SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389

The trip, which includes Imperial Beach Mayor Serge Dedina, is meant to strengthen ties between the border. The mayors plan to discuss border infrastructure projects, pollution in the Tijuana River Valley and economic ties with leadership in Mexico. So we certainly wish that not to be something to be toyed with,” said Jason Wells, Executive Director of the San Ysidro Chamber of Commerce. The San Ysidro Port of Entry is the busiest land crossing in the U.S. with nearly 100,000 vehicles and pedestrians crossing every day. 1098

SAN DIEGO (KGTV) - Just days after her 97th birthday, a San Diego woman was honored for being a trailblazer in the Marine Corps. Sgt. Maj. Grace Carle's love for her country is apparent in her impressive resume. The retired Marine served during WWII, the Korean War, and Vietnam."She's always been a strong woman. She did what she was told to do, and she did it with honor. She wanted to be proud of what she did," said Jennie Larsen, Carle's niece. Carle was one of nine siblings and joined the Marine Corps when she was 20. She's now the last living Sergeant Major of the U.S. Marine Corps Women's Reserve and was one of only six women to hold the position. "When she went in she worked hard to get all of her advancements, and it's things like giving the women a chance to do jobs that the men had been doing and showing that the women were capable of holding these same positions and doing the same type of work," said Larsen.Carle was recently admitted to Somerset Subacute and Care, where social worker Lisa Abbott met the retired Marine. "When they told me she was a big deal in the Marines, I started googling her!" Abbott said.Carle will soon be entering hospice care, so Abbott decided they needed to honor her. "Somebody like Ms. Carle who's done so much for our country, and for America, and for women in general, this is going to be probably our last chance to thank her and honor her. While she's with us, we're going to take that opportunity," said Abbott. They held a ceremony for Carle at the facility, which included taps by Bugles Across America."The Marine life was her life, and she was very proud to serve this country, you couldn't have asked for a better person," said Larsen.Larsen says her aunt served in the Marine Corps for over 30 years. SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer Saturday detailed plans to redevelop the Sports Arena site, officially announcing what developers will tackle the project.According to Faulconer, the plan incorporates a mix of entertainment, housing, and parks."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."Brookfield Housing and ASM Global were chosen to construct the new arena and thousands of housing units, beating out the other finalist, Toll Brothers Housing.The redevelopment area encompasses roughly 48 acres in the Midway-Pacific Highway Community area. At the press conference, representatives from the Gulls and the Seals spoke, saying they're excited for their teams to play in the new space. Faulconer said the city's goal is to include a new arena to replace Pechanga Arena."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."The city also released several renderings of the planned development. Leaders said they are now looking toward November when Measure E will be on the ballot. This will determine if the 30-foot maximum height for buildings will remain, or if it will be raised.
