Europe is thinking about giving advanced robots rights and responsibilities. Many experts say that's a terrible idea.The European Parliament passed a resolution last year that envisions a special legal status of "electronic persons" for the most sophisticated autonomous robots. Experts say the finalization of a COVID-19 vaccine is in our near future. Dr. William Moss is a professor of epidemiology and the executive director of the International Vaccine Access Center at the Johns Hopkins Bloomberg School of Public Health.“Remarkable progress has been made in the development of COVID-19 vaccines,” Dr. William Moss said.He says it typically takes five to 10 years to develop a vaccine, but with so much money and attention going toward COVID-19, he believes it’s likely we’ll have a vaccine by the end of the year.“I’m pretty confident that there will be a vaccine that will have an emergency-use authorization in the United States by the end of 2020,” Dr. Moss said.According to Dr. Moss, of the dozens if not hundreds of vaccine candidates in clinical trials, there are three vaccine candidates that have reached phase three. Phase three is when tens of thousands of volunteers test the vaccine to make sure it’s safe and effective.As of this week, we have optimistic news regarding phase-three efficacy results from biopharmaceutical company Pfizer – which has been collaborating with German company BioNTech.“Early preliminary results suggests that their vaccine is 90% or so effective in preventing mild to moderate or severe disease.”If the 90% efficacy data holds up after follow ups from participants in late November, Dr. Moss says he expects the FDA will rigorously review the data and approve the vaccine for distribution. That means health care workers and other high-priority groups would get the vaccine in December of this year, or early next year.“Pfizer says that they could have close to 50 million doses by the end of this year," Dr. Moss said. "Now remember their vaccine – as a number of the vaccine candidates do – requires two doses per individual. So, 50 million doses allows you to vaccinate about 25 million people.”Dr. Moss says the unprecedented investment in vaccine manufacturing will make it possible for the vaccine to be distributed so quickly. However, there are still quite a few logistical challenges since he says the Pfizer vaccine requires extreme cold temperatures as low as minus 117 degrees Fahrenheit.“So we need warehouses to store the vaccine that have freezers that can maintain that cold, we need transportation systems – planes, trucks – that can deliver the vaccine and keep it cold. And then at the site of distribution, we need to be able to keep these vaccines cold.”Therefore, he says it will likely take a lot longer for the general population to get the vaccine. FALLBROOK (CNS) - A 28-year-old man was busted in Fallbrook for agreeing to purchase alcohol for a minor, authorities said Saturday.The man was arrested Friday night in a so-called "Shoulder Tap" operation and was the only one out of 20 adults asked by a minor decoy working with deputies who agreed to purchase alcohol for the teenager, according to Sgt. Nancy Blanco of the San Diego County Sheriff's Department.The suspect was arrested on suspicion of furnishing alcohol to a minor, which is a misdemeanor, she said.Two men, ages 24 and 25, who were with the suspect were also taken into custody for parole and probation violations, Blanco said.The minors also tried to purchase alcohol from retailers at five separate locations, but none of the locations sold alcohol to the decoy, she said. 803

ESCONDIDO (KGTV) – An Escondido couple is out thousands of dollars after falling for a sophisticated truck scam“You hear about it everywhere, but you’re like it’s not going to happen to me,” Terha Newby said.   Terha and her husband, Chris, found the perfect truck for sale on Craigslist back in September. Someone from El Monte was selling a Chevy Silverado 2600 HD for about ,000. “The registration matches the pink slip, the VIN, everything. You’re like, 'Its good!'” Terha said.  But it was far from good.It turns out the truck was stolen out of Orange County last year. Afterwards, someone replaced the VINs on the truck with a duplicate VIN of a truck that someone owns in Texas. They even had matching paperwork to go with it. But the VINs set off an alarm for the DMV when the Newbys went to get their new truck registered.“The VIN that was in the vehicle belonged to truck in Texas, and it was on a lien,” Terha said. “These guys are professionals, they’re out there, and that’s all they do for a living.”Chris said the seller gave them a Carfax report, but it was a fake one. He now regrets not getting their own. “From now on, for a fee, Carfax would have prevented it,” Chris said.The stolen Silverado was impounded and went back to the insurance company of the truck’s original owner. (KGTV) - Supporters of Newland Sierra, a large housing development north of Escondido, launched their effort to rally voter support Friday at a press conference outside the Registrar of Voters.The project would build 2,135 homes on unincorporated land next to I-15 along Deer Springs Road. The design includes amenitites such as new parks and hiking trails, while touting that it preserves 60% of the land as open space. Newland also points out green innovations, such as solar panels on every home and electric car plug-ins in every garage. Most importantly, supporters say the homes are desperately needed to support families in North County.Opponents say the massive development would change the rural character of the area. They argue that traffic would be unbearable along Deer Springs Road and that evacuating during a wildfire would be dangerously slow.
