BEIJING, April 13 (Xinhua) -- The State Council, China's Cabinet, released here Tuesday new regulations on overseas investment, promising good business conditions but restricting funds to environmentally unsound projects.According to the new regulations, China still welcomes foreign investment in high-tech industries, services sectors, energy-saving and environmental protection, but polluting and energy-gorging or projects in industries running at overcapacity are not wanted.According to the regulations, the State Council said China will continue to support Chinese A-share listed companies in further introducing strategic investors from home and abroad, and standardize foreign companies' investment in domestic securities and corporate merger and acquisition moves.A national security examination mechanism will be built as soon as possible for foreign-funded companies' merger and acquisition operation in China, according to the regulations.Qualified foreign-funded companies are allowed to go public, issue corporate bonds or medium-term bills in China.Multinationals are encouraged by the regulations to set up regional headquarters, research and development centers, procurement hubs, financial management and other functional offices in China.Importing items for scientific and technological development by qualified foreign-funded R&D centers will be exempt from tariffs, importing value added tax and goods and services tax by the end of 2010, according to the regulations.Foreign-funded enterprises are also encouraged to increase their investment in China's central and western regions, particularly in environment friendly and labor-intensive companies.

SHENZHEN, May 22 (Xinhua) -- Preliminary investigation shows that factors including failed romance, unrestrained gambling could be the reasons behind suicide of a Foxconn Technology Group employee Friday, said police authorities in south China's Shenzhen City.Nan Gang, 21, climbed to the top of a factory building in Foxconn's industrial complex in Longhua Township and fell to his death at 4:37 a.m., said Huang Jianwei, a spokesman of the Bao'an Police Station, of the Shenzhen Public Security Bureau.Nan's suspected suicide was the 10th of the kind ever happening at the Foxconn's Shenzhen plant since the beginning of the year.Police said they learned from investigations that Nan Gang's parents were divorced and Nan was the only child of the family. Nan's ex-girlfriend got married this year in February, and his new girlfriend also deserted him early this month.Nan was said to be ill tempered and fond of gambling, and was thus in deep debts before his death.According to the police, not long ago, Nan had fights with his co-workers, so he employed others to beat the co-workers, but was later blackmailed by the same group of people.Nan allegedly had said he would take revenge and even showed his intent to commit suicide before he fell off the building Friday.Police have already captured the suspects for blackmailing Nan pending further investigation.Shenzhen-based Foxconn's company profile on its website says it's the world's top electronics manufacturer with more than 600,000 employees and ranked 109 among the Fortune 500 companies in 2009. It is linked to Taiwan electronics giant Hon Hai Group.

BAGHDAD, June 1 (Xinhua) -- The ongoing Shanghai Expo is a very good platform for Iraq and China to communicate with each other, some Iraqis said on Tuesday, adding the war-torn country needs China's successful experiences for rebuilding.The Iraqis made the remarks when the Iraq Pavilion opened Tuesday at the Shanghai World Expo, one month into the global event. The country is the last of the 246 participants to open its pavilion."After decades of isolation under circumstances of sanctions and wars, I believe my country is in acute need for such an event (Expo)," Adel Hameed, 35, a teacher in Baghdad western district of Mansour told Xinhua."As a developing nation, Iraq found Shanghai a great place to demonstrate the latest technologies that we need to rebuild our country," said Hameed, who disclosed that he sometimes follows the latest news about the Shanghai Expo from Internet at home.Asked what makes him so interested in following the Expo news, he smiled and said "to me Baghdad is the city with glorious past and promising future. It is the gem of the east, the capital of the great al-Rasheed caliph and the city of thousand and one nights, therefore, it is qualified to look forward for better future and Shanghai is a great place to look at and learn."He recalled the tragedy Iraq suffered in the past years, but was confident for a bright future in the city he lives in."Yes, I say we are far behind especially by the devastation of the U.S.-led invasion in 2003, and my nation has little chance to rise nowadays, but you will see days are coming and we will rise but it needs time," Hameed said.Some local people believed the Expo is an opportunity for Iraqis to know what is happening in China.Maher Abbas, a 48-year old lawyer told Xinhua that Expo is a great chance for Iraqis to know the course of development in China which has made it a successful example."I see China as a great example, they have made spectacular successes in all areas of development.
