TIANJIN, Sept. 28 (Xinhua) -- Chinese Premier Wen Jiabao has urged Tianjin Municipality in north China to step up opening and reform of its Binhai New Area.     Wen made the remark during his inspection tour in the coastal municipality on the sidelines of the 2008 Summer Davos Forum which was held here on Saturday and Sunday. In all, it is 2,270 square km and has a population of 1.4 million.     Lying between China's capital and the Bohai Gulf, the area has been decided by the State Council, or the Cabinet, to be one of the key economic powers in the country.     Taking an intercity high-speed railway shuttle from Beijing, the Premier asked the administrators of the shuttle line to provide a safe, fast and convenient service for people living in the two cities.     After arriving at the Binhai New Area, Premier Wen inspected some industry zones near the port. He was accompanied by Tianjin's Communist Party chief Zhang Gaoli.     Wen attended an opening ceremony for an assembly factory of the Airbus A320 model in the area.     "The Binhai New Area should take the advantages of various economic policies given by the central government and constantly improve its abilities of innovation and international competition," said the premier.     During his visit to the city, Wen also went to local households to convey his greetings of the National Day, which falls on Oct. 1.     When visiting a supermarket in the old community of Tianjin, Premier Wen asked the supermarket to ensure the quality of the products on sale.     He also went to a children's hospital where many parents sent their babies to have medical examinations in lieu of the toxic milk scandal.     The premier urged doctors in the hospital to carefully examine every child and to set parent's hearts to rest.

BEIJING, Oct. 11 (Xinhua) -- China's Ministry of Agriculture (MOA) on Saturday said it expects an increase in grain output for the fifth consecutive year.     The country has harvested nearly 80 percent of its autumn crops and expects 2008 to be a bumper year, the ministry stated.     The State Grain Information Center earlier estimated that this year's grain output would reach 511.5 million tons, up 10 million tons from 2007. BEIJING, June 19 (Xinhua) -- China's top economic planner announced Thursday night the country will raise the prices of gasoline, diesel oil, aviation kerosene and electricity, revealing an unprecedented broad plan to raise energy prices.     Beginning Friday, the benchmark gasoline and diesel oil retail prices will be marked up by 1,000 yuan (144.9 U.S. dollars) per tonne, with the price of aviation kerosene up by 1,500 yuan per tonne.     The prices of natural gas and liquefied petroleum gas, however, would be left unchanged, according to the National Development and Reform Commission (NDRC).     The benchmark retail prices of gasoline and diesel oil would be lifted to 6,980 yuan and 6,520 yuan per tonne, up more than 16 percent and 18 percent respectively.     The price rises also translate into mark-ups of 0.8 yuan and 0.92 yuan per liter, the measurement used at service stations in China, for gasoline and diesel oil respectively.     The commission said the oil price adjustment was made to ensure supplies in the country by diminishing the gap between continuously rising international crude prices, especially since February, and state-set domestic oil prices.     Crude oil price on the international market reached above 136 U.S. dollars per barrel on Wednesday, up more than 45 percent from the price when the country raised oil prices in November last year. An employee changes the cards showing the prices of refined oil at a gas station in Beijing on the early morning of June 20, 2008The government-controlled oil prices on domestic market should be blamed for a shortfall of supplies, as some refineries stopped or cut back on processing to avoid losses, said an unidentified NDRC official.     The commission said more subsidies would be offered to farmers, public transport, low-income families and taxi drivers to cushion the crunch of price rises.     For instance, farmers would get five yuan per mu (1/15 hectare)of farmland in extra subsidy; low-income families in cities would get an extra 15 yuan for each person every month starting from July, 10 yuan for such rural families.     The commission said fares for passenger travel by rail, urban and rural public transport and taxis would remain unchanged after the rise.     The official did not comment on the impact of oil price rises on the inflation rate, which eased to 7.7 percent in May. In April, it rose 8.5 percent after a 12-year high of 8.7 percent in February.     The commission also said the average electricity tariff will be raised by 2.5 cents per kwh starting from July 1, up 4.7 percent on average.     It said the price rise was made in response to rising costs of the country's power plants, including rising power-coal prices, increased costs on desulphuration facilities and investment in grid upgrading.     More than 80 percent of all the power generation companies suffered losses in the January-May period due to power-coal price rises.     Official statistics showed that power coal prices went up by more than 80 yuan per tonne in the past two years. The prices had gone up by 60 yuan since the beginning of the year.     The commission also announced the country would exercise temporary price intervention on power coal as of Dec. 31, and power coal prices are capped below the price on June 19.     The policy was adopted as the commission expected the power-coal price to rise further because of the gap between domestic and international prices and tight supplies.     The commission also said urban and rural residents and sectors of farming and fertilizer production, as well as the quake-hit provinces of Sichuan, Shaanxi and Gansu, will be exempt from the price rise.     Industrial and commercial undertakings, however, would only see limited impact, as power expenses usually account for a small portion of their total costs, it said.     "The price rise in electricity would not have a fundamental impact on the country's inflation rate," said the NDRC official.

