SAN DIEGO (KGTV) - The U.S. Attorney's Office of Southern California announced charges Friday against a man in the death of a Camp Pendleton Marine who had an overdose in his barracks.The unidentified Corporal was found unresponsive on the floor near his computer chair on January 29, 2017. He was wearing headphones and appeared to have been playing video games, investigators said.An autopsy determined the Marine died of fentanyl toxicity. A pill found on the headboard near a powdery substance and a rolled-up dollar bill tested positive for fentanyl.A complaint unsealed Friday detailed drug charges against 25-year-old Kyle Shephard of San Marcos.Investigators said Shephard met the victim in November 2016 and sold him fentanyl and other drugs multiple times over three months.Shepard acknowledged the pills could lead to an overdose, according to the complaint.In December, Shephard was arrested and charged with possessing for distribution roughly 2,000 fentanyl pills.“What a senseless tragedy that another young life has been lost because of fentanyl,” said U.S. Attorney Adam Braverman. “This Marine was serving his country and had his whole life ahead of him. We are going to hold dealers accountable for the deaths that result from their reckless disregard for human life.”Shephard will be in court March 6 for a detention hearing.  1369

SAN DIEGO (KGTV) — This November will see two meteor showers and a lunar eclipse grace the skies.The Northern Taurid meteor shower will skirt across our atmosphere on Nov. 11-12, according to EarthSky. The event is also expected to produce about five meteors per hour, but the shower is famous for its slow-moving and bright meteors.The next week, the Leonid meteor shower will peak on Nov. 16-17. That shower is expected to produce 15 to 20 meteors per hour. NASA says the Leonid shower happens every November and features some of the fastest moving meteors out there, traveling at about 44 miles per second.Stargazers are encouraged to get the best viewing of the meteor shower by finding an area away from lights and laying flat, with feet facing east, to take in as much sky as possible, according to NASA. The best viewing time will be around midnight and last until dawn.Then to cap off the month, on Nov. 30, a penumbral lunar eclipse will visible throughout North America. The moon will appear slightly darker because the sun, Earth, and moon are imperfectly aligned. The Earth will block some of the sun's light from directly hitting the moon, covering all or part of the moon with the outer part of its shadow.A penumbral lunar eclipse occurs when the Sun, Earth, and the Moon are imperfectly aligned. SAN DIEGO (KGTV) -- The San Diego Unified School District Board voted Tuesday evening to support a package of bills making their way through Sacramento that would put a moratorium on new charter schools. There are four separate bills before the state legislature. Among other things, the measures would put a five year moratorium on new charter schools, increase local control by preventing charter schools from locating outside their district and put a cap on the number of charter schools that can open. San Diego Unified Trustee Richard Barrera helped draft the resolution in support of the bills. "We've got plenty of great examples of seeing laboratories of innovation that have happened over the past 25 years; however, what I think the law did not predict, was that charters have expanded very rapidly. There are organizations that kind of create chains of charter schools that go and pop up in different places around the state," said Barrera. He said the moratorium would not affect existing charter schools. "Let's think about the whole system; let's think about what's good for every kid, nothing in these bills affects existing charter schools. In fact, I believe these bills protect existing charter schools because they are as vulnerable to some new school popping up, that may or may not succeed, but in the meantime, you've got that movement of students back and forth," said Barrera. Barrera said roughly 16% of students in the district attend charter schools at a cost of approximately million dollars a year. There are nearly 50 charter schools in the district. Supporters of charter schools said the board's vote was motivated by politics and money. "I think they're kind of greedy, the public schools. They're wanting the money, for each student they get so much money," said Charles Taich, whose daughter attends a charter school. The California Charter Schools Association says the resolution the board passed isn't focused on students or families. "It really isn't about students. If you look at the resolution itself, it doesn't talk about parents and students. It just talks about districts and money and the information is not factual, so we want to address that," said Miles Durfee, Vice President of Regional Advocacy for the California Charter Schools Association. Durfee said they'll continue their fight at the state level. "The Charter Schools Association has worked really hard with members to really make sure we increase the quality of charter schools and we know schools need to continually improve, but we really believe that charter schools are one vehicle to do a great job to give choice to parents," said Durfee. 2667

SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department is warning residents about drinking and driving ahead of the busy Fourth of July holiday weekend.The department says it will be conducting increased DUI patrols on Saturday, July 4 and over the course of the weekend.The department also plans to hold an impaired driving checkpoint in North County Friday night.Last year, deputies arrested more than 1,300 people for impaired driving. So far in 2020, 387 drivers have been arrested for driving under the influence, the department says. "No one should ever drive under the influence," said Sheriff Bill Gore. "Throughout the pandemic, deputies have continued to enforce impaired driving laws. Don't drink and drive." 734

A San Diego security expert shows us how surveillance cameras are getting smaller, cheaper and harder to spot.Joe Oregon is a San Diego cyber security expert who also teaches at San Diego State University. He knows how simple it is to plant and conceal hidden cameras and tells us, “You want to make sure that you're closely inspecting the room or the location you're going to.” “I cringe thinking about it just as a citizen and as a father, you know. I have children, as well,” he adds.People’s worries over spy cameras have been increasing in the U.S. and internationally. A couple on vacation in Florida found themselves on-camera. At their short-term rental, they discovered a smoke detector with a hard drive in it, recording them in bed.A couple staying at a rental in Toronto was reportedly shocked to find a spy camera hidden in an alarm clock, pointed at the bed.Engineer Brandon Schamer specializes in micro-cameras. “They hide them in the smoke detectors. Sometimes people will actually tuck them under hidden spots where you wouldn't look like behind the TV,” he says. Schamer reveals that a spy camera can be hiding in an air conditioning vent, a plant, a stuffed animal, or even a spice rack. There are numerous possibilities.He says when you check into a rental unit, use the flash light on your phone’s camera to look around to see any reflections from tiny lenses. He explains that you can also check for infrared frequencies. “It’s totally invisible to the naked eye,” he adds. Your cell phone camera can detect infrared. Schamer explains that you should put your phone’s camera in “selfie-mode” and scan the room for a purple light which could indicate there's a transmitting camera. These days most cameras can be bought online. “They're not illegal devices so anyone can purchase them,” adds Oregon.Vacation rental sites like Airbnb and VRBO have strict rules about surveillance. Cameras are allowed in living rooms but they must be disclosed on the rental forms. They're not allowed in private areas like bedrooms or bathrooms.
