitals said state and federal privacy laws prohibited the department from commenting.Smith appeared to be "very mild and passive" when McMullin spoke with him Thursday night.State and Orange County Health Care Agency officials referred Smith to the facility. Police warned the administrator of the facility about Smith's past, but he was accepted.Smith pleaded guilty in 1985 to a misdemeanor sex offense against a child, requiring him to register as a sex offender for the rest of his life, Spitzer said.However, in 2005, that requirement was lifted for an unknown reason, Spitzer said."We need to look into this and know why he is no longer a lifetime 290," Spitzer said, referring to the code in the law that requires sex offenders to register with authorities so they can be tracked."We believe he is a lifetime registrant," Spitzer said.In 2002, prosecutors attempted to charge Smith with sexual assaults on a 13-year-old, but the case was thrown out because of an issue with the statute of limitations, Spitzer said.Smith was committed to Patton State Hospital in San Bernardino in 1999 on a psychological hold when his wife gave a psychiatrist a letter her husband wrote that described sex acts he fantasized about on a 7-year-old boy in his neighborhood in Costa Mesa, according to prosecutors.The state kept him locked up in a state hospital under a civil commitment that concluded he was a danger to children, according to prosecutors. Under that law, he had the opportunity to seek release in a trial every six months.But during the hearings he has testified that he continues to fantasize about sexually assaulting and killing young boys, prosecutors said."He calls himself Mr. RTK," which stands for Rape, Torture, Kill, Spitzer said. "That's what I think has kept him in. He says, `If you don't cut off my penis and hands I will molest again.' "Spitzer said he has no real connection to the case because it was a civil commitment, but wanted to warn the public about the potential danger."It's just really upsetting and aggravating to me that one of the governor's departments released a guy who is such an aberration and outlier and it doesn't advise the public," Spitzer said."That's crazy to me. So the only thing I can do under the law is warn people and get his picture out there and build awareness of him, but I can't do much else."It was the county counsel's office that had the authority to object to Smith's release, but it was apparently not notified this time and the hold on him expired on Saturday, Steel and Spitzer said in their letter to Newsom.Spitzer said his office has been in touch with the state Attorney General's Office to determine why the sex offender registration requirement was lifted and whether it can be reinstated. 5848

United Airlines is looking to add flights to their schedule in October, including resuming previously canceled trips and adding new ones.According to the airline, this will bring them up to flying 40 percent of their full schedule in October compared to October 2019. In September, they are only expecting to fly 34 percent of their full schedule.The news comes a week after the airline announced it will furlough more than 16,000 employees in October. That’s when federal bailout money from the federal government expires.The resumed flights include eight routes to Hawaii, “pending approval of the state’s pre-arrival COVID testing program.” Hawaii recently extended their out-of-state visitors ban to October 1. Once they allow visitors and tourists again, travelers must fill out a “safe travels” form and go through pandemic screening measures."We continue to be data-driven and realistic in our approach to rebuilding our network," Ankit Gupta, United's vice president of Domestic Network Planning said in a press release. "Because October is typically a slower month for leisure travel, we're adjusting our schedules to reflect these seasonal changes in customer demand while resuming service or adding capacity on routes where we're seeing increased customer demand for travel."Some of those “data-driven” decisions may have led United to realign their schedule to match “current demand for leisure travel.” The airline says in October they will add more flights on days popular with leisure travelers looking for a long weekend getaway, and will schedule fewer flights on days where demand is lower.Other changes and additions in October include:Resuming or starting new service on nearly 50 routes in the US; mostly from United’s hubs in Chicago, Denver and Houston.Resuming additional service to Florida and along the west coast.Resuming service to 14 international destinations, including parts of South America and Mexico.United was one of the airlines last week who announced they will be permanently eliminating change fees on flights within the US.
