SAN DIEGO (KGTV) -- Economic forecasters are beginning to warn of a possible 2020 recession, and the impact they say will be felt in the Golden State, according to a new report by UCLA.“Don’t celebrate the 3.1% GDP growth estimate for the first quarter of 2019,” writes UCLA Anderson Professor Emeritus Edward Leamer. Leamer is quoted in a recent report produced by the UCLA Anderson School of Management. According to Leamer, the data actually increases the risk of a recession at some point in the next couple of years. Nationally, economic growth is expected to slow marginally to 2.1 percent in the fourth quarter of 2019 and 1.4 percent in the fourth quarter of 2020. RELATED: Fed cuts interest rates for the first time since recessionThe good news is that the report predicts an economic rebound, growing again to 2.1 percent in the fourth quarter of 2021. So what picture does the report paint for California? One forecaster says you can expect California unemployment to rise modestly. “Weakness in housing as well as the slowing U.S. economy is reflected in a very modest growth rate in the U.S. in late 2020,” UCLA Anderson Forecast director Jerry Nickelsburg writes. “As a consequence, we expect California’s average unemployment rate to rise slightly to an average of 4.6% in the first quarter of 2021. For the entire year for 2020 and 2021, we expect average unemployment rates of 4.3% and 4.4%, respectively.”Meanwhile, personal income growth in the state of California is forecast at 2.9 percent in 2019. But the report warns that income growth is expected to slow to 1.9 percent by 2020.It’s not all bad news, however, income growth is expected to rise fairly quickly again in 2021, and is forecast to reach 2.1 percent by the end of the year. There's more good news. The Federal Reserve Wednesday lowered interest rates for the first time since the Great Recession in 2008 to help prevent an economic downturn. 1936

SAN DIEGO (KGTV) - Hate crime charges were filed Monday against the Little Italy man accused of attacking three Muslim women wearing hijabs. Kyle Allen, 50, pleaded not guilty to battery in a San Diego courtroom following the Oct. 6 incident. The women were walking on Columbia Street when Allen approached them from the other direction. Witnesses said Allen lunged his shoulder into them, tried to remove one woman's hijab, then hit one of the women. RELATED: San Diego Police: Alleged attack on 3 women in hijabs a possible hate crime "As I got closer I heard him calling her names and telling them to go back to where they came from," a witness who only wanted to be identified as Amy told 10News. Passersby trailed Allen back to his high-rise apartment in Little Italy and called police. San Diego Police said Allen answered his front door while holding a handgun with a silencer. A total of 10 guns were found in Allen's home and seized, investigators said. Allen was arrested without incident.Protection orders are in place for the three women, keeping Allen from contacting them or coming within 100 yards.Allen will return to court Dec. 19 for a preliminary hearing. He faces up to four years, four months in prison if tried and convicted, according to the District Attorney's office. 1300

  

SAN DIEGO (KGTV) - Environmental groups are increasing pressure on members of Congress to support the Green New Deal.On Friday, about two dozen demonstrators rallied outside Democratic Congressman Scott Peters' office in the UTC area to get him to sign on. "We're intent on pushing forward with what seems to be the strongest commitment to making important action on climate change by our government," said Karl Aldinger, a Fallbrook resident and member of the a group called Sunrise Movement.Congresswoman Alexandria Ocasio-Cortez introduced the deal in February. It lays out a series of goals, including getting the U.S. to 100 percent renewable energy by 2030. It also touches on issues surrounding education and wages. Peters, who represents the 52nd District, is the only San Diego County democrat not to sign onto the deal. He said he prefers a more direct approach through specific actions that can get bipartisan approval. Peters pointed to a series of bills that just passed out of committee."We don't want to scare away people from solutions," Peters said. "This is a problem we only have 10 or 12 years to solve. It can't be done just by Democrats, it can't be done just by liberals. It has to be done by everybody."Political analyst John Dadian says more moederate approaches could play a hand in the 2020 election."This dovetails into why we're seeing, in the last 10 years, what's increased every cycle, the rise of the independent, because the independents are saying I don't want to be Republican or Democrat, I don't always agree, I want to make my own decisions," he said. Dadian said what happens now could very well be remembered in 2020. So far, Democratic representatives Susan Davis, Juan Vargas and Mike Levin are supporting the deal. SAN DIEGO (KGTV) -- Gov. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance. And the sooner we do that, the sooner we’re going to get through this crisis,” said San Diego County Sheriff Bill Gore.Gore says they are devoting four two-men deputy teams to work full time with county compliance officers.He says they are not going door-to-door but following up on complaints about businesses or entities violating public health orders. They will attempt voluntary compliance and education first. If that doesn't work, it could lead to citations.He says when it comes to enforcement, they want to work with local jurisdictions and police departments, but they will serve citations with or without their help."If they're not going to join with us in enforcement action, if that becomes necessary, we will issue those citations by ourselves without their assistance," Gore said.Since Monday, the county has issued 52 cease-and-desist orders for businesses not in compliance.Last week, California, Washington, and Oregon issued travel advisories that urge visitors from out-of-state or residents returning home from outside travel to self-quarantine for 14 days. 2351