  

XIAMEN, Sept. 8 (Xinhua) -- China will further open up to the world and step up its international investment cooperation, Vice Premier Wang Qishan promised here Monday.     Addressing the 12th Xiamen International Trade and Investment Fair in the east Fujian Province, Wang said the country would continue to stick to the national policy of opening up, constantly improve its policies on utilizing foreign investment and investing in foreign countries, and create more space for foreign companies to develop their business in China.     China's reform and opening up policy had significantly transformed the country in the past 30 years, and its accession to the World Trade Organization had further integrated it with the global economy, he said.     Although the country met with severe natural disasters and an unfavorable international economic environment, its coping measures made its national economy stay healthy on the whole, he said, noting it was confident in and capable of overcoming the current difficulties and challenges.     Expounding on improving its policies on utilizing foreign investment and investing in foreign countries, Wang vowed to further improve the country's investment environment including building a service-oriented government, a market of fair competition, a transparent legal environment and stable policy environment.     He also stressed lifting the quality and diversifying the means of utilizing foreign investment, and encouraging domestic enterprises to invest in foreign countries.     The Chinese government had always supported trade and investment liberalization and opposed protectionism in any form, he said, vowing to work with the world to eliminate trade and investment barriers and cope with various difficulties and challenges for global economic prosperity and stability.     Attendants of the forum are from 120 countries and regions and seven international organizations.

  

BEIJING, Sept. 30 (Xinhua) -- Chinese President Hu Jintao made a tour to east China's Anhui Province on Tuesday to inspect rural reform and development.     Hu, also General Secretary of the Communist Party of China Central Committee, visited Xiaogang village of Fengyang county, the first in the country to initiate the household contract responsibility system in 1978. Xiaogang has since been seen as a pace-setter for the nation's rural reform.     Hu said he was glad to see the new changes that have taken place at the village in the past decades.     The current land contractual relations will be kept stable and unchanged for a long time, and we will allow farmers to transfer the right of land contract and management by various means, in accordance with their will, he said.     He said China will continue to increase spending in the development and reform of the rural areas, and to make more policies favorable to the farmers and agriculture.     Hu also pledged to increase the income of Chinese farmers and steadily improve their standard of living in order to make sure farmers benefit from China's economic development.     The third Plenary Session of the 17th CPC Central Committee, due to convene between Oct. 9 to 12, will focus on promoting reform and development in rural areas.     On Tuesday afternoon, Hu Jintao also visited two dairy companies in Anhui's Bengbu city.     "Food safety is directly linked to the well-being of the broad masses and the competence of a company," Hu said. "Chinese companies should learn from the lessons of the Sanlu tainted milk powder incident."     Companies should strengthen management and food safety checks, and make sure their products were safe for consumers, he said.     Hu also heard the work reports of Anhui province during his tour, stressing development in urban and rural areas must be coordinated and that efforts must be made to push forward rural development and reform.
