SAN DIEGO (KGTV) — A U.S. Marine stationed at MCAS Miramar has tested presumptive positive for coronavirus after returning from leave in Washington state.The Marine was returning to the base from leave in Washington state where he was visiting family, which is where officials believe he contracted the virus, officials on base familiar with the matter told 10News.A high level source in the military added that the Marine was tested on base for the virus after feeling ill and placed into quarantine while results were pending. The Marine is currently at home under quarantine, off base, that source added.A second Marine who returned from leave in Washington with the first service member is currently considered a person under investigation at Camp Pendleton. Neither Marine had any contact with the passengers from the Grand Princess cruise ship under quarantine MCAS Miramar.The medical clinic that conducted the coronavirus screening has been sanitized and all I MEF Marines and sailors are following hygiene and sanitation guidelines from the CDC, according to I MEF.“We are taking every precaution to preserve the integrity of our warfighting forces, and stand ready to protect the health of our Marines, Sailors, family members, civilian employees, and our local communities," said Lt. Gen. Joseph L. Osterman, commanding general of I MEF. "We understand the severity of this situation and are deliberate in our actions to help diminish the impact of COVID-19, but this has in no way degraded our operational readiness or the ability of our forces to rapidly deploy in support of missions in defense of our nation."Any Marines experiencing flu-like symptoms are asked to stay home and contact a doctor on base to visit them, officials said. All service members are required to self-report to medical personnel if they believe they are experiencing coronavirus symptoms, I MEF added.Symptoms for the coronavirus include fever, cough, and shortness of breath or difficulty breathing. Health experts encourage people to cover their cough or sneeze, wash their hands thoroughly and often, stay home if feeling ill, avoid touching their face and mouth, and clean surfaces often to protect themselves against the virus. 2651

SAN DIEGO (KGTV) - An abandoned building on the edge of Hillcrest could become a game changer when it comes to mental health services.The County Board of Supervisors voted unanimously Wednesday to explore turning the 7-acre site into a behavioral health services center. The facility would be in an area where many of the most vulnerable have no other place to go. The county had initially shopped the site for redevelopment into high-end housing, but County Supervisor Nathan Fletcher pushed his colleagues to make the change. "The old and lingering problem in many ways requires us to think differently," Fletcher said. Fletcher said he recently saw a man walking in the area in a hospital gown with his emergency room bracelet still on, carrying a clear plastic bag. RELATED: San Diego city, county working together in new program to battle homelessness in HillcrestFletcher said it's a common situation."(The man) had been experiencing homelessness, got the highest level most expensive care, nowhere for him to go, he's back on the streets," Fletcher said. Patty Maysent, CEO of UC San Diego Health, says there's a cycle when it comes to mental health needs. "We're placing them," she said. "It's really difficult, there's not enough places to place them, and they churn out pretty quickly, and can end up back in our emergency room."Maysent said homeless people with mental health issues enter the emergency room multiple times a night. UCSD Medical Center, however, has only 18 beds in its closed inpatient unit. "If we can move those patients that are in the inpatient unit into other settings, then we can create capacity for the patients coming into the emergency room."Maysent said it's an issue that's become more widespread over the past few years as cost-of-living increased and hospital facilities aged. The proposed site is within a mile of both UC San Diego Medical Center and Scripps Mercy Hospital. SAN DIEGO (KGTV) -- A suspect was arrested Tuesday on suspicion of rape and torture after a woman reported being kidnapped in Rancho Pe?asquitos Monday morning. According to police, Seyed Hassan Kaboli, 32, was arrested around 3:45 p.m. Tuesday and booked into jail for forcible rape, torture and false imprisonment. The incident unfolded Monday morning around 10:45 a.m. when police were called to the 9800 block of Caminito Bolsa to investigate a report of a kidnapping. RELATED: San Diego Police investigate kidnapping report in Rancho Pe?asquitosA woman told police that she was kidnapped and held against her will. According to police, the woman was interviewed by investigators when Kaboli was identified as the suspect. Kaboli is currently being held on ,000,000 bail. SAN DIEGO (KGTV) - A young man was trapped in his car after a crash on southbound Interstate 15 at I-805 Monday afternoon.The solo-vehicle crash happened about 1:30 p.m. The man went off the freeway and into a tree, leaving his car a mangled wreck.San Diego Fire Captain Steve Salasz described the rescue as a “complicated effort”.Several firefighters used saws to free the man, whose foot was stuck in a floorboard.The man, who was alert and talking during the rescue, was taken to Scripps Mercy Hospital for treatment.There was no word on his condition but Salasz described his injuries as “severe”.Investigators did not release the cause of the crash. 662
