SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. SAN DIEGO (KGTV) -- A San Diego Police Sergeant accused of soliciting sex with a minor was found dead after failing to show up for court Monday. Joseph Ruvido, 49, was absent from his arraignment Monday, forcing a judge to issue a bench warrant and revoking his bail of 0,000. According to police, Ruvido was found dead around 4:25 p.m. as officers conducted a welfare check at his Carmel Valley home. Ruvido was charged Monday with two felony counts of arranging a meeting with a minor with sexual intent and one count of attempted lewd acts on a minor between the ages of 14 and 15.The prosecutor won't provide details citing the ongoing investigation, but says the acts were committed July 6th. Police arrested Ruvido at his home in Carmel Valley on July 26th, two days after getting a Crime Stoppers tip. Before that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit. He'd been with the department for 21 years. SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Thunderstorms will also be possible in some areas.Heavy showers are expected to continue Wednesday morning, with more roadway and local flooding possible, NWS reported.Thursday, if showers continue, flooding could continue to be an issue. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year. Currently, much of California is either "abnormally dry" or in a "moderate drought." SAN DIEGO (KGTV) — A young sea otter who was found stranded on a beach and deemed non-releasable has been given a new name. SeaWorld San Diego took in "Nova" the sea otter in March, where she has been thriving with other sea otters in the park's Otter Outlook habitat.Nova was found abandoned without a mother on a beach in Cambria, Calif., in March 2018. Monterey Bay Aquarium took her in and provided her care. There, she was also paired with an adult female otter to act as a surrogate mother.When the aquarium released her back into the wild about a year later, she was rescued once again and deemed non-releasable by the US Fish and Wildlife. Eventually, Nova was taken to SeaWorld, which is one of the few California facilities that rehabilitates and cares for southern otters. While the park is currently closed due to the coronavirus, SeaWorld says it intends to reopen on July 1 with new health guidance. 921
