Gen. Richardson previously served as FORSCOM's director of operations from 2019-20 and was selected in March 2020 by the Department of the Army to serve as the next DCG for III Corps.Maj. Gen. Scott Efflandt will continue to serve as the deputy commanding general for support and will remain at Fort Hood to assist with the reintegration of III Corps as they return from their mission supporting Operation Inherent Resolve.With Maj. Gen. Efflandt remaining at Fort Hood, the Army will announce the name of a new commander for the 1st Armored Division, which Efflandt had previously been designated to lead. That announcement is expected in the coming days.The Army also announced that Sen. Garrett will appoint Gen. The U.S. continues to lead the world in deaths linked to COVID-19 with more than 222,000 — and some experts believe that figure is much higher. But according to a new study, at least 130,000 of those deaths could have been avoided.According to a study by the National Center for Disaster Preparedness at Columbia University, the U.S. could have avoided between 130,000 and 210,000 COVID-19 deaths had the country adopted mitigation policies similar to those used by other "high-income nations."It's clear that the U.S. has disproportionately felt the affects of the pandemic — though it has just 4% of the world's population, it accounts for 20% of COVID-19 cases worldwide. The U.S. death toll stands in stark contrast to countries with similar resources, like South Korea, Japan, Australia, Germany, Canada, and France.To calculate the U.S.'s "avoidable deaths," the study applied the death rates of those countries to the U.S.'s population. Researchers then subtracted that figure from the U.S.'s current death count.By that calculation, researchers concluded that 130,000 lives could have been saved had the U.S. adopted policies similar to that of Canada's, and that as many as 215,000 lives could have been saved had the country adopted policies similar to South Korea.In explaining why U.S. deaths are disproportionately high, the Columbia researchers cited four key mistakes:Insufficient testing capacity: Researchers cited issues the U.S. had early on in the pandemic in developing and acquiring tests, while countries like South Korea were prepared almost immediately to test for the virus on a widespread scale.Delayed response: A previous Columbia University study determined that instituting national social distancing measures just one or two weeks earlier would have saved 36,000 of lives.Lack of a national mask mandate: Top health officials recommended against masks early on in the pandemic, fearing that doing so would lead to a shortage. The Wisconsin Division of Criminal Investigation (DCI) identified Rusten Sheskey as the officer who shot Jacob Blake seven times in the back in Kenosha, Wisconsin on Sunday.The DCI, which provided its first update on the case late Wednesday, nearly 72 hours after the shooting, said its continuing its investigation, but is not pressing charges as of now.The shooting has prompted massive unrest in Kenosha since. The unrest culminated in a shooting incident that killed two people and injured one person on Tuesday amid the late-night demonstration. A 17-year-old was arrested in connection to Tuesday's shooting.In response to Sunday’s shooting, professional athletes in multiple sports boycotted scheduled games. All three NBA Playoff games on Wednesday were postponed, and a MLB game between the Milwaukee Brewers and Cincinnati Reds was also postponed.Investigators said that Sheskey, who was placed on administrative leave, has been with the police department for seven years.The DCI gave the following description of Sunday’s incident:“During the incident, officers attempted to arrest Jacob S. Blake, age 29. Law enforcement deployed a taser to attempt to stop Mr. Blake, however the taser was not successful in stopping Mr. Blake. Mr. Blake walked around his vehicle, opened the driver’s side door, and leaned forward. While holding onto Mr. Blake’s shirt, Officer Rusten Sheskey fired his service weapon seven times. Officer Sheskey fired the weapon into Mr. Blake’s back. No other officer fired their weapon. Kenosha Police Department does not have body cameras, therefore the officers were not wearing body cameras.”Officials also said that Blake told officers he had a knife. The DCI said that officials later found a knife on the driver's side floor of the car.The only videos of the incident were take bystanders that showed Blake opening his car door before he was shot at a close distance by Sheskey.Blake’s family said on Tuesday that the 29-year-old is partially paralyzed, but was fortunate to survive from his injuries. 2048

The Supreme Court will allow absentee ballots in North Carolina to be received and counted up to nine days after Election Day, in a win for Democrats. The justices on Wednesday refused to disturb a decision by the State Board of Elections to lengthen the period from three to nine days, pushing back the deadline to Nov. 12. The board’s decision was part of a legal settlement with a union-affiliated group. Under the Supreme Court’s order, mailed ballots postmarked on or before Election Day must be received by 5 p.m. on Nov. 12 in order to be counted.The decision stands in contrast with a decision made by the Supreme Court earlier in the week not to extend the deadline in Pennsylvania for the state to count mail-in ballots received after Election Day. 766
